【摘要】：天府新區(qū)擁有較好的發(fā)展基礎(chǔ)和條件，是四川省未來(lái)以現(xiàn)代制造業(yè)為主、高端服務(wù)業(yè)集聚、宜業(yè)宜商宜居的國(guó)際化現(xiàn)代新城區(qū)。天府新區(qū)建設(shè)近3年來(lái)，對(duì)四川全省及各區(qū)域發(fā)展的影響逐步顯現(xiàn)。天府新區(qū)按照“一核、兩區(qū)、雙中心”格局，“一帶兩翼、一城六區(qū)”的內(nèi)部結(jié)構(gòu)進(jìn)行產(chǎn)業(yè)布局，對(duì)全省、成都市及周邊地區(qū)的發(fā)展格局和空間形態(tài)產(chǎn)生了顯著影響。 本文從相關(guān)概念和基礎(chǔ)理論出發(fā)，以天府新區(qū)和四川省產(chǎn)業(yè)發(fā)展現(xiàn)狀為切入點(diǎn)，重點(diǎn)分析天府新區(qū)戰(zhàn)略新興產(chǎn)業(yè)、高技術(shù)產(chǎn)業(yè)和高端制造業(yè)、高端服務(wù)業(yè)、休閑度假旅游業(yè)和現(xiàn)代都市農(nóng)業(yè)六大產(chǎn)業(yè)發(fā)展態(tài)勢(shì)，結(jié)合國(guó)內(nèi)外新區(qū)發(fā)展對(duì)產(chǎn)業(yè)布局影響的經(jīng)驗(yàn)，深入探討天府新區(qū)對(duì)四川省產(chǎn)業(yè)布局的正、負(fù)兩方面的影響。文章選取筑波和爾灣兩個(gè)國(guó)外案例從城市經(jīng)濟(jì)尺度考察新區(qū)建設(shè)對(duì)城市產(chǎn)業(yè)布局的影響，選取天津?yàn)I海新區(qū)案例從經(jīng)濟(jì)區(qū)域尺度考察新區(qū)建設(shè)對(duì)區(qū)域產(chǎn)業(yè)布局的影響。結(jié)合國(guó)內(nèi)外案例，認(rèn)為天府新區(qū)建設(shè)對(duì)四川省產(chǎn)業(yè)布局的積極影響表現(xiàn)在：構(gòu)建新的經(jīng)濟(jì)增長(zhǎng)極，強(qiáng)化成都的集聚作用；形成高新技術(shù)產(chǎn)業(yè)和高端制造業(yè)基地，提升全省產(chǎn)業(yè)競(jìng)爭(zhēng)力；推動(dòng)高端服務(wù)業(yè)集聚發(fā)展，推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整；促進(jìn)形成統(tǒng)一市場(chǎng)，加快區(qū)域一體化進(jìn)程等。天府新區(qū)建設(shè)對(duì)四川省產(chǎn)業(yè)布局的消極影響表現(xiàn)在：改變?nèi)〗?jīng)濟(jì)分布格局，擴(kuò)大區(qū)域發(fā)展差距；高端產(chǎn)業(yè)向新區(qū)集中，加大其他市州產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)壓力；優(yōu)勢(shì)資源向新區(qū)集聚，周邊縣市面臨要素抽離的風(fēng)險(xiǎn)；周邊縣市產(chǎn)業(yè)結(jié)構(gòu)趨同，加劇地方競(jìng)爭(zhēng)；加快成都中心城區(qū)產(chǎn)業(yè)轉(zhuǎn)移速度，可能出現(xiàn)“空心化”等方面。 在天府新區(qū)建設(shè)的引導(dǎo)下，全省產(chǎn)業(yè)將會(huì)呈現(xiàn)以下格局：成都中心城區(qū)與天府新城中心耦合，共同打造成渝經(jīng)濟(jì)區(qū)成都核心；成-德-綿和樂(lè)-自-宜-瀘兩大經(jīng)濟(jì)帶逐步融合，傳統(tǒng)優(yōu)勢(shì)產(chǎn)業(yè)與戰(zhàn)略性新興產(chǎn)業(yè)融合發(fā)展；天府新區(qū)處在成都平原經(jīng)濟(jì)區(qū)和川南經(jīng)濟(jì)區(qū)兩大經(jīng)濟(jì)區(qū)結(jié)合部，通過(guò)基礎(chǔ)設(shè)施的銜接，推動(dòng)市場(chǎng)一體化，進(jìn)而實(shí)現(xiàn)兩大經(jīng)濟(jì)區(qū)的一體化發(fā)展。 為充分發(fā)揮天府新區(qū)的積極作用、消除和減弱消極影響，文章最后提出相應(yīng)的產(chǎn)業(yè)布局優(yōu)化措施來(lái)應(yīng)對(duì)天府新區(qū)建設(shè)，包括：加快新區(qū)高端產(chǎn)業(yè)發(fā)展，加強(qiáng)輻射帶動(dòng)作用。整體推進(jìn)高端產(chǎn)業(yè)發(fā)展，政府引導(dǎo)與市場(chǎng)推動(dòng)并重，拓寬高端產(chǎn)業(yè)投融資渠道；省級(jí)政府統(tǒng)籌兼顧，，促進(jìn)區(qū)域協(xié)調(diào)發(fā)展，具體包括天府新區(qū)與中心城區(qū)協(xié)調(diào)發(fā)展，明確城市功能定位，建立利益分享、讓度與協(xié)調(diào)的長(zhǎng)效機(jī)制，促進(jìn)天府新區(qū)與區(qū)域基礎(chǔ)設(shè)施一體化；地方政府積極尋求合作空間，錯(cuò)位發(fā)展。強(qiáng)化地方政府合作基礎(chǔ)，培養(yǎng)和提升地方政府的合作意識(shí)和能力，健全區(qū)域性協(xié)調(diào)機(jī)制等。
[Abstract]:Tianfu New District has a good development foundation and conditions, which is the future of Sichuan Province in the modern manufacturing industry, high-end service agglomeration, suitable for business and suitable for living in the international modern new urban area. The construction of Tianfu New area in recent three years, Sichuan Province and the impact of regional development gradually appeared. According to the pattern of "one core, two districts, two centers", the internal structure of "one area with two wings, one city and six districts", Tianfu New District has a remarkable influence on the development pattern and spatial form of the whole province, Chengdu and its surrounding areas. Based on the related concepts and basic theories, this paper focuses on the strategic emerging industries, high-tech industries, high-end manufacturing industries and high-end service industries in Tianfu New area and Sichuan Province, taking the current situation of industry development in Tianfu New District and Sichuan Province as the starting point. This paper discusses the positive and negative effects of Tianfu New District on the industrial layout of Sichuan Province in the light of the six industries' development situation of leisure vacation tourism and modern urban agriculture and combined with the experience of the