【摘要】：21世紀(jì)是知識經(jīng)濟的時代，知識已然成為創(chuàng)造財富、增加收入的重要因素。人力資本作為生產(chǎn)要素中最重要的要素，既是一個國家最重要的財富基礎(chǔ)，又是一個國家發(fā)展的重要源泉。隨著各國對人力資本的研究越來越深入，，人力資本在經(jīng)濟增長中所起到作用越來越受到各國的重視。 河北省內(nèi)環(huán)京津兩地，與京津兩地由于其社會、文化、環(huán)境以及地理位置等方面的內(nèi)在聯(lián)系,客觀上形成了一個具有人緣、地緣和產(chǎn)業(yè)緣密切往來的經(jīng)濟統(tǒng)一體。然而如何提高河北省的勞動力素質(zhì)，提高人力資本水平，這需要我們更加深入的研究。改革開放以來，河北省經(jīng)濟有了長足的發(fā)展，但是經(jīng)濟增長中主要是以物質(zhì)資本推動為主要動力，人力資本在其中的作用仍然不是很明顯。 本文將從人力資本水平的角度，在國內(nèi)外人力資本理論和經(jīng)濟增長理論的基礎(chǔ)上，測算了1978-2012年河北省人力資本和物質(zhì)資本水平，并利用以柯布——道格拉斯生產(chǎn)函數(shù)為基礎(chǔ)的有效勞動模型和人力資本外部性模型，對人力資本和物質(zhì)資本存量與河北經(jīng)濟增長的關(guān)系作實證研究，發(fā)現(xiàn)河北省在人力資本方面的不足之處，并針對分析結(jié)果，就人才引進(jìn)機制、人力資本產(chǎn)業(yè)結(jié)構(gòu)配置、人才流動市場管理、再就業(yè)人才安排等方面提出政策建議。
[Abstract]:The 21st century is the era of knowledge economy, knowledge has become an important factor to create wealth and increase income. As the most important factor of production, human capital is not only the most important wealth foundation of a country, but also an important source of national development. With the more and more in-depth research on human capital, human capital plays a more and more important role in economic growth. Because of its social, cultural, environmental and geographical relationship, Hebei Province and Beijing and Tianjin have formed an economic unity with close contacts between people, geography and industry. However, how to improve the quality of labor force and improve the level of human capital in Hebei Province, which needs more in-depth study. Since the reform and opening up, the economy of Hebei Province has made great progress, but the economic growth is mainly driven by material capital, and the role of human capital is still not obvious. Based on the theory of human capital and economic growth at home and abroad, this paper calculates the level of human capital and material capital in Hebei Province from 1978 to 2012 from the point of view of the level of human capital. Using the effective labor model based on Cobb-Douglas production function and the externality model of human capital, this paper makes an empirical study on the relationship between the stock of human capital and physical capital and Hebei's economic growth. This paper finds out the shortcomings of human capital in Hebei Province, and puts forward some policy suggestions on the mechanism of talent introduction, the industrial structure of human capital, the market management of talent flow, the arrangement of re-employment talents, and so on in the light of the results of the analysis.
