【摘要】：隨著京津冀協(xié)同發(fā)展上升至國家戰(zhàn)略高度,京津冀都市圈經(jīng)濟(jì)社會(huì)發(fā)展到底處于一個(gè)什么樣的水平,值得關(guān)注。脆弱性是一個(gè)綜合性很強(qiáng)的概念,可以用來測(cè)度一個(gè)區(qū)域的社會(huì)、經(jīng)濟(jì)發(fā)展水平,它作為測(cè)度區(qū)域可持續(xù)發(fā)展相對(duì)水平、趨勢(shì)、可能性的一種度,是區(qū)域經(jīng)濟(jì)社會(huì)在內(nèi)外部不利擾動(dòng)下表現(xiàn)出來的一種固有屬性。基于此,本文以京津冀都市圈經(jīng)濟(jì)社會(huì)發(fā)展的脆弱性為研究視角,通過文獻(xiàn)分析和數(shù)據(jù)搜集,構(gòu)建指標(biāo)體系,運(yùn)用主成分—聚類分析方法進(jìn)行了評(píng)價(jià)研究。本文結(jié)合脆弱性的相關(guān)研究,總結(jié)出了區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的脆弱性概念,即區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的脆弱性,是一種動(dòng)態(tài)脆弱性,指區(qū)域經(jīng)濟(jì)社會(huì)在時(shí)間維度上表現(xiàn)出來的,對(duì)于內(nèi)外部擾動(dòng)的承受能力以及對(duì)自身恢復(fù)能力大小的一種度量。已有文獻(xiàn)針對(duì)京津冀都市圈的經(jīng)濟(jì)社會(huì)發(fā)展的脆弱性研究較少,本文通過對(duì)已有文獻(xiàn)研究的整理,運(yùn)用科學(xué)的方法選取了18個(gè)經(jīng)濟(jì)社會(huì)發(fā)展的指標(biāo),構(gòu)建了經(jīng)濟(jì)社會(huì)發(fā)展脆弱性評(píng)價(jià)指標(biāo)體系。從“第十個(gè)五年計(jì)劃”“第十一個(gè)五年計(jì)劃”中選取了具有代表性的年份2007年、2010年、2011年的統(tǒng)計(jì)數(shù)據(jù)進(jìn)行了搜集整理,運(yùn)用主成分-聚類分析方法建立模型,系統(tǒng)分析了京津冀都市圈10個(gè)城市的經(jīng)濟(jì)社會(huì)發(fā)展的脆弱性。得出該區(qū)域的脆弱性可以分為四類：北京、天津、河北省8市分為兩類,脆弱程度依次遞增；其中,河北省內(nèi)各城市又因不同的脆弱性在三個(gè)年份中呈現(xiàn)不同的排序和分類。針對(duì)評(píng)價(jià)結(jié)果對(duì)于引發(fā)京津冀都市圈經(jīng)濟(jì)社會(huì)發(fā)展脆弱性的原因進(jìn)行了分析,并提出了優(yōu)化建議,為相關(guān)部門制定京津冀都市圈的發(fā)展綜合治理策略,實(shí)現(xiàn)京津冀都市圈的協(xié)同發(fā)展提供思路。
[Abstract]:With the coordinated development of Beijing-Tianjin-Hebei to the national strategic level, what level of economic and social development in the Beijing-Tianjin-Hebei metropolitan area is worthy of attention. Vulnerability is a comprehensive concept that can be used to measure the level of social and economic development in a region, as a measure of relative levels, trends, and possibilities of regional sustainable development. It is an inherent attribute of regional economy and society under the unfavorable disturbance inside and outside. Based on this, this paper takes the vulnerability of economic and social development of Beijing-Tianjin-Hebei metropolitan area as the research angle, through literature analysis and data collection, constructs the index system, and uses the principal component cluster analysis method to carry on the appraisal research. This paper sums up the concept of vulnerability of regional economic and social development, that is, the fragility of regional economic and social development, which is a kind of dynamic vulnerability, which refers to the time dimension of regional economic and social development. A measure of the tolerance of internal and external disturbances and of the ability to recover. There are few studies on the vulnerability of economic and social development in Beijing-Tianjin-Hebei metropolitan area. This paper selects 18 indicators of economic and social development by means of scientific methods. The vulnerability evaluation index system of economic and social development is constructed. The statistical data of 2007, 2010 and 2011 are collected from the 11th Five-Year Plan of the Tenth Five-Year Plan, and the principal component cluster analysis method is used to build the model. The vulnerability of economic and social development of 10 cities in Beijing, Tianjin and Hebei metropolitan area is analyzed systematically. It is concluded that the vulnerability of this region can be divided into four categories: Beijing, Tianjin, Hebei Province, eight cities can be divided into two categories, the degree of vulnerability increases in turn, and the cities in Hebei Province show different ranking and classification in three years because of different vulnerability. In view of the evaluation results, the causes of the vulnerability of economic and social development in the Beijing-Tianjin-Hebei metropolitan area are analyzed, and the optimization suggestions are put forward to formulate comprehensive management strategies for the development of the Beijing-Tianjin-Hebei metropolitan area.
