【摘要】：在京津冀協(xié)同發(fā)展的大背景下,河北省面臨改變金融落后局面的重大機(jī)遇。但資本市場(chǎng)落后的不利局面,不僅會(huì)制約河北地區(qū)的經(jīng)濟(jì)發(fā)展,也會(huì)日益變成制約實(shí)現(xiàn)京津冀一體化和協(xié)同發(fā)展的瓶頸。因此,加速實(shí)施河北省資本市場(chǎng)的轉(zhuǎn)型與發(fā)展已勢(shì)在必行。本文對(duì)河北省資本市場(chǎng)的發(fā)展現(xiàn)狀和落后原因進(jìn)行了分析,提出了加快推進(jìn)河北資本市場(chǎng)改革的幾點(diǎn)對(duì)策和建議,新時(shí)期,在李克強(qiáng)總理關(guān)于“互聯(lián)網(wǎng)+”行動(dòng)計(jì)劃引領(lǐng)下,河北省務(wù)必要借助互聯(lián)網(wǎng)金融的東風(fēng),更新觀念,提升格局,抓住和利用好京津冀協(xié)同發(fā)展的歷史機(jī)遇期。一方面,加強(qiáng)政府的思想觀念革新和提供政策支持是整個(gè)進(jìn)程的催化劑。另一方面,解決資本市場(chǎng)的不利局面必須點(diǎn)面結(jié)合,產(chǎn)業(yè)結(jié)構(gòu)升級(jí)轉(zhuǎn)型是主線,打造并強(qiáng)化資本平臺(tái)是關(guān)鍵;作為整個(gè)資本市場(chǎng)的中介和平臺(tái),券商在推動(dòng)資本市場(chǎng)發(fā)展過(guò)程中起到的作用毋庸置疑,但僅憑企業(yè)個(gè)體努力難有作為,政府出面進(jìn)行干預(yù)和主導(dǎo)方能凝聚全省之力。本文共分為四章,第一章緒論部分主要介紹了論文研究的背景和意義,研究綜述、研究思路與方法等。第二章主要介紹了河北省資本市場(chǎng)的現(xiàn)狀,并對(duì)其落后原因進(jìn)行了分析,意圖找出關(guān)鍵問(wèn)題之所在。第三章介紹了目前我們正處于互聯(lián)網(wǎng)金融不斷發(fā)展的時(shí)代,河北省務(wù)必要抓住這次難得的歷史機(jī)遇,并重點(diǎn)論述了全面或加速資本市場(chǎng)轉(zhuǎn)型的必要性和重要性。第四章根據(jù)以上研究結(jié)果提出了解決問(wèn)題的對(duì)策選擇,并重點(diǎn)從中小企業(yè)融資問(wèn)題和國(guó)有資本產(chǎn)業(yè)優(yōu)化升級(jí)兩個(gè)層面給出了建議,指出資本市場(chǎng)轉(zhuǎn)型和升級(jí)的關(guān)鍵點(diǎn)是打造高效而強(qiáng)大的資本運(yùn)作平臺(tái),從這個(gè)角度來(lái)看,做大做強(qiáng)券商這個(gè)資本中介,具有重要的政策和實(shí)踐意義。
[Abstract]:In the context of the coordinated development of Beijing, Tianjin and Hebei, Hebei faces a great opportunity to change the situation of financial backwardness. However, the backward situation of capital market will not only restrict the economic development of Hebei, but also become the bottleneck to realize the integration and coordinated development of Beijing-Tianjin-Hebei. Therefore, it is imperative to accelerate the implementation of the transformation and development of the capital market in Hebei Province. This paper analyzes the present situation and backward reasons of the capital market in Hebei Province, and puts forward some countermeasures and suggestions for speeding up the reform of the capital market in Hebei Province. In the new period, under the guidance of the Li Keqiang Premier's action plan on "Internet", Hebei Province must rely on the development of Internet finance, renew the concept, promote the pattern, seize and make good use of the historical opportunity period of Beijing, Tianjin and Hebei coordinated development. On the one hand, strengthening the innovation of government ideas and providing policy support is the catalyst of the whole process. On the other hand, to solve the unfavorable situation of the capital market, we must combine some aspects, the upgrading and transformation of industrial structure is the main line, the key is to create and strengthen the capital platform, and as the intermediary and platform of the whole capital market, There is no doubt that securities firms play a role in promoting the development of capital market, but the government can intervene and lead the whole province only by individual efforts. This paper is divided into four chapters. The first chapter introduces the background and significance of the research, research review, research ideas and methods. The second chapter mainly introduces the present situation of the capital market in Hebei Province, and analyzes the reasons for its backwardness, in order to find out the key problems. The third chapter introduces that we are in the era of the continuous development of Internet finance, Hebei Province must seize this rare historical opportunity, and focuses on the necessity and importance of comprehensive or accelerated capital market transformation. The fourth chapter puts forward the countermeasures to solve the problem according to the above research results, and puts forward the suggestions from the two aspects of the financing problem of small and medium-sized enterprises and the optimization and upgrading of state-owned capital industry. It is pointed out that the key point of capital market transformation and upgrading is to build an efficient and powerful capital operation platform. From this point of view, it is of great policy and practical significance to enlarge and strengthen the capital intermediary of securities firms.
