【摘要】：推進生態(tài)文明建設,關鍵要實現(xiàn)經濟與環(huán)境的協(xié)調發(fā)展,運用科學、可持續(xù)的方法合理協(xié)調經濟和環(huán)境的關系。山西省煤炭儲量豐富,是我國重要的能源輸出大省和重工業(yè)基地,為中國經濟的快速發(fā)展做出了巨大貢獻。與此同時,在能源開采和工業(yè)生產過程中,由于資源利用效率不高、工藝水平較低,造成污染嚴重,全省生態(tài)環(huán)境質量出現(xiàn)下降,特別是一些礦區(qū)環(huán)境遭受了嚴重破壞。當前,中國經濟發(fā)展進入新常態(tài)時期,山西省也正在探索資源型經濟轉型發(fā)展的新路徑,而環(huán)境污染對于山西省經濟可持續(xù)發(fā)展的負面影響不容忽視,能否在實現(xiàn)經濟增長和保護環(huán)境間找到合適的發(fā)展路徑對于“保增長、調結構”目標的實現(xiàn)具有重要意義。在本文中,首先對經濟與環(huán)境關系的相關研究成果與理論做了分類回顧。其次就山西省經濟發(fā)展與環(huán)境質量狀況進行現(xiàn)狀描述和分析,伴隨著山西省經濟發(fā)展,生態(tài)環(huán)境質量出現(xiàn)了下降態(tài)勢。第三通過建立對數(shù)模型與VAR模型等,以實證方式研究山西省經濟發(fā)展與環(huán)境污染之間互動關系和相互影響機制。緊接著以經濟學的視角,分別從微觀和宏觀兩個層面,市場失靈、政府失靈、經濟發(fā)展定位與特征三個角度探究生態(tài)環(huán)境惡化的經濟學原因。最后依據(jù)山西省實際情況與實證分析結果,提出促進山西省環(huán)境保護和經濟可持續(xù)發(fā)展的相關建議。本文通過研究得出以下結論:(1)隨著山西省經濟發(fā)展,工業(yè)污染排放量增加,山西省生態(tài)環(huán)境質量呈下降趨勢。(2)山西省人均工業(yè)廢水排放量較大,人均GDP工業(yè)污水排放代價較高;人均廢氣排放量、人均固體廢棄物產生量與人均GDP之間關系均類似于環(huán)境庫茲涅茨曲線倒U型形態(tài)左半部分,前者已經邁過曲線高點,而后者仍處在倒U曲線的左半部分。(3)研究表明,污染物的排放對山西省的經濟增長起反作用,目前對山西省經濟增長起主要抑制作用的是工業(yè)固體廢棄物的排放,工業(yè)廢氣和工業(yè)廢水的排放對山西經濟增長的影響相對較小。(4)煤炭開采、冶金、火電和化工等行業(yè)仍是山西省主要的工業(yè)污染來源。
[Abstract]:To promote the construction of ecological civilization, the key is to realize the coordinated development of economy and environment, and to use scientific and sustainable methods to coordinate the relationship between economy and environment reasonably. Shanxi Province is rich in coal reserves and is an important energy export province and heavy industrial base in China, which has made great contributions to the rapid development of China's economy. At the same time, in the process of energy exploitation and industrial production, due to the low efficiency of resource utilization and the low technological level, the pollution is serious, and the ecological environment quality of the whole province has declined, especially the environment of some mining areas has suffered serious damage. At present, China's economic development is entering a new normal period, Shanxi Province is also exploring a new path of the transformation and development of resource-based economy, and the negative impact of environmental pollution on the sustainable development of Shanxi's economy should not be ignored. Whether we can find a suitable development path between economic growth and environmental protection is of great significance to the realization of the goal of "maintaining growth and adjusting the structure". In this paper, the related research results and theories of the relationship between economy and environment are reviewed. Secondly, the current situation of economic development and environmental quality in Shanxi Province is described and analyzed. With the economic development of Shanxi Province, the quality of ecological environment has declined. Thirdly, through the establishment of logarithmic model and VAR model, this paper studies the interactive relationship and interaction mechanism between economic development and environmental pollution in Shanxi Province. Then, from the angle of economics, this paper explores the economic reasons of ecological environment deterioration from microcosmic and macro-level, market failure, government failure, economic development orientation and characteristics. Finally, according to the actual situation of Shanxi Province and the results of empirical analysis, the paper puts forward some suggestions to promote the environmental protection and sustainable economic development of Shanxi Province. In this paper, the following conclusions are drawn: (1) with the economic development of Shanxi Province, the discharge of industrial pollution increases, and the quality of ecological environment in Shanxi Province shows a downward trend) the per capita discharge of industrial wastewater in Shanxi Province is larger, and the cost of per capita GDP industrial sewage discharge is higher; The relationship between per capita exhaust gas emissions, per capita solid waste production and per capita GDP is similar to the left half of the environmental Kuznets curve inverted U-shape, the former has crossed the curve peak. The latter is still in the left half of the inverted U curve. The research shows that the discharge of pollutants has a negative effect on the economic growth of Shanxi Province. At present, the main restraining effect on the economic growth of Shanxi Province is the discharge of industrial solid waste. The discharge of industrial waste gas and industrial wastewater has a relatively small impact on Shanxi's economic growth.) Coal mining, metallurgy, thermal power and chemical industry are still the main sources of industrial pollution in Shanxi Province.
