【摘要】：國內(nèi)關(guān)于中國經(jīng)濟(jì)安全的研究始于改革開放后,且隨著開放程度的提高經(jīng)濟(jì)安全問題日益受到重視。30多年來,盡管研究成果頗豐,但依然存在五大誤區(qū):對象泛化、方式同化、模式固化、方法僵化以及程度判定主觀化。對誤區(qū)的反思應(yīng)落腳到對方法論的反思上。傳統(tǒng)方法論以定量評估為主,不僅指標(biāo)存在分歧,也缺少專家調(diào)查、國外經(jīng)驗(yàn)借鑒等定性方法,尤其是沒有結(jié)合巨國經(jīng)濟(jì)總體定位加以分析,導(dǎo)致后續(xù)研究越走越偏。中國經(jīng)濟(jì)安全研究必須用聯(lián)系、發(fā)展和全面的觀點(diǎn)來看待,即采用辯證的方法論。它首先是巨國視角下的系統(tǒng)分析法,研究過程和結(jié)論都要結(jié)合巨國經(jīng)濟(jì)背景反復(fù)推敲。同時,還應(yīng)當(dāng)是定量與定性相結(jié)合的方法論,先定量再定性,并且還需進(jìn)行動態(tài)修正。本文通過文獻(xiàn)梳理和大量專家調(diào)查,結(jié)合最新國內(nèi)外形勢對舊指標(biāo)、權(quán)重和警限做了初步調(diào)整。此外,文章研究了美國外國投資委員會和美-中經(jīng)濟(jì)與安全審查委員會的設(shè)立機(jī)制與發(fā)展經(jīng)驗(yàn),提出我國一方面應(yīng)加強(qiáng)外資審查機(jī)構(gòu)組織建設(shè),加強(qiáng)外資審查,另一方面應(yīng)增設(shè)中美經(jīng)濟(jì)安全關(guān)系立法機(jī)構(gòu),加快立法步伐,從而為維護(hù)中國經(jīng)濟(jì)安全提供有力保障。
[Abstract]:The domestic research on China's economic security began after the reform and opening up, and with the improvement of the degree of opening up, economic security has been paid more and more attention for more than 30 years. Although the research results are abundant, there are still five misunderstandings: object generalization, mode assimilation, and so on. Pattern solidification, rigid method and subjective judgment of degree. The reflection on the misunderstanding should be settled on the reflection of methodology. The traditional methodology is based on quantitative evaluation. Not only there are differences in indicators, but also lack of expert investigation, foreign experience and other qualitative methods, especially in combination with the overall positioning of the economy of giant countries to be analyzed, which leads to the further research becoming more and more biased. The research of China's economic security must be viewed from the viewpoint of connection, development and comprehensive, that is, adopting dialectical methodology. Firstly, it is a systematic analysis method from the perspective of giant country, and the research process and conclusion should be studied repeatedly according to the economic background of giant country. At the same time, it should be the methodology of combining quantitative and qualitative, first quantitative and then qualitative, and still need dynamic correction. Based on the literature review and a large number of expert investigations, this paper makes a preliminary adjustment of the old indicators, weights and warning limits according to the latest situation at home and abroad. In addition, the paper studies the establishment mechanism and development experience of the Committee on Foreign Investment of the United States and the U.S.-China Economic and Security Review Committee, and points out that China should, on the one hand, strengthen the organization and construction of foreign investment review institutions and strengthen the foreign investment review. On the other hand, it is necessary to establish a legislative body for the economic security relationship between China and the United States, and speed up the pace of legislation so as to provide a strong guarantee for the maintenance of China's economic security.
