【摘要】：采用中國2001~2015年的省級面板數(shù)據(jù)考察經(jīng)濟(jì)開放對中國就業(yè)結(jié)構(gòu)調(diào)整的影響。實(shí)證表明樣本期內(nèi),一方面,經(jīng)濟(jì)開放使得農(nóng)業(yè)就業(yè)比重持續(xù)下降、工業(yè)就業(yè)比重呈倒駝峰型變動、服務(wù)業(yè)就業(yè)比重持續(xù)上升。這意味著經(jīng)濟(jì)開放對工業(yè)就業(yè)比重的拉升作用會在某一階段呈下降趨勢,使得工業(yè)的就業(yè)吸納能力逐漸下降,而有利于服務(wù)業(yè)就業(yè)規(guī)模的擴(kuò)大。另一方面,自身經(jīng)濟(jì)發(fā)展對就業(yè)結(jié)構(gòu)調(diào)整存在積極的作用,各產(chǎn)業(yè)的發(fā)展均對自身就業(yè)產(chǎn)生了正向的拉動作用�；诖�,提出如下政策建議:一是實(shí)施更加積極的就業(yè)政策;二是要提高勞動力的質(zhì)量,加強(qiáng)人力資本的積累,使其能夠適應(yīng)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的要求;三是加強(qiáng)公共就業(yè)服務(wù),建立優(yōu)質(zhì)的就業(yè)服務(wù)體系,為勞動者提供高效的就業(yè)服務(wù);四是逐步建立完善的勞動力市場制度,形成合理的工資決定方式。
[Abstract]:The provincial panel data from 2001 to 2015 are used to investigate the impact of economic opening on the adjustment of China's employment structure. The empirical results show that in the sample period, on the one hand, the proportion of agricultural employment continues to decline, the proportion of industrial employment changes in the form of inverted hump, and the proportion of service industry employment continues to rise. This means that the increasing effect of economic opening on the proportion of industrial employment will decrease at a certain stage, which makes the employment absorption capacity of industry gradually decline, and is conducive to the expansion of the employment scale of the service industry. On the other hand, the development of its own economy has a positive effect on the adjustment of employment structure, and the development of each industry has a positive pulling effect on its own employment. Based on this, this paper puts forward the following policy recommendations: first, to implement a more active employment policy; second, to improve the quality of labor force and strengthen the accumulation of human capital so that it can adapt to the requirements of industrial restructuring; and third, to strengthen public employment services. Establishing a high-quality employment service system to provide efficient employment services for workers; fourth, gradually establishing a perfect labor market system to form a reasonable way of determining wages.
