【摘要】：目前,世界各國都已經開始普遍關注資源型城市的發(fā)展問題,因為資源在任何國家的發(fā)展中都占據著很大的作用,誰擁有資源誰就在經濟發(fā)展中掌握主動權。然而,由于資源型城市過度依賴資源,造成產業(yè)結構不均衡,城市發(fā)展過度依賴資源型產業(yè),因此,在資源日益耗竭的今天,這些城市的發(fā)展都不同程度的出現了一定的問題,為了避免經濟衰退和城市出現不穩(wěn)定現象,這些城市急需進行城市的綠色轉型。烏海市就是這種類型的典型城市。有著"烏金之海"之稱的烏海市是一座"煤城",曾經依托資源為城市帶來了快速的發(fā)展,但隨著資源的枯竭,烏海市的發(fā)展陷入"停滯期",為保障城市的發(fā)展及居民的生活,烏海市必須進行轉型。目前世界各國對經濟穩(wěn)步發(fā)展和生態(tài)環(huán)境保護的要求都在逐步提升,因此,烏海市必須要協(xié)調好經濟發(fā)展與生態(tài)環(huán)境之間的關系,在致力于調整產業(yè)結構、推廣綠色生活生產方式、改善生態(tài)環(huán)境、轉變政府職能、改革體制機制、大力培養(yǎng)與引進人才的同時,積極向國家和自治區(qū)的政策靠攏,爭取資金的扶持,幫助城市真正實現綠色轉型。本文以研究烏海市綠色轉型為主要內容,分析了烏海市進行綠色轉型的必要性與可行性,說明了烏海市綠色轉型的現狀、存在的問題及這些問題產生的原因,并通過借鑒國內外成功轉型的資源型城市的經驗,提出了烏海市如何進行綠色轉型的具體對策,幫助烏海市實現綠色轉型,以此促進烏海市快速健康發(fā)展。
[Abstract]:At present, countries all over the world have begun to pay attention to the development of resource-based cities, because resources play a very important role in the development of any country, and whoever owns the resources will have the initiative in economic development. However, due to excessive dependence on resources in resource-based cities, the industrial structure is not balanced, and urban development is over-dependent on resource-based industries. Therefore, with the increasing depletion of resources, some problems have emerged in the development of these cities in varying degrees. To avoid recession and urban instability, these cities are in urgent need of a green transition. Wuhai City is a typical city of this type. Wuhai City, known as "the Sea of Wujin", is a "coal city". It once relied on resources to bring rapid development to the city. However, with the depletion of resources, the development of Wuhai City fell into a period of stagnation, in order to ensure the development of the city and the life of its residents. Wuhai must be transformed. At present, the requirements of the countries in the world for the steady development of the economy and the protection of the ecological environment are gradually raised. Therefore, Wuhai City must coordinate the relationship between economic development and the ecological environment, and devote itself to adjusting the industrial structure. To promote green life production, improve the ecological environment, change government functions, reform the system and mechanism, vigorously train and introduce talents, and at the same time actively close to the policies of the state and autonomous regions, and strive for the support of funds, To help the city to truly achieve green transformation. This paper analyzes the necessity and feasibility of green transformation in Wuhai City, explains the present situation of green transformation in Wuhai City, the existing problems and the causes of these problems, taking the study of green transformation in Wuhai City as the main content, and analyzes the necessity and feasibility of carrying out green transformation in Wuhai City. By drawing lessons from the experience of the successful transformation of resource-based cities at home and abroad, this paper puts forward the concrete countermeasures of how to carry out the green transformation in Wuhai City, and helps Wuhai to realize the green transformation, so as to promote the rapid and healthy development of Wuhai City.
