【摘要】：老撾作為一個(gè)發(fā)展中國家,基礎(chǔ)設(shè)施不僅水平落后,而且嚴(yán)重影響了經(jīng)濟(jì)發(fā)展。2013年中國政府"一帶一路"的提出和實(shí)施,為兩國基礎(chǔ)設(shè)施合作創(chuàng)造了有利條件。正是在這種背景下,本文選取中國在老撾公路、鐵路、電力等基礎(chǔ)設(shè)施投資及其影響因素為研究主題,希望為老撾政府在基礎(chǔ)設(shè)施領(lǐng)域的建設(shè)與發(fā)展提供政策參考與發(fā)展思路。首先,在國內(nèi)外文獻(xiàn)綜述的基礎(chǔ)上,本文采用2000-2014年中國在老撾基礎(chǔ)設(shè)施投資的詳實(shí)數(shù)據(jù),不僅從整體層面描述了中國在老撾基礎(chǔ)設(shè)施的投資金額,而且從公路、鐵路、水電等部門層面描述了基礎(chǔ)設(shè)施投資的具體分布。其次,本文采用SWOT分析法對中國在老撾基礎(chǔ)設(shè)施投資進(jìn)行了理論分析,其中優(yōu)勢主要體現(xiàn)為老撾的自然資源相對比較豐富,與中國地理位置毗鄰,有利于兩國產(chǎn)品的互相來往;劣勢主要表現(xiàn)為基礎(chǔ)設(shè)施水平落后、宏觀管理落后、產(chǎn)業(yè)鏈缺失、投資法尚不完善等,限制了老撾吸引中國基礎(chǔ)設(shè)施投資的步伐;機(jī)遇主要體現(xiàn)為包括中國在內(nèi)的很多國家為了爭取老撾國家發(fā)展條件好且潛力巨大的投資項(xiàng)目,紛紛向老撾進(jìn)行投資;挑戰(zhàn)則主要體現(xiàn)為大規(guī)模的基礎(chǔ)設(shè)施投資會對老撾經(jīng)濟(jì)主體性沖擊、相關(guān)產(chǎn)業(yè)和企業(yè)發(fā)展帶來挑戰(zhàn)。再次,本文對中國在老撾基礎(chǔ)設(shè)施投資的影響因素進(jìn)行實(shí)證檢驗(yàn),即采用2000-2014年中國對老撾基礎(chǔ)設(shè)施投資的時(shí)間序列數(shù)據(jù),運(yùn)用ARIMAX估計(jì)法進(jìn)行基準(zhǔn)分析。結(jié)果表明,中國對老撾基礎(chǔ)設(shè)施投資的數(shù)量與中老兩國宏觀經(jīng)濟(jì)因素、兩國貿(mào)易因素以及經(jīng)濟(jì)全球化因素均存在顯著的長期均衡關(guān)系。最后,本文在總結(jié)全文結(jié)論的基礎(chǔ)上,一方面在國家層面提出老撾政府首腦應(yīng)與中國建立經(jīng)常性溝通機(jī)制,加強(qiáng)中國對老撾基礎(chǔ)設(shè)施投資項(xiàng)目談判,為中老兩國企業(yè)在基礎(chǔ)設(shè)施方面的合作創(chuàng)造條件。另一方面在老撾省級政府層面提出應(yīng)與中國方面加強(qiáng)溝通,制定基礎(chǔ)設(shè)施投資的具體細(xì)節(jié),明確中國與老撾雙方的權(quán)利義務(wù)關(guān)系,監(jiān)督基礎(chǔ)設(shè)施建設(shè)的順利進(jìn)行。
[Abstract]:As a developing country, Laos has not only lagged behind in infrastructure, but also seriously affected its economic development. The proposal and implementation of "Belt and Road" by the Chinese government in 2013 created favorable conditions for infrastructure cooperation between the two countries. It is under this background that this paper chooses China's infrastructure investment in Laos, such as roads, railways, electric power and other infrastructure investment as the research theme, hoping to provide policy reference and development ideas for the Lao government in the field of infrastructure construction and development. First of all, on the basis of literature review at home and abroad, this paper uses the detailed data of China's infrastructure investment in Laos from 2000 to 2014. It not only describes the amount of Chinese infrastructure investment in Laos from the overall level, but also from roads and railways. Hydropower and other sectoral levels describe the specific distribution of infrastructure investment. Secondly, this paper uses SWOT analysis method to analyze China's infrastructure investment in Laos. The advantages of SWOT analysis are that Laos is relatively rich in natural resources, adjacent to China's geographical position, conducive to the exchange of products between the two countries. The disadvantages include backward infrastructure level, backward macro-management, lack of industrial chain, imperfect investment law, etc., which limit the pace of Laos to attract Chinese infrastructure investment. Opportunities are mainly reflected in many countries, including China, in order to strive for the Lao national development conditions and great potential investment projects, one after another to invest in Laos; The challenge is that large-scale investment in infrastructure will impact the economic subjectivity of Laos and bring challenges to the development of related industries and enterprises. Thirdly, this paper empirically tests the influencing factors of China's infrastructure investment in Laos, that is, using the time series data of China's infrastructure investment in Laos from 2000 to 2014, using Arima X estimation method to carry out the benchmark analysis. The results show that there is a significant long-term equilibrium relationship between the amount of Chinese infrastructure investment in Laos and the macroeconomic factors, trade factors and economic globalization factors between China and Laos. Finally, on the basis of summing up the conclusions of this paper, on the one hand, it is proposed at the national level that the Lao Government should establish a regular communication mechanism with China to strengthen China's negotiations on infrastructure investment projects in Laos. To create conditions for cooperation in infrastructure between Chinese and Lao enterprises. On the other hand, at the level of provincial government of Laos, we should strengthen communication with China, formulate the specific details of infrastructure investment, clarify the relationship between rights and obligations between China and Laos, and supervise the smooth progress of infrastructure construction.
