【摘要】：海洋是21世紀(jì)人類發(fā)展的重要空間和平臺(tái),海洋治理也成為學(xué)術(shù)界乃至國際社會(huì)高度關(guān)注的熱點(diǎn)。21世紀(jì)海上絲綢之路核心區(qū)是海洋國際合作的戰(zhàn)略支點(diǎn)。海洋治理既是21世紀(jì)海上絲綢之路核心區(qū)重要內(nèi)容,也是核心區(qū)的基本保障和發(fā)展動(dòng)力,對(duì)于打造藍(lán)色經(jīng)濟(jì)引擎、推進(jìn)區(qū)域海洋合作、維護(hù)海洋權(quán)益有著重要的理論和實(shí)踐意義。目前我們對(duì)21世紀(jì)海上絲綢之路核心區(qū)海洋治理的理念滯后,推進(jìn)緩慢。文章從海上絲綢之路核心區(qū)海洋治理的內(nèi)涵與目標(biāo)出發(fā),系統(tǒng)剖析了海洋治理地位與主要問題,從海洋治理困境的問題導(dǎo)向出發(fā),提出21世紀(jì)海上絲綢之路核心區(qū)要全面提升海洋治理能力、創(chuàng)新治理體制機(jī)制、發(fā)揮海洋智庫作用、建設(shè)21世紀(jì)海上絲綢之路核心區(qū)海洋治理網(wǎng)絡(luò)中心等對(duì)策建議。
[Abstract]:Ocean is an important space and platform for the development of human beings in the 21st century. Ocean governance has also become a hot spot in academic circles and even in the international community. The core area of the maritime Silk Road in the 21st century is the strategic fulcrum of marine international cooperation. Ocean governance is not only an important part of the core area of the maritime Silk Road in the 21st century, but also a basic guarantee and development power for the core area. Safeguarding the rights and interests of the sea has important theoretical and practical significance. At present, our concept of ocean governance in the 21st century maritime Silk Road core area lags behind and advances slowly. Starting from the connotation and goal of marine governance in the core area of the maritime Silk Road, this paper systematically analyzes the position and main problems of ocean governance, and proceeds from the problem orientation of the difficult position of ocean governance. It is suggested that the core area of the maritime Silk Road in the 21st century should promote the capability of ocean governance, innovate the system of governance, bring into play the role of marine think tank, and build the marine governance network center of the core area of the maritime Silk Road in the 21st century.
