【摘要】：多年來,云南省一直處于發(fā)展不平衡、經(jīng)濟(jì)落后、經(jīng)濟(jì)競爭力較弱的局勢。在新的發(fā)展形勢下,云南省和國家從不同的角度對云南省的社會經(jīng)濟(jì)發(fā)展提出了新的定位,其目的就是為了改善云南省的發(fā)展局勢,使其成為一個兼具可持續(xù)發(fā)展和競爭力更強(qiáng)的經(jīng)濟(jì)大省。有效結(jié)合社會經(jīng)濟(jì)可持續(xù)發(fā)展和提升競爭力的要求,建立一套符合云南省實(shí)際情況和現(xiàn)實(shí)戰(zhàn)略定位的社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系,對云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力變化趨勢的評價和動態(tài)監(jiān)測具有重要意義,對云南省制定相關(guān)策略也有重要的參考意義。中國科學(xué)院可持續(xù)發(fā)展戰(zhàn)略組對可持續(xù)發(fā)展能力指標(biāo)體系有多年成熟的研究經(jīng)歷,他們從系統(tǒng)學(xué)的角度提出了中國可持續(xù)發(fā)展能力評估指標(biāo)體系;云南省“十三五”規(guī)劃對云南省的社會經(jīng)濟(jì)競爭力方面提出了新的要求,并給出了云南省“十三五”時期經(jīng)濟(jì)社會發(fā)展主要指標(biāo),因此,通過這兩個重要的構(gòu)建依據(jù)并結(jié)合云南省的實(shí)際情況以及構(gòu)建指標(biāo)體系的原則,構(gòu)建的云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系,可有效地反映云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力的變化情況。據(jù)此,云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系納入了5大支持系統(tǒng)、19個狀態(tài)、53個變量和138個要素(基層指標(biāo))。用線性加權(quán)綜合評價法、主成分分析評價法以及層次分析賦權(quán)的全局主成分分析,對2005年-2014年的云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系進(jìn)行綜合評價分析。根據(jù)三種評價方法的結(jié)果分析和可視化對比得到如下結(jié)論:(1)三種方法的評價結(jié)果都顯示了2005年-2014年的云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力是逐年提升的。(2)生存、發(fā)展、環(huán)境、社會和智力五大支持系統(tǒng)的得分總體都呈現(xiàn)上升的趨勢,相對來說環(huán)境支持系統(tǒng)的得分在五大支持中的得分是最低的。(3)云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系研究,可有效地反映2005年-2014年的云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力的動態(tài)變化。(4)云南省社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系研究可為政府部門制定相關(guān)問題的決策時提供科學(xué)依據(jù),還能對其他一些在建或未建立社會經(jīng)濟(jì)可持續(xù)發(fā)展競爭力指標(biāo)體系的地區(qū)提供一些成熟的發(fā)展模式和經(jīng)驗(yàn)。
[Abstract]:For many years, Yunnan province has been in a situation of unbalanced development, backward economy and weak economic competitiveness. Under the new development situation, Yunnan province and the state have put forward a new orientation to the social and economic development of Yunnan province from different angles. The purpose is to improve the development situation of Yunnan province and make it a sustainable development. And more competitive economic provinces. Effectively combining the requirements of sustainable social and economic development and enhancing competitiveness, a set of index system for sustainable development competitiveness of social economy is set up in accordance with the actual situation and realistic strategic orientation of Yunnan Province, and the evaluation and dynamic monitoring of the trend of the sustainable development of social and economic development in Yunnan province is evaluated and dynamic It has important significance for Yunnan province to formulate relevant strategies. The sustainable development strategy group of the Chinese Academy of Sciences has many years of mature research experience on the sustainable development capability index system. They put forward the evaluation index system of China's sustainable development capability from the perspective of systematics, and the "13th Five-Year" plan of Yunnan Province The social and economic competitiveness of Yunnan province has put forward new requirements, and gives the main indicators of economic and social development in the "13th Five-Year" period of Yunnan province. Therefore, the competitiveness of the sustainable development of the social and economic development of Yunnan province is constructed through the two important construction basis, the actual situation of Yunnan province and the principle of constructing the index system. The index system can effectively reflect the changes in the competitiveness of the sustainable development of social and economic development in Yunnan province. Accordingly, the index system for the competitiveness of the sustainable development of Yunnan's social and economic development has been included in the 5 support systems, 19 states, 53 variables and 138 elements (basic indicators). The linear weighted comprehensive evaluation method, the principal component analysis and evaluation method and the layer are used. The global principal component analysis of empowerment is analyzed, and the comprehensive evaluation and analysis of the competitiveness index system of Yunnan's social and economic sustainable development in Yunnan in 2005 are synthetically evaluated. According to the results analysis and visual comparison of the three evaluation methods, the following conclusions are obtained: (1) the evaluation results of the three methods all show the Yunnan social classics in the year of 2005. The competitiveness of the sustainable development of the economy is increasing year by year. (2) the overall scores of the five support systems for survival, development, environment, society and intelligence are generally rising, and the scores of the environmental support system in the five support are the lowest. (3) the research on the competitiveness index system of the economic sustainable development of Yunnan society can be effective. The dynamic changes in the competitiveness of the sustainable social and economic development of Yunnan Province in 2005 are reflected. (4) the research on the competitiveness index system of Yunnan's social and economic sustainable development can provide a scientific basis for the government departments to make decisions on related issues, and can also refer to the competitiveness of other social and economic sustainable development. The region of the standard system provides some mature development models and experiences.
