【摘要】：在新中國成立后的起步發(fā)展階段,山東和河南同是農(nóng)業(yè)大省,山東屬于提早轉(zhuǎn)型走上快速發(fā)展之路的地區(qū),河南省擁有后發(fā)展地區(qū)的特性眾多。概述中國經(jīng)濟(jì)轉(zhuǎn)型與發(fā)展的基本特征,政府主導(dǎo)、市場(chǎng)引領(lǐng)貫穿全過程;中央和地方引入不同層級(jí)的經(jīng)濟(jì)分權(quán)與競(jìng)爭(zhēng)機(jī)制積攢新動(dòng)力,轉(zhuǎn)型發(fā)展煥發(fā)新活力,此為政經(jīng)聯(lián)動(dòng)的恰切表述。各行政層級(jí)政府在實(shí)現(xiàn)追趕目標(biāo)的過程中,致力于經(jīng)濟(jì)增長(zhǎng)的發(fā)展行動(dòng)不斷產(chǎn)生新動(dòng)能。通過不同維度、不同時(shí)點(diǎn)的橫縱向比較,建立配對(duì)標(biāo)準(zhǔn)展開研究,在差異中尋找共性,在共性中提取轉(zhuǎn)型的特征事實(shí),通過研究以達(dá)到得"求同存異"的評(píng)價(jià)效果。未來,"強(qiáng)者越強(qiáng)、弱者越弱"的區(qū)域經(jīng)濟(jì)格局長(zhǎng)存,經(jīng)濟(jì)增長(zhǎng)滾雪球效應(yīng)將會(huì)使得區(qū)域差距在不斷擴(kuò)大而不是縮小,關(guān)鍵在于如何讓政府之手發(fā)力。
[Abstract]:In the initial stage of development after the founding of New China, Shandong and Henan are both big agricultural provinces. Shandong belongs to the region of rapid development in early transition, and Henan has many characteristics of post-development areas. This paper summarizes the basic characteristics of China's economic transformation and development, with the government leading and the market leading through the whole process; the central and local governments introduce different levels of economic decentralization and competition mechanism to accumulate new impetus, and the transformation and development is full of new vitality. This is the political and economic linkage of the appropriate expression. In the process of achieving catch-up goals, the development actions of the governments at all administrative levels are constantly generating new momentum for economic growth. Through the horizontal and vertical comparison of different dimensions and different points, the pairing criteria are set up to study, to find the commonness in the differences, to extract the characteristic facts of the transformation from the commonalities, and to obtain the evaluation effect of "seeking common ground while reserving differences" through the research. In the future, the regional economic pattern of "the stronger, the weaker", the snowball effect of economic growth will make the regional gap expand, but not narrow, the key lies in how to let the government hand.
