【摘要】:科技創(chuàng)新與經(jīng)濟(jì)發(fā)展之間存在著較強(qiáng)的互動(dòng)協(xié)調(diào)關(guān)系,二者之間的協(xié)調(diào)發(fā)展已成為區(qū)域經(jīng)濟(jì)健康持續(xù)發(fā)展中的關(guān)鍵性因素。隨著海洋開發(fā)利用在各國(guó)發(fā)展戰(zhàn)略中的地位日益提升,基于可持續(xù)發(fā)展理念的藍(lán)色經(jīng)濟(jì)發(fā)展需求的不斷增強(qiáng),作為科技體系和區(qū)域經(jīng)濟(jì)體系中重要組成部分的海洋科技創(chuàng)新和藍(lán)色經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)度問題也引起了人們的廣泛關(guān)注。在此背景下,本文對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)內(nèi)海洋科技創(chuàng)新與藍(lán)色經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)度進(jìn)行研究,力求在一定程度上豐富海洋科技創(chuàng)新與藍(lán)色經(jīng)濟(jì)協(xié)調(diào)發(fā)展作用方面的理論,并從實(shí)證角度探究影響協(xié)調(diào)度的主要因素,對(duì)夯實(shí)半島海洋科技創(chuàng)新優(yōu)勢(shì),推動(dòng)藍(lán)色經(jīng)濟(jì)健康發(fā)展應(yīng)該有所裨益。本文研究基于創(chuàng)新理論,區(qū)域經(jīng)濟(jì)理論和海洋可持續(xù)發(fā)展理論,將區(qū)域海洋科技創(chuàng)新的影響因素劃分為海洋科技基礎(chǔ)、科技投入和科技產(chǎn)出三個(gè)層次;將區(qū)域藍(lán)色經(jīng)濟(jì)發(fā)展水平的構(gòu)成要素劃分為經(jīng)濟(jì)規(guī)模、經(jīng)濟(jì)結(jié)構(gòu)、海洋資源、生態(tài)環(huán)境和地區(qū)經(jīng)濟(jì)五個(gè)層次。分析了區(qū)域海洋科技創(chuàng)新與藍(lán)色經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)作用機(jī)理。在理論分析之后,根據(jù)影響因素構(gòu)建海洋科技創(chuàng)新能力和藍(lán)色經(jīng)濟(jì)發(fā)展水平的指標(biāo)體系。以2005-2014年山東半島藍(lán)色經(jīng)濟(jì)區(qū)的數(shù)據(jù)為樣本建立協(xié)調(diào)度模型,并通過灰色關(guān)聯(lián)分析探究影響協(xié)調(diào)度的主要因素。文章主要研究三個(gè)問題:(1)區(qū)域海洋科技創(chuàng)新與藍(lán)色經(jīng)濟(jì)發(fā)展之間的協(xié)調(diào)作用機(jī)理;(2)根據(jù)協(xié)調(diào)度模型測(cè)算半島藍(lán)色經(jīng)濟(jì)區(qū)海洋科技創(chuàng)新與藍(lán)色經(jīng)濟(jì)發(fā)展的協(xié)調(diào)度狀況及變化趨勢(shì);(3)通過灰色關(guān)聯(lián)分析探究影響協(xié)調(diào)度的主要因素。研究結(jié)果表明,海洋科技創(chuàng)新在區(qū)域藍(lán)色經(jīng)濟(jì)發(fā)展中起著支持引導(dǎo)的作用,藍(lán)色經(jīng)濟(jì)發(fā)展為海洋科技創(chuàng)新奠定物質(zhì)基礎(chǔ),產(chǎn)生反哺效應(yīng)。區(qū)域海洋科技創(chuàng)新與藍(lán)色經(jīng)濟(jì)發(fā)展的協(xié)調(diào)度有賴于海洋科技創(chuàng)新和藍(lán)色經(jīng)濟(jì)發(fā)展形成合力,任何一方發(fā)展滯后都會(huì)阻礙協(xié)調(diào)度的提升。海洋科技人才和海洋科技產(chǎn)出與區(qū)域藍(lán)色經(jīng)濟(jì)發(fā)展水平的關(guān)聯(lián)最密切,藍(lán)色經(jīng)濟(jì)的規(guī)模、經(jīng)濟(jì)結(jié)構(gòu)和地區(qū)經(jīng)濟(jì)發(fā)展?fàn)顟B(tài)與海洋科技創(chuàng)新能力緊密相關(guān)。因此,本文提出加強(qiáng)海洋人才機(jī)制建設(shè),加速海洋科技成果產(chǎn)業(yè)化;建立協(xié)同帶動(dòng)機(jī)制,建設(shè)海洋產(chǎn)業(yè)集聚機(jī)制,加強(qiáng)海洋資源環(huán)境保護(hù)的對(duì)策建議。
[Abstract]:There is a strong interaction and coordination relationship between scientific and technological innovation and economic development, and the coordinated development between them has become a key factor in the healthy and sustainable development of regional economy. With the increasing status of marine development and utilization in national development strategies, the demand for blue economic development based on the concept of sustainable development is increasing. As an important part of scientific and technological system and regional economic system, the coordination between marine scientific and technological innovation and blue economic development has also attracted widespread attention. In this context, this paper studies the coordination degree between marine scientific and technological innovation and blue economic development in the blue economic zone of Shandong Peninsula, in order to enrich the theory of the coordinated development of marine science and technology innovation and blue economy to a certain extent. From the perspective of empirical research the main factors affecting the degree of coordination should be beneficial to consolidate the advantages of marine scientific and technological innovation of the peninsula and promote the healthy development of blue economy. Based on innovation theory, regional economic theory and marine sustainable development theory, this paper divides the influencing factors of regional marine scientific and technological innovation into three levels: the basis of marine science and technology, the input of science and technology and the output of science and technology. The elements of the development level of regional blue economy are divided into five levels: economic scale, economic structure, marine resources, ecological environment and regional economy. The mechanism of coordination between regional marine science and technology innovation and blue economic development is analyzed. After theoretical analysis, the index system of the innovation ability of marine science and technology and the development level of blue economy are constructed according to the influencing factors. Based on the data of the blue economic zone of Shandong Peninsula from 2005 to 2014, the coordination degree model is established, and the main factors influencing the coordination degree are explored through grey relational analysis. This paper mainly studies three questions: (1) Coordination mechanism between regional marine science and technology innovation and blue economic development. (2) calculation of coordination degree between marine science and technology innovation and blue economic development in Peninsula Blue Economic Zone according to coordination degree model The main factors affecting the degree of coordination are explored by grey correlation analysis. The results show that marine scientific and technological innovation plays a leading role in the development of regional blue economy, and the development of blue economy lays a material foundation for marine scientific and technological innovation and produces a feedback effect. The degree of coordination between regional marine scientific and technological innovation and blue economic development depends on the resultant force of marine scientific and technological innovation and blue economic development. The relationship between marine scientific and technological talents and marine scientific and technological output is most closely related to the development level of regional blue economy. The scale of blue economy, economic structure and regional economic development state are closely related to the innovation ability of marine science and technology. Therefore, this paper puts forward the countermeasures and suggestions to strengthen the construction of marine talents mechanism, accelerate the industrialization of marine scientific and technological achievements, establish a cooperative driving mechanism, build a marine industrial agglomeration mechanism, and strengthen the protection of marine resources and environment.
