【摘要】：在經(jīng)濟(jì)轉(zhuǎn)型的時代背景下,人們應(yīng)當(dāng)充分認(rèn)識到科學(xué)技術(shù)是促進(jìn)經(jīng)濟(jì)轉(zhuǎn)型的有效工具和第一生產(chǎn)力。目前,我國的科技創(chuàng)新體系仍然存在著諸多不足,要進(jìn)行經(jīng)濟(jì)轉(zhuǎn)型實(shí)現(xiàn)經(jīng)濟(jì)可持續(xù)發(fā)展,還必須進(jìn)一步推動科技創(chuàng)新工作的深化。當(dāng)前,我國已著手全面實(shí)施創(chuàng)新驅(qū)動戰(zhàn)略,將創(chuàng)新擺在了發(fā)展的首要位置。山東省目前以山東半島國家自主創(chuàng)新示范區(qū)為重大契機(jī),依靠科技創(chuàng)新能力推動經(jīng)濟(jì)可持續(xù)發(fā)展,但是資金問題仍然是阻礙有效提升科技創(chuàng)新能力的重要因素。論文以科技創(chuàng)新的金融支持為切入點(diǎn),分析當(dāng)前山東省科技創(chuàng)新的過程中,金融體系的支持現(xiàn)況,實(shí)證檢驗(yàn)山東省政策性金融、金融發(fā)展水平、金融發(fā)展效率以及融資結(jié)構(gòu)對于科技創(chuàng)新的動態(tài)影響關(guān)系。首先,論文綜述了當(dāng)前國內(nèi)外關(guān)于科技創(chuàng)新過程中金融體系如何發(fā)揮作用的研究結(jié)果。闡述了熊彼特創(chuàng)新理論、新古典經(jīng)濟(jì)增長理論和內(nèi)生經(jīng)濟(jì)增長理論中關(guān)于科技創(chuàng)新的相關(guān)結(jié)論,以及金融發(fā)展理論和中國特色社會主義創(chuàng)新驅(qū)動發(fā)展理論,分析了山東省的經(jīng)濟(jì)現(xiàn)狀和結(jié)構(gòu)特點(diǎn),以及山東省在科技創(chuàng)新過程中,金融體系發(fā)揮的作用。其次,將金融體系對于科技創(chuàng)新的支持劃分為資本形成、風(fēng)險分散、信息揭示以及激勵約束,并在羅默的內(nèi)生增長模型基礎(chǔ)上驗(yàn)證了金融對于科技創(chuàng)新具有支持作用。最后,本文采用山東省1990—2015年的時間序列數(shù)據(jù),并利用向量自回歸模型,研究科技創(chuàng)新的過程中,政策性金融、金融發(fā)展規(guī)模和結(jié)構(gòu)、以及融資結(jié)構(gòu)帶來的動態(tài)影響。研究顯示科技創(chuàng)新受金融發(fā)展規(guī)模、金融發(fā)展效率以及金融市場融資結(jié)構(gòu)的影響,并且影響是正向積極的,而山東省政策性金融支持對于科技創(chuàng)新的作用是反向的;并且金融市場融資結(jié)構(gòu)對科技創(chuàng)新影響程度的相對重要性排在第一位,即提高社會融資過程中直接融資的比例能夠?qū)χС挚萍紕?chuàng)新能力起到最明顯的作用。論文的章節(jié)安排如下:第一章為導(dǎo)論,提出問題并進(jìn)行文獻(xiàn)梳理,第二章概念界定和理論基礎(chǔ),第三章在分析山東省經(jīng)濟(jì)發(fā)展現(xiàn)狀的同時,研究了科技創(chuàng)新過程中金融體系的投入現(xiàn)狀,第四章從理論出發(fā),分析科技創(chuàng)新的支持機(jī)制,第五章為實(shí)證檢驗(yàn),分析驗(yàn)證山東省科技創(chuàng)新的進(jìn)程中,政策性金融、金融發(fā)展規(guī)模、金融發(fā)展效率和金融市場融資結(jié)構(gòu)所帶來的的動態(tài)影響,第六章為研究結(jié)論和政策建議。
[Abstract]:Under the background of economic transformation, people should fully realize that science and technology is an effective tool and the first productive force to promote economic transformation. At present, our country's science and technology innovation system still has many shortcomings, to carry on the economic transformation to realize the economic sustainable development, must further promote the science and technology innovation work deepening. At present, our country has embarked on the overall implementation of innovation-driven strategy and put innovation in the primary position of development. At present, Shandong Province takes the Shandong Peninsula National Independent Innovation demonstration Zone as an important opportunity to promote the sustainable development of economy by relying on the ability of scientific and technological innovation, but the problem of funds is still an important factor hindering the effective promotion of the ability of scientific and technological innovation. This paper takes the financial support of science and technology innovation as the starting point, analyzes the current situation of financial system support in the process of scientific and technological innovation in Shandong Province, and empirically tests the level of policy finance and financial development in Shandong Province. The dynamic influence of financial development efficiency and financing structure on science and technology innovation. First of all, the paper summarizes the current domestic and foreign research on how the financial system plays a role in the process of scientific and technological innovation. This paper expounds the relevant conclusions of Schumpeter's innovation theory, neoclassical economic growth theory and endogenous economic growth theory, as well as the theory of financial development and the theory of socialist innovation driving development with Chinese characteristics. This paper analyzes the present economic situation and structural characteristics of Shandong Province and the role of the financial system in the process of scientific and technological innovation in Shandong Province. Secondly, the financial system for scientific and technological innovation support is divided into capital formation, risk dispersion, information disclosure and incentive constraints, and on the basis of Romer's endogenous growth model to verify the financial support for scientific and technological innovation. Finally, using the time series data from 1990 to 2015 in Shandong Province, and using the vector autoregressive model, this paper studies the dynamic impact of policy finance, financial development scale and structure, and financing structure in the process of scientific and technological innovation. The research shows that scientific and technological innovation is influenced by the scale of financial development, the efficiency of financial development and the financing structure of financial market, and the impact is positive and positive, while the role of policy financial support in Shandong Province is reverse to scientific and technological innovation. Moreover, the relative importance of financial market financing structure to the degree of scientific and technological innovation is the first, that is, to increase the proportion of direct financing in the process of social financing can play the most obvious role in supporting the ability of science and technology innovation. The chapters of the thesis are arranged as follows: the first chapter is the introduction, put forward the questions and combed the literature, the second chapter defines the concept and the theoretical basis, the third chapter analyzes the current economic development of Shandong Province at the same time, The fourth chapter analyzes the supporting mechanism of science and technology innovation from the theory, the fifth chapter is the empirical test, analysis and verification of the process of scientific and technological innovation in Shandong Province, the process of policy finance, The scale of financial development, the efficiency of financial development and the dynamic impact of financial market financing structure. The sixth chapter is the conclusions and policy recommendations.
