【摘要】：近年來(lái),全球經(jīng)濟(jì)呈現(xiàn)出經(jīng)濟(jì)增長(zhǎng)短期停滯,通貨緊縮壓力增大,政策刺激的邊際效應(yīng)弱化,實(shí)體經(jīng)濟(jì)不振,經(jīng)濟(jì)復(fù)蘇的不確定性加大等典型特征。我國(guó)經(jīng)濟(jì)同樣面臨著"四降一升"的問(wèn)題。在經(jīng)濟(jì)復(fù)蘇的道路上,我國(guó)經(jīng)濟(jì)與世界經(jīng)濟(jì)增長(zhǎng)具有很強(qiáng)的邏輯一致性。從長(zhǎng)期來(lái)看,解決危機(jī)最核心的手段是結(jié)構(gòu)改革,尋求新的增長(zhǎng)動(dòng)力。而在短期內(nèi),經(jīng)濟(jì)增長(zhǎng)的動(dòng)力在于投資,穩(wěn)投資是穩(wěn)增長(zhǎng)的重要抓手。預(yù)計(jì)2017年全社會(huì)固定資產(chǎn)投資名義增長(zhǎng)9%左右,增速比2016年稍有回落�；诖�,當(dāng)前穩(wěn)投資需要在投資結(jié)構(gòu)、制度設(shè)計(jì)、投資增長(zhǎng)模式上重點(diǎn)突破。
[Abstract]:In recent years, the global economy has been characterized by short-term stagnation of economic growth, increasing deflationary pressure, weakening marginal effect of policy stimulus, weak real economy, increasing uncertainty of economic recovery, and so on. China's economy also faces the problem of "four downgrades and one liter." On the road of economic recovery, the economic growth of our country and the world has strong logic consistency. In the long run, the central means of resolving the crisis is structural reform, seeking a new engine of growth. In the short term, economic growth is driven by investment, stable investment is an important grasp of stable growth. Social fixed asset investment is expected to grow by about 9 percent in nominal terms in 2017, a slight slowdown from 2016. Based on this, stable investment needs to break through investment structure, system design and investment growth model.
