中國(guó)區(qū)域綠色經(jīng)濟(jì)協(xié)調(diào)發(fā)展的財(cái)政支出政策研究

【摘要】:聯(lián)合國(guó)環(huán)境規(guī)劃署在2008年全球金融危機(jī)爆發(fā)后適時(shí)提出綠色新政倡議,希冀加速全球經(jīng)濟(jì)復(fù)蘇進(jìn)程與加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式。在聯(lián)合國(guó)環(huán)境規(guī)劃署的大力推動(dòng)下,歐美等發(fā)達(dá)國(guó)家紛紛將綠色經(jīng)濟(jì)作為未來(lái)經(jīng)濟(jì)發(fā)展的主引擎,并先后制定促進(jìn)綠色經(jīng)濟(jì)發(fā)展的各項(xiàng)政策手段。黨的十八大報(bào)告指出,當(dāng)前中國(guó)經(jīng)濟(jì)社會(huì)發(fā)展面臨資源約束趨緊、環(huán)境污染嚴(yán)重、生態(tài)系統(tǒng)退化的嚴(yán)峻形勢(shì),此外社會(huì)貧富差距擴(kuò)大問(wèn)題也日益凸顯。在全球掀起綠色經(jīng)濟(jì)發(fā)展的時(shí)代潮流背景下,為了推動(dòng)中國(guó)經(jīng)濟(jì)社會(huì)持續(xù)健康發(fā)展,加快轉(zhuǎn)變粗放式的經(jīng)濟(jì)增長(zhǎng)模式、破解資源環(huán)境瓶頸約束、維護(hù)社會(huì)公平,應(yīng)加快建立健全促進(jìn)中國(guó)綠色經(jīng)濟(jì)發(fā)展的體制機(jī)制,大力推動(dòng)綠色經(jīng)濟(jì)發(fā)展。財(cái)政支出政策作為國(guó)家重要的宏觀調(diào)控手段,能多方面和全過(guò)程影響中國(guó)綠色經(jīng)濟(jì)轉(zhuǎn)型。本文從政府財(cái)政支出政策制定與優(yōu)化角度研究推動(dòng)中國(guó)區(qū)域綠色經(jīng)濟(jì)協(xié)調(diào)發(fā)展。為了增強(qiáng)財(cái)政支出政策的針對(duì)性和有效性,本文在進(jìn)一步明確綠色經(jīng)濟(jì)內(nèi)涵基礎(chǔ)上,著力構(gòu)建衡量中國(guó)省域綠色經(jīng)濟(jì)發(fā)展水平的指標(biāo)體系,并運(yùn)用聚類(lèi)分析法將中國(guó)各地區(qū)綠色經(jīng)濟(jì)發(fā)展水平劃分為綠色經(jīng)濟(jì)發(fā)展高勢(shì)位區(qū)、中勢(shì)位區(qū)和低勢(shì)位區(qū)。在深入分析三類(lèi)地區(qū)綠色經(jīng)濟(jì)發(fā)展優(yōu)劣勢(shì)的同時(shí),分別選取廣東省、陜西省和廣西壯族自治區(qū)作為三類(lèi)地區(qū)的樣本,進(jìn)一步深入闡述推動(dòng)三類(lèi)地區(qū)綠色經(jīng)濟(jì)協(xié)調(diào)發(fā)展的財(cái)政支出政策。
[Abstract]:The United Nations Environment Programme (UNEP) put forward the Green New deal initiative in the wake of the global financial crisis in 2008, hoping to accelerate the process of global economic recovery and speed up the transformation of economic development mode. Under the impetus of the United Nations Environment Programme, developed countries such as Europe and the United States regard green economy as the main engine of economic development in the future, and successively formulate various policy measures to promote the development of green economy. The report of the 18th National Congress of the Communist Party of China pointed out that China's economic and social development is facing a severe situation of tight resource constraints, serious environmental pollution and degradation of the ecosystem, and the widening gap between the rich and the poor is becoming increasingly prominent. Under the background of global green economic development, in order to promote the sustainable and healthy development of Chinese economy and society, accelerate the transformation of extensive economic growth model, break the bottleneck of resources and environment, and maintain social fairness, We should speed up the establishment of a sound institutional mechanism to promote the development of China's green economy and vigorously promote the development of the green economy. As an important means of macro-control, fiscal expenditure policy can affect the transformation of China's green economy in many aspects and in the whole process. This paper studies the coordinated development of regional green economy in China from the angle of government expenditure policy formulation and optimization. In order to enhance the pertinence and effectiveness of the fiscal expenditure policy, this paper, on the basis of further clarifying the connotation of green economy, tries to construct an index system to measure the development level of green economy in China. The development level of green economy in China is divided into high potential region, middle potential area and low potential area by cluster analysis. While deeply analyzing the advantages and disadvantages of the development of the green economy in the three regions, Guangdong Province, Shaanxi Province and Guangxi Zhuang Autonomous region are respectively selected as samples of the three regions. To further elaborate the three types of green economy to promote coordinated development of fiscal expenditure policies.
