【摘要】：遼寧省作為東北老工業(yè)基地,在經(jīng)濟(jì)增長的同時(shí)存在兩個(gè)不容忽視事實(shí)：一是從全國范圍來看,遼寧省人均收入和勞動(dòng)生產(chǎn)力水平增長的背后,是不同經(jīng)濟(jì)增長水平存在著明顯差異；二是從遼寧自身來看,經(jīng)濟(jì)增長一直以資金投入和資源的長期過度使用為主的經(jīng)濟(jì)增長模式,自然資源的消耗以及資源利用效率的低下使遼寧省經(jīng)濟(jì)的可持續(xù)增長受到威脅。這使得人們不得不深入研究影響遼寧經(jīng)濟(jì)增長的因素,探究可持續(xù)的經(jīng)濟(jì)增長模式。然而,在“科學(xué)技術(shù)是第一生產(chǎn)力”已成共識(shí)的今天,科技創(chuàng)新促進(jìn)經(jīng)濟(jì)增長,不僅是一個(gè)理論問題,更是一個(gè)針對(duì)性強(qiáng)和可操作的實(shí)踐問題。那么,如何通過科技創(chuàng)新推動(dòng)經(jīng)濟(jì)增長成為遼寧省“科技興遼”的核心問題,也是擺在遼寧省政府決策者和學(xué)者面前的重要問題。以遼寧省科技創(chuàng)新能力為研究核心,探討科技創(chuàng)新作為主導(dǎo)經(jīng)濟(jì)增長的主要力量對(duì)經(jīng)濟(jì)增長的影響程度為目標(biāo),論文主要做了以下工作：(1)根據(jù)國內(nèi)外研究現(xiàn)狀及遼寧省經(jīng)濟(jì)增長概況,深入分析遼寧省經(jīng)濟(jì)增長的影響因素；(2)構(gòu)建科技創(chuàng)新能力指標(biāo)體系,運(yùn)用因子分析法對(duì)遼寧省14個(gè)地級(jí)市的科技創(chuàng)新能力進(jìn)行評(píng)價(jià)研究。(3)測度科技創(chuàng)新對(duì)遼寧省經(jīng)濟(jì)增長的影響程度。運(yùn)用Eviews6.0軟件測算遼寧省科技投入子系統(tǒng)和科技環(huán)境子系統(tǒng)分別對(duì)經(jīng)濟(jì)增長的影響程度。(4)最后提出通過科技創(chuàng)新促進(jìn)經(jīng)濟(jì)增長的建議和對(duì)策,以期對(duì)今后遼寧省經(jīng)濟(jì)增長水平的提升和相關(guān)政策的制定提供理論指導(dǎo)作用。
[Abstract]:As an old industrial base in northeast China, Liaoning Province has two facts that can not be ignored while its economy is growing: first, from a nationwide perspective, the growth of the level of per capita income and labor productivity in Liaoning Province is behind it. There are obvious differences between different levels of economic growth. Second, from the perspective of Liaoning itself, economic growth has been dominated by long-term overuse of funds and resources. The consumption of natural resources and the low efficiency of resource utilization threaten the sustainable economic growth of Liaoning Province. This makes people have to deeply study the factors that affect Liaoning's economic growth and explore the sustainable economic growth model. However, in today's "science and technology is the first productive force" has become a consensus, scientific and technological innovation to promote economic growth, is not only a theoretical problem, but also a targeted and operational practice. Therefore, how to promote economic growth through scientific and technological innovation has become the core issue in Liaoning Province, which is also an important issue facing the decision makers and scholars of Liaoning Provincial Government. Taking the scientific and technological innovation ability of Liaoning Province as the core of the research, this paper aims at exploring the influence of scientific and technological innovation as the main force of leading economic growth on economic growth. The thesis mainly does the following work: (1) according to the domestic and foreign research situation and the economic growth situation of Liaoning Province, the paper deeply analyzes the influencing factors of Liaoning Province's economic growth, and constructs the index system of scientific and technological innovation ability. This paper uses factor analysis method to evaluate the scientific and technological innovation ability of 14 prefectural cities in Liaoning Province, and measures the influence of scientific and technological innovation on economic growth in Liaoning Province. Using Eviews6.0 software to calculate the influence degree of Liaoning province S & T input subsystem and S T environment subsystem on economic growth respectively. Finally, the paper puts forward some suggestions and countermeasures to promote economic growth through scientific and technological innovation. In order to improve the level of economic growth and related policies in Liaoning Province in the future to provide theoretical guidance.
