【摘要】：縣域經(jīng)濟(jì)是整個(gè)國(guó)民經(jīng)濟(jì)體系的基礎(chǔ)，，改革開放以來，我國(guó)的縣域經(jīng)濟(jì)取得了巨大的成就，縣域經(jīng)濟(jì)已經(jīng)成為國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展主流中一支不可或缺的重要力量，一些縣域借助于區(qū)位和政策優(yōu)勢(shì)，在經(jīng)濟(jì)發(fā)展方面取得了很大成就，創(chuàng)造了一些成功的模式。但總體看來，除珠江三角、長(zhǎng)三角、環(huán)渤海等沿海發(fā)達(dá)地區(qū)外，我國(guó)的大多數(shù)縣域經(jīng)濟(jì)發(fā)展較為滯后，其發(fā)展過程中也存在諸多問題：大部分縣域在經(jīng)濟(jì)發(fā)展過程中，受到諸如資金、資源、技術(shù)、人才、觀念和體制等多因素的制約，但更為突出的問題是，縣域經(jīng)濟(jì)在政策制定、優(yōu)勢(shì)判斷、產(chǎn)業(yè)定位、招商引資和綜合管理等方面缺乏明確的方向。多數(shù)縣域沒有規(guī)劃，只是單純依靠傳統(tǒng)產(chǎn)業(yè)，或者是盲目模仿其他經(jīng)濟(jì)發(fā)達(dá)縣域的發(fā)展路線。所以當(dāng)前研究縣域經(jīng)濟(jì)發(fā)展問題，有著極為重要的現(xiàn)實(shí)意義。 本文通過對(duì)第一批國(guó)家級(jí)貧困縣——康保縣的實(shí)證研究，深入了解了其經(jīng)濟(jì)發(fā)展現(xiàn)狀及存在的主要問題，結(jié)合康保縣農(nóng)牧業(yè)交錯(cuò)的產(chǎn)業(yè)特點(diǎn)及其地域特色進(jìn)行了科學(xué)的分析，進(jìn)而制定了相應(yīng)的經(jīng)濟(jì)戰(zhàn)略規(guī)劃，力圖為該縣經(jīng)濟(jì)發(fā)展找到切實(shí)可行的對(duì)策建議，希望對(duì)康保地區(qū)縣域經(jīng)濟(jì)發(fā)展產(chǎn)生一定的啟示，并得以促進(jìn)其快速健康發(fā)展。
[Abstract]:The county economy is the foundation of the whole national economy system. Since the reform and opening up, the county economy in our country has made great achievements, and the county economy has become an indispensable and important force in the mainstream of the national economy and social development. With the advantage of location and policy, some counties have made great achievements in economic development and created some successful models. But generally speaking, except for the developed coastal areas such as the Pearl River Delta, the Yangtze River Delta and the Bohai Sea, most counties in our country lag behind in economic development, and there are many problems in their development: most counties are in the process of economic development. Restricted by many factors, such as capital, resources, technology, talent, ideas and systems, the more prominent problem is that the county economy is in policy making, advantage judgment, and industrial positioning. Investment and comprehensive management and other aspects of lack of clear direction. Most counties simply rely on traditional industries or blindly imitate the development routes of other economically developed counties. Therefore, the current study of county economic development has an extremely important practical significance. Based on the empirical study of the first batch of state-level poor counties-Kangbao County, this paper makes a scientific analysis of its economic development status and its main problems, combining with the industrial characteristics and regional characteristics of the interlaced agriculture and animal husbandry in Kangbao County. Furthermore, the corresponding economic strategic planning is worked out in order to find feasible countermeasures and suggestions for the economic development of the county, hoping to give some enlightenment to the county economic development in the area of health insurance and to promote its rapid and healthy development.
