【摘要】：在中國經(jīng)濟(jì)進(jìn)入新常態(tài)的背景下,2015年中共中央提出了供給側(cè)改革方案,目的是為了使中國經(jīng)濟(jì)可以持續(xù)穩(wěn)定的發(fā)展,避免掉入中等收入陷阱,為未來實(shí)現(xiàn)中華民族偉大復(fù)興夯實(shí)經(jīng)濟(jì)基礎(chǔ)。2016年中央又提出了供給側(cè)結(jié)構(gòu)改革五大攻堅(jiān)任務(wù)頂層設(shè)計(jì),為改革的理論方法與路徑理清了思路。同時,中央提出中國供給側(cè)改革不是照搬西方供給學(xué)派,而是結(jié)構(gòu)性供給側(cè)改革,要加強(qiáng)多維比較學(xué),結(jié)合歷史學(xué),要善于把握改革工作的時度效。中國歷次經(jīng)濟(jì)改革并不是一帆風(fēng)順,改革的時機(jī)和力度如果把握不好,反而會產(chǎn)生較大經(jīng)濟(jì)陣痛,進(jìn)而掉入改革陷阱。所以,只有從多個維度進(jìn)行時頻管理的供給側(cè)改革才可以避免改革過程中的失誤,確保改革效用最大化。
[Abstract]:Against the backdrop of China's economy entering a new normal, the CPC Central Committee put forward a supply-side reform plan in 2015 in order to enable China's economy to develop in a sustainable and stable manner and to avoid falling into the middle-income trap. In order to realize the great rejuvenation of the Chinese nation and consolidate the economic base in the future, in 2016, the central government put forward the top-level design of five key tasks of supply-side structural reform, which clarified the theoretical method and path of the reform. At the same time, China's supply-side reform is not a copy of the Western supply-side reform, but a structural supply-side reform. It is necessary to strengthen multi-dimensional comparative studies, combine history, and be good at grasping the timing and effectiveness of the reform work. China's previous economic reforms have not been smooth sailing. If the opportunity and strength of the reform are not grasped properly, it will produce greater economic pains and fall into the reform trap. Therefore, only the supply-side reform of time-frequency management from multiple dimensions can avoid the mistakes in the reform process and ensure the maximum effectiveness of the reform.
