【摘要】："一帶一路"倡議的實(shí)施,不僅需要沿線(xiàn)國(guó)家的積極響應(yīng),也需要域外國(guó)家的理解和支持。美國(guó)作為重要的外部因素,其對(duì)"一帶一路"倡議的認(rèn)知至關(guān)重要。通過(guò)研究美國(guó)布魯金斯學(xué)會(huì)及外交關(guān)系委員會(huì)學(xué)者的觀點(diǎn)發(fā)現(xiàn),美國(guó)對(duì)"一帶一路"倡議的認(rèn)知雖包含一定客觀理性的成分,但基于戰(zhàn)略謹(jǐn)慎的認(rèn)知仍占主導(dǎo)地位。目前美國(guó)已明確表態(tài)愿與中國(guó)在"一帶一路"項(xiàng)目上合作,但其內(nèi)在動(dòng)機(jī)仍是競(jìng)爭(zhēng),意在維護(hù)其自身利益及霸權(quán)地位�；诖�,中國(guó)的策略選項(xiàng)包括:構(gòu)建"中美利益共同體",深化中美"一帶一路"對(duì)話(huà)交流,拓寬美國(guó)了解"一帶一路"倡議的渠道,挖掘中美在"一帶一路"合作中的共同利益,妥善處理周邊爭(zhēng)端,主動(dòng)構(gòu)建"一帶一路"倡議的規(guī)則體系。
[Abstract]:The implementation of the "Belt and Road" initiative requires not only the positive response of the countries along the route, but also the understanding and support of the foreign countries. As an important external factor, America's understanding of the "Belt and Road" initiative is crucial. By studying the views of the Brookings Institution and the Council on Foreign Relations, it is found that the cognition of the "Belt and Road" initiative in the United States contains some objective and rational elements, but the cognition based on strategic caution still dominates. At present, the United States has made it clear that it is willing to cooperate with China on the "Belt and Road" project, but its intrinsic motive is still competition, which is intended to safeguard its own interests and hegemony. Based on this, China's strategic options include: building a "Sino-US community of interests", deepening Sino-US "Belt and Road" dialogue and exchanges, and broadening the channels for the United States to understand the "Belt and Road" initiative. Excavate the common interests of Belt and Road cooperation, properly deal with the peripheral disputes, and take the initiative to construct the rule system of the "Belt and Road" initiative.
