高速鐵路對(duì)中國(guó)城市可達(dá)性和區(qū)域經(jīng)濟(jì)的影響

【摘要】:高速鐵路(高鐵)近年來(lái)在中國(guó)發(fā)展迅速,大幅縮短城際、省際客運(yùn)交通時(shí)間,助力地方經(jīng)濟(jì)發(fā)展。然而目前關(guān)于高鐵對(duì)全國(guó)不同區(qū)域和不同規(guī)模城市的交通和經(jīng)濟(jì)影響的差異性尚不明晰。本研究選取266個(gè)城市,獲取2006年無(wú)高鐵和2014年高鐵網(wǎng)絡(luò)基本形成的鐵路出行時(shí)間和GDP數(shù)據(jù),從兩方面進(jìn)行研究:其一是比較高鐵開(kāi)通前后266個(gè)城市的平均出行時(shí)間變化的差異;其二是應(yīng)用可達(dá)性重力模型,用可達(dá)性變化來(lái)度量高鐵對(duì)中國(guó)區(qū)域經(jīng)濟(jì)影響的差異。可達(dá)性分析在地理信息系統(tǒng)中完成。結(jié)果顯示高鐵影響的雙重特性:一方面提高全國(guó)可達(dá)性的整體水平,尤其是改善西部和中小城市的可達(dá)性;另一方面,高鐵因其技術(shù)特性產(chǎn)生"廊道效應(yīng)",有高鐵城市和廊道沿線城市,其受益遠(yuǎn)高于無(wú)高鐵城市,這加大了空間地域發(fā)展的不平衡。國(guó)家和省、地政府應(yīng)考慮相應(yīng)政策措施以減小高鐵發(fā)展帶來(lái)的地域差增加等負(fù)面影響。
[Abstract]:High-speed railway (high-speed rail) has developed rapidly in China in recent years, greatly shortening the intercity and interprovincial passenger transport time and boosting local economic development. However, the difference of transportation and economic impact of high-speed rail on different regions and cities is not clear. In this study, 266 cities were selected to obtain the railway travel time and GDP data from 2006 and 2014, respectively. The first is to compare the difference of average travel time between 266 cities before and after the opening of high-speed rail. The second is to use the reachability gravity model to measure the difference of the impact of high-speed rail on China's regional economy by using the reachability change. Reachability analysis is done in GIS. The results show that the impact of high-speed rail is dual: on the one hand, improving the overall level of accessibility in the whole country, especially in the western and small cities; on the other hand, High-speed rail has "corridor effect" because of its technical characteristics, there are high-speed rail cities and corridor cities, its benefits are far higher than that of non-high-speed rail cities, which increases the imbalance in the development of spatial regions. National, provincial and local governments should consider appropriate policies and measures to reduce the negative impact of the increase in regional disparities caused by the development of high-speed rail.
