【摘要】：當(dāng)今的國(guó)際社會(huì)正朝著經(jīng)濟(jì)全球化和區(qū)域一體化的方向發(fā)展,全球金融危機(jī)的后遺癥不斷顯現(xiàn),世界經(jīng)濟(jì)的復(fù)蘇仍然呈現(xiàn)疲軟態(tài)勢(shì)。以環(huán)境問(wèn)題、恐怖主義等為代表的全球性問(wèn)題愈演愈烈。同時(shí),全球范圍內(nèi)的公共產(chǎn)品存在著供應(yīng)總量嚴(yán)重不足和供應(yīng)結(jié)構(gòu)失衡的問(wèn)題,且久未解決。面對(duì)如此嚴(yán)峻的形勢(shì),如何能夠有效地向世界提供公共產(chǎn)品成為國(guó)際社會(huì)必須解決的一道難題。作為目前世界上最大的發(fā)展中國(guó)家以及世界第二大經(jīng)濟(jì)體,在當(dāng)前所處的國(guó)內(nèi)和國(guó)際環(huán)境下,中國(guó)應(yīng)當(dāng)肩負(fù)起解決目前公共產(chǎn)品供給問(wèn)題的重任,適時(shí)向世界提供必要的公共產(chǎn)品。本文通過(guò)分析當(dāng)前主要的國(guó)際公共產(chǎn)品供給的理論,結(jié)合這些理論本身的不足以及目前國(guó)際公共產(chǎn)品供給的實(shí)際情況,提出不僅西方國(guó)家可以提供國(guó)際公共產(chǎn)品,非西方國(guó)家也可以以己之力,向世界提供力所能及的公共產(chǎn)品。中國(guó)作為一個(gè)區(qū)域性大國(guó),積極投身于國(guó)際公共產(chǎn)品的供給,并提出了“一帶一路”倡議。文章從公共產(chǎn)品的角度,分析了“一帶一路”的屬性和公共產(chǎn)品的供給特性,闡述了“一帶一路”秉承的基本原則和合作方向,具體介紹了在“一帶一路”倡議的框架內(nèi)中國(guó)與亞洲、歐洲、非洲國(guó)家的友好合作以及構(gòu)建這一偉大倡議的機(jī)制平臺(tái),同時(shí)在倡議的實(shí)施過(guò)程中要充分發(fā)揮政府和民間的作用。同時(shí),在當(dāng)前國(guó)際形勢(shì)下,中國(guó)倡導(dǎo)的“一帶一路”是機(jī)遇與挑戰(zhàn)并存,我們應(yīng)當(dāng)充分借鑒中國(guó)參與國(guó)際公共產(chǎn)品供給的歷史經(jīng)驗(yàn),抓住機(jī)遇,妥善應(yīng)對(duì)挑戰(zhàn),保證“一帶一路”倡議的順利運(yùn)行,從而為國(guó)際公共產(chǎn)品的供給貢獻(xiàn)自己的力量,促進(jìn)世界的和平與發(fā)展。
[Abstract]:Nowadays, the international community is developing towards the direction of economic globalization and regional integration, the sequelae of the global financial crisis continue to appear, and the recovery of the world economy is still weak. Global problems, such as environmental problems, terrorism and so on, are becoming more and more serious. At the same time, the global public goods exist serious shortage of supply and imbalance of supply structure, and have not been solved for a long time. Faced with such a severe situation, how to effectively supply public goods to the world has become a difficult problem that must be solved by the international community. As the largest developing country in the world and the second largest economy in the world at present, under the current domestic and international environment, China should shoulder the responsibility of solving the current supply problem of public goods. Provide the world with the necessary public goods at the right time. By analyzing the main theories of international public goods supply at present, combining the deficiency of these theories and the actual situation of international public goods supply at present, this paper points out that not only the western countries can provide international public goods, Non-Western countries can also provide the world with public goods within their power. As a regional power, China has actively participated in the supply of international public goods and put forward the "Belt and Road" initiative. From the point of view of public goods, this paper analyzes the attributes of "Belt and Road" and the supply characteristics of public goods, and expounds the basic principles and cooperative direction of "Belt and Road". This paper introduces the friendly cooperation between China and Asian, European and African countries within the framework of the "Belt and Road" initiative, as well as the establishment of a mechanism platform for this great initiative, and at the same time, it is necessary to give full play to the role of the government and civil society in the implementation of the initiative. At the same time, under the current international situation, the "Belt and Road" advocated by China is the coexistence of opportunities and challenges. We should fully learn from China's historical experience of participating in the supply of international public goods, seize the opportunities and properly cope with the challenges. To ensure the smooth operation of the "Belt and Road" initiative, so as to contribute to the supply of international public goods and promote world peace and development.
