【摘要】：在知識經(jīng)濟(jì)日趨主導(dǎo)地位的時(shí)代,區(qū)域產(chǎn)業(yè)的集成創(chuàng)新發(fā)展根置于對區(qū)域知識承載力的培育和提升。產(chǎn)業(yè)集成創(chuàng)新不足,如產(chǎn)業(yè)創(chuàng)新能力不強(qiáng)、創(chuàng)新動(dòng)力不足等問題,已經(jīng)嚴(yán)重制約了我國區(qū)域產(chǎn)業(yè)可持續(xù)競爭優(yōu)勢的形成。區(qū)域內(nèi)人力資源,智力資本,知識和創(chuàng)新政策,知識的傳播與擴(kuò)散體系正日益成為區(qū)域內(nèi)產(chǎn)業(yè)集成創(chuàng)新的重要支撐力量和經(jīng)濟(jì)長期快速發(fā)展的核心因素。在此背景下,本文重點(diǎn)探討面向產(chǎn)業(yè)集成創(chuàng)新的區(qū)域知識承載力提升的動(dòng)力機(jī)制。 首先,在集成創(chuàng)新理論和承載力理論的分析下,提出了區(qū)域知識承載力的概念,并從內(nèi)容,載體作用過程分析其內(nèi)涵,并分析了其內(nèi)涵特征。在此基礎(chǔ)上,對區(qū)域知識承載力的結(jié)構(gòu)進(jìn)行分析。 其次,探討區(qū)域知識承載力與產(chǎn)業(yè)集成創(chuàng)新二者之間的關(guān)系,以及影響區(qū)域知識承載力提升的影響因素,從動(dòng)態(tài)的視角,構(gòu)建區(qū)域知識承載力體系的系統(tǒng)動(dòng)力學(xué)模型；構(gòu)建了具有反饋意義的因果關(guān)系圖,在此基礎(chǔ)上,以我國具有代表性高新區(qū)產(chǎn)業(yè)數(shù)據(jù)為基礎(chǔ),進(jìn)行模型仿真模擬。通過分析發(fā)現(xiàn)：區(qū)域協(xié)同創(chuàng)新氛圍的培育和科技中介服務(wù)機(jī)構(gòu)的完善,對提高區(qū)域知識承載能力和實(shí)現(xiàn)經(jīng)濟(jì)快速可持續(xù)發(fā)展具有重要意義。 最后,依據(jù)模擬結(jié)果,結(jié)合實(shí)際為政府政策的制定給出了參考建議。力圖為政府通過最合理的資源配置,提升區(qū)域知識承載力給出參考和建議。在各行為主體的協(xié)同互助下,共同推進(jìn)區(qū)域科技創(chuàng)新,保持區(qū)域競爭優(yōu)勢,實(shí)現(xiàn)區(qū)域經(jīng)濟(jì)的快速可持續(xù)發(fā)展。
[Abstract]:In the era of knowledge economy becoming more and more dominant, the integrated innovation and development of regional industry is based on the cultivation and promotion of regional knowledge carrying capacity. The shortage of industrial integration innovation, such as weak industrial innovation ability and insufficient innovation power, has seriously restricted the formation of sustainable competitive advantage of regional industry in China. Regional human resources, intellectual capital, knowledge and innovation policies, knowledge dissemination and diffusion system are increasingly becoming the important supporting force of regional industrial integration and innovation and the core factors of long-term rapid economic development. In this context, this paper focuses on the dynamic mechanism of regional knowledge carrying capacity promotion for industrial integration innovation. Firstly, under the analysis of integrated innovation theory and bearing capacity theory, the concept of regional knowledge carrying capacity is put forward, and the content of the concept is discussed. The process of carrier action is analyzed and its connotation characteristics are analyzed. On this basis, the structure of regional knowledge carrying capacity is analyzed. Secondly, the relationship between regional knowledge carrying capacity and industrial integration innovation, and the influencing factors of regional knowledge carrying capacity are discussed. The system dynamics model of regional knowledge carrying capacity system is constructed, and the causality diagram with feedback meaning is constructed. Based on the industrial data of representative high-tech zones in China, the model simulation is carried out. Through the analysis, it is found that the cultivation of regional cooperative innovation atmosphere and the perfection of scientific and technological intermediary service institutions are of great significance to the improvement of regional knowledge carrying capacity and the realization of rapid and sustainable economic development. Finally, according to the simulation results, In combination with the actual situation, the paper gives some reference suggestions for the formulation of government policy. This paper tries to give some references and suggestions for the government to promote the regional knowledge carrying capacity through the most reasonable allocation of resources. With the cooperation and mutual help of various actors, we can jointly promote regional scientific and technological innovation, maintain the regional competitive advantage, and realize the rapid and sustainable development of regional economy.