influence of the development of new districts at home and abroad on the industrial layout of Sichuan Province. In this paper, two foreign cases, Tsukuba and Erwan, are selected to investigate the influence of the construction of the new area on the industrial layout of the city on the scale of urban economy, and the case of Tianjin Binhai New area is selected to examine the impact of the construction of the new area on the regional industrial layout on the economic scale. Combined with the domestic and foreign cases, it is considered that the positive influence of the construction of Tianfu New area on the industrial layout of Sichuan Province is as follows: constructing a new economic growth pole, strengthening the agglomeration role of Chengdu, forming a high-tech industry and a high-end manufacturing base, Promote the industrial competitiveness of the province; promote the development of high-end service industry agglomeration, promote industrial structure adjustment; promote the formation of a unified market, speed up the process of regional integration. The negative effects of the construction of Tianfu New District on the industrial layout of Sichuan Province are as follows: changing the economic distribution pattern of the whole province, enlarging the regional development gap, concentrating the high-end industries into the new areas, increasing the pressure of optimizing and upgrading the industrial structure of other cities and states; The advantage resources gather to the new district, the surrounding counties and cities are faced with the risk of withdrawing the elements; the industrial structure of the surrounding counties and cities converges and intensifies the local competition; and the speed of industrial transfer in Chengdu's central urban area may appear "hollowing out" and so on. Under the guidance of the construction of Tianfu New District, the industry of the whole province will present the following pattern: the central city of Chengdu and the center of Tianfu New City are coupled together to form the Chengdu core of Chongqing Economic Zone; Cheng-De-mian and Le-Sele-Yi-Lu two major economic zones gradually converge and develop with traditional superior industries and strategic emerging industries. The Tianfu New area is located in the combination of the Chengdu Plain Economic Zone and the Southern Sichuan Economic Zone. Through the connection of infrastructure, promote the integration of the market, and then realize the integration of the two economic zones. In order to give full play to the positive role of Tianfu New area and to eliminate and weaken the negative influence, the paper finally puts forward the corresponding measures to optimize the industrial layout to deal with the construction of Tianfu New area, including: accelerating the development of high-end industry in the New area and strengthening the role of radiation driving force. To promote the development of high-end industries as a whole, with equal emphasis on government guidance and market promotion, and to broaden the channels for investment and financing of high-end industries; provincial governments make overall plans to promote regional coordinated development, including the coordinated development of the Tianfu New District and the central urban areas. Make clear the function orientation of the city, establish the benefit sharing, let the long-term mechanism of degree and coordination, promote the integration of Tianfu new area and regional infrastructure, and the local government actively seek the cooperation space, dislocation development. Strengthen the foundation of local government cooperation, cultivate and enhance the cooperation consciousness and ability of local government, perfect regional coordination mechanism, etc.
