【摘要】：近年來,國家出臺多項支持東北振興的政策措施,但在實際操作和執(zhí)行過程中一定程度上存在政策落實難的問題,制約了振興東北戰(zhàn)略的有效實施。中央政策支持方式、地方落實政策的積極性、政策制定實施中的協(xié)調(diào)性、地方競爭與地方保護(hù)等諸多因素影響振興東北政策措施的有效落實。當(dāng)前,構(gòu)建中央與地方分責(zé)、協(xié)同、共治,保障中央政策落實的長效機(jī)制已成為當(dāng)務(wù)之急。因此,要進(jìn)一步明確中央政府在振興東北中的政策支持定位,建立促進(jìn)地方政府落實政策的激勵機(jī)制,構(gòu)建政策制定實施的全方位聯(lián)動協(xié)調(diào)機(jī)制,建立常態(tài)化的先行先試授權(quán)機(jī)制與改革容錯機(jī)制,完善區(qū)域利益共享、成本共擔(dān)合作機(jī)制,構(gòu)建激勵政策落地的地方競爭調(diào)控機(jī)制。
[Abstract]:In recent years, the state has issued many policies and measures to support the revitalization of the Northeast, but in the actual operation and implementation process, there are some problems in the implementation of the policy, which restricts the effective implementation of the strategy of revitalizing the Northeast. The central policy support mode, the enthusiasm of the local policy implementation, the coordination of the policy formulation and implementation, the local competition and the local protection influence the effective implementation of the policy measures of revitalizing Northeast China. At present, it is urgent to construct the long-term mechanism of central government and local government responsibility, cooperate, and ensure the implementation of central policy. Therefore, it is necessary to further clarify the policy support position of the central government in revitalizing the Northeast, establish an incentive mechanism to promote the implementation of policies by local governments, and establish a comprehensive coordinated mechanism for policy formulation and implementation. It is necessary to establish a regular first-trial authorization mechanism and a fault-tolerant reform mechanism, perfect the regional benefit sharing, share the cost and cooperate with each other, and construct the local competition regulation mechanism in which the incentive policy falls to the ground.
