【摘要】：近年來,世界各國對海洋越來越重視,海洋資源被視為最重要的資源儲備庫,海洋經(jīng)濟在全球經(jīng)濟所占的比重不斷提高。在海洋戰(zhàn)略和和政策的引領下,我國海洋經(jīng)濟有了較快的增長,海洋對經(jīng)濟社會發(fā)展的貢獻越來越大。海南這個全國陸地面積最小、海洋面積最大的省份,向海洋要資源、要環(huán)境、要空間,已成為國民經(jīng)濟和社會轉型升級的必然選擇。從廣義上說,海南的經(jīng)濟就是海洋經(jīng)濟,經(jīng)濟發(fā)展中的每個環(huán)節(jié)都與海洋息息相關,海南的發(fā)展離不開海洋,開發(fā)利用好海洋資源,切實做好海洋經(jīng)濟這篇大文章,對維護南海權益、國家經(jīng)略南海和推動海南科學發(fā)展、綠色崛起具有十分重要的意義。 本文首先在了解國內(nèi)外各位學者關于海洋經(jīng)濟目標管理的研究方法和理論后,對海洋經(jīng)濟進行了理論分析；其次對海南省海洋經(jīng)濟發(fā)展現(xiàn)狀進行分析,明確當前海洋經(jīng)濟的基本情況、優(yōu)勢條件和存在問題；然后根據(jù)大量的統(tǒng)計數(shù)據(jù),運用灰色系統(tǒng)模型預測、曲線回歸模型預測和組合預測的方法對海南省海洋經(jīng)濟發(fā)展目標進行預測,并將預測結果與規(guī)劃目標進行對比分析,通過查看資料、實地調(diào)研、定量研究和定性分析等方式,對我省各海洋產(chǎn)業(yè)進行詳細的分析,找出那些產(chǎn)業(yè)可以實現(xiàn)規(guī)劃目標、哪些產(chǎn)業(yè)不能實現(xiàn)規(guī)劃目標；最后根據(jù)預測結果對能夠實現(xiàn)的目標提出保障措施,對不能實現(xiàn)的目標提出改進辦法,并提出海洋管理的對策建議,為實現(xiàn)“十二五”海洋經(jīng)濟目標和制定“十三五”海洋經(jīng)濟計劃提供參考。
[Abstract]:In recent years, more and more countries in the world attach importance to the ocean. The marine resources are regarded as the most important resource reserve, and the proportion of marine economy in the global economy is increasing. Under the guidance of marine strategy and policy, China's marine economy has a rapid growth, and the ocean contributes more and more to the economic and social development. Hainan, the province with the smallest land area and the largest sea area, has become an inevitable choice for the transformation and upgrading of the national economy and society by asking for resources, environment and space. In a broad sense, Hainan's economy is the marine economy, and every link in its economic development is closely related to the ocean. Hainan's development is inseparable from the ocean. It is of great significance to safeguard the rights and interests of the South China Sea and promote the scientific development of Hainan. First of all, after understanding the research methods and theories of the goal management of marine economy, this paper makes a theoretical analysis of the marine economy, and then analyzes the present situation of the development of the marine economy in Hainan Province. Make clear the basic situation, advantages and existing problems of the current marine economy; then, according to a large number of statistical data, use the grey system model to predict, The forecasting method of curve regression model and combination forecast is used to forecast the development target of Hainan's marine economy, and the forecasting results are compared with the planning target, and through checking the data, investigating on the spot, quantitative research and qualitative analysis, etc. Through the detailed analysis of the marine industries in our province, we can find out which industries can achieve the planning goals and which industries can not achieve the planning goals. Finally, according to the forecast results, we propose the safeguard measures for the goals that can be achieved. The paper puts forward some measures to improve the target that can not be achieved, and puts forward the countermeasures and suggestions of ocean management, which provides a reference for realizing the target of marine economy in the twelfth five-year plan and making the plan for marine economy in the 13th five-year plan.
