【摘要】：政府衛(wèi)生支出是國(guó)家財(cái)政支出的重要組成部分,它對(duì)社會(huì)衛(wèi)生環(huán)境的改善、醫(yī)療衛(wèi)生服務(wù)水平的提高、國(guó)民健康素質(zhì)的增進(jìn)以及促進(jìn)經(jīng)濟(jì)增長(zhǎng)和社會(huì)和諧發(fā)展有重要作用。改革開(kāi)放以來(lái),隨著經(jīng)濟(jì)的發(fā)展,健康越來(lái)越受到人們的關(guān)注。與國(guó)民日益增長(zhǎng)的衛(wèi)生需求相比,我國(guó)衛(wèi)生事業(yè)的發(fā)展還存在很多不足。2003年的“非典”危機(jī)以及近年的禽流感疫情和頻發(fā)的食品衛(wèi)生安全事件等諸多公共衛(wèi)生問(wèn)題引起了人們對(duì)公共衛(wèi)生領(lǐng)域的關(guān)注,對(duì)衛(wèi)生事業(yè)的發(fā)展提出了新的要求。 本文首先從政府衛(wèi)生支出的規(guī)模和結(jié)構(gòu)的角度,利用相關(guān)統(tǒng)計(jì)數(shù)據(jù),分析我國(guó)政府衛(wèi)生支出的現(xiàn)狀并指出其中存在的問(wèn)題。近年,我國(guó)政府衛(wèi)生事業(yè)雖然取得了一定的發(fā)展,但是速度緩慢。政府衛(wèi)生支出的規(guī)模大小,直接影響政府衛(wèi)生事業(yè)發(fā)展的整體水平；不健全的政府衛(wèi)生籌資結(jié)構(gòu)和分配結(jié)構(gòu),影響了政府衛(wèi)生支出的公平性和衛(wèi)生資源的使用效率,降低了居民的衛(wèi)生福利。 其次,由于我國(guó)政府衛(wèi)生支出的增長(zhǎng)趨勢(shì)和我國(guó)經(jīng)濟(jì)增長(zhǎng)趨勢(shì)相近,因此展開(kāi)對(duì)政府衛(wèi)生支出的規(guī)�？偭俊⒔Y(jié)構(gòu)與經(jīng)濟(jì)增長(zhǎng)關(guān)系的分析與討論。 政府衛(wèi)生支出在改善社會(huì)衛(wèi)生醫(yī)療環(huán)境的同時(shí),對(duì)促進(jìn)經(jīng)濟(jì)增長(zhǎng)有重要意義。政府衛(wèi)生支出所提供的純公共物品和準(zhǔn)公共物品具有很強(qiáng)的正外部性,能促進(jìn)經(jīng)濟(jì)的增長(zhǎng)；政府衛(wèi)生支出通過(guò)促進(jìn)醫(yī)療衛(wèi)生服務(wù)的改善,改善居民的健康水平,提高勞動(dòng)者的人力資本狀況,從而促進(jìn)經(jīng)濟(jì)增長(zhǎng)。 再次,本文在前人研究的基礎(chǔ)上,將政府衛(wèi)生支出單獨(dú)作為一個(gè)變量,引入廣義的柯布道格拉斯生產(chǎn)函數(shù),利用1978-2012年的數(shù)據(jù),對(duì)政府衛(wèi)生支出的經(jīng)濟(jì)增長(zhǎng)效應(yīng)進(jìn)行實(shí)證分析,研究認(rèn)為我國(guó)政府衛(wèi)生支出能夠促進(jìn)經(jīng)濟(jì)增長(zhǎng)。 最后,根據(jù)實(shí)證研究結(jié)果,并結(jié)合對(duì)我國(guó)衛(wèi)生事業(yè)發(fā)展現(xiàn)狀的分析,本文提出了加大政府衛(wèi)生投入,完善衛(wèi)生籌資體制,調(diào)整衛(wèi)生支出結(jié)構(gòu)和建立健全衛(wèi)生轉(zhuǎn)移支付制度等政策建議,使居民享有均衡的有效的醫(yī)療衛(wèi)生服務(wù)的同時(shí)也更好的促進(jìn)社會(huì)經(jīng)濟(jì)的增長(zhǎng)。
[Abstract]:Government health expenditure is an important part of national financial expenditure. It plays an important role in the improvement of social health environment, the improvement of medical and health service level, the improvement of national health quality, and the promotion of economic growth and harmonious development of society. Since reform and opening up, with the development of economy, people pay more and more attention to health. Compared with the growing health needs of the population, There are still many deficiencies in the development of health services in China. The SARS crisis in 2003, avian flu outbreaks in recent years, frequent food hygiene and other public health problems have aroused people's concern in the field of public health. New requirements have been put forward for the development of health care. From the angle of the scale and structure of the government health expenditure, this paper analyzes the current situation of the government health expenditure and points out the existing problems by using the relevant statistical data. In recent years, although our government health enterprise has made certain development, but the speed is slow. The scale of government health expenditure has a direct impact on the overall level of government health development, and the imperfect government health financing structure and distribution structure affect the fairness of government health expenditure and the efficiency of the use of health resources. It reduces the health benefits of the residents. Secondly, because the growth trend of Chinese government health expenditure is similar to that of our country's economy, the analysis and discussion on the relationship between the total scale, structure and economic growth of government health expenditure are carried out. Government health expenditure is of great significance to promote economic growth while improving the social health and medical environment. The pure public goods and quasi-public goods provided by the government health expenditure have a strong positive externality, which can promote the economic growth, and the government health expenditure can improve the health level of the residents by promoting the improvement of the medical and health services. Improve the human capital status of workers, thereby promoting economic growth. Thirdly, on the basis of previous studies, this paper takes government health expenditure as a variable, introduces the generalized Cobb Douglas production function, and makes an empirical analysis of the economic growth effect of government health expenditure by using the data from 1978 to 2012. The research thinks our country government health expenditure can promote the economic growth. Finally, according to the results of empirical research and the analysis of the current situation of health development in China, this paper proposes to increase government health investment and improve the health financing system. Some policy suggestions such as adjusting the structure of health expenditure and establishing and perfecting the health transfer payment system can make residents enjoy balanced and effective medical and health services and at the same time better promote the growth of social economy.
