【摘要】：2008年，為化解了當(dāng)時國際金融危機(jī)對廣東經(jīng)濟(jì)的沖擊，同時促進(jìn)珠三角地區(qū)轉(zhuǎn)型升級和東西北地區(qū)加快發(fā)展、優(yōu)化全省產(chǎn)業(yè)布局及勞動力空間配置、推動區(qū)域經(jīng)濟(jì)協(xié)調(diào)發(fā)展，廣東省委、省政府提出了“雙轉(zhuǎn)移”（指產(chǎn)業(yè)轉(zhuǎn)移和勞動力轉(zhuǎn)移）戰(zhàn)略，在粵東西北地區(qū)（包括東西北12市和江門、惠州、肇慶三市）建設(shè)了一批產(chǎn)業(yè)轉(zhuǎn)移園。廣東省的產(chǎn)業(yè)轉(zhuǎn)移園大部分由珠三角發(fā)達(dá)方與粵東西北欠發(fā)達(dá)方共同合作建設(shè)，在發(fā)展粵西北地區(qū)特色資源的同時，承接珠三角地區(qū)產(chǎn)業(yè)轉(zhuǎn)移。本文研究對象即為上述雙方合作共建的產(chǎn)業(yè)轉(zhuǎn)移園。 合作建設(shè)產(chǎn)業(yè)轉(zhuǎn)移園是廣東省調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、加快轉(zhuǎn)型升級的具體措施之一，同時也是重要的扶貧幫扶形式，帶有一定程度的行政色彩。大量傳統(tǒng)產(chǎn)業(yè)、勞動密集型產(chǎn)業(yè)等從珠三角地區(qū)轉(zhuǎn)移到粵東西北地區(qū)，既為珠三角地區(qū)產(chǎn)業(yè)優(yōu)化升級騰出資源空間，又為粵東西北地區(qū)加快發(fā)展奠定基礎(chǔ)。經(jīng)過數(shù)年的發(fā)展，省產(chǎn)業(yè)轉(zhuǎn)移園面貌已發(fā)生翻天覆地的變化，與此同時，產(chǎn)業(yè)轉(zhuǎn)移園合作共建制度也存在一些亟需解決的問題。 本文對產(chǎn)業(yè)轉(zhuǎn)移園合作共建的起因和發(fā)展現(xiàn)狀作了簡要介紹，通過對合作共建制度的研究，，認(rèn)為目前大部分合作共建產(chǎn)業(yè)轉(zhuǎn)移園均存在部分珠三角合作方積極性不高、合作雙方權(quán)責(zé)分工未協(xié)商一致、部分制度珠三角合作方執(zhí)行不到位、合作雙方資源互補效果不明顯、粵東西北地區(qū)管理理念滯后等問題，并從責(zé)任意識、內(nèi)部制度和政府推動三個層面進(jìn)行分析，最后從增強(qiáng)雙方的主體責(zé)任意識、加快完善內(nèi)部制度設(shè)計、提高政府推動和政策引導(dǎo)效果等方面提出推動合作共建全面深入的對策。
[Abstract]:In 2008, in order to defuse the impact of the international financial crisis on Guangdong's economy at that time, and at the same time to promote the transformation and upgrading of the Pearl River Delta region and the accelerated development of the east and northwest regions, to optimize the industrial distribution and labor space allocation of the province, and to promote the coordinated development of the regional economy, The Guangdong Provincial Party Committee and the provincial government put forward the "double transfer" strategy, and set up a number of industrial transfer parks in northwest Guangdong province (including 12 cities in the east and west, Jiangmen, Huizhou and Zhaoqing). Most of the industrial transfer parks in Guangdong Province are built by the Pearl River Delta developed side and the less developed side in the east of Guangdong Province. While developing the characteristic resources in the northwest of Guangdong Province, the industrial transfer of the Pearl River Delta region is undertaken. The research object of this paper is the industrial transfer park that the above two sides cooperate to build together. The cooperative construction of industrial transfer park is one of the concrete measures to adjust the industrial structure and speed up the transformation and upgrading in Guangdong Province. It is also an important form of helping the poor with a certain degree of administrative color. A large number of traditional industries and labor-intensive industries were transferred from the Pearl River Delta to the northwest of Guangdong Province, which not only made room for the optimization and upgrading of industries in the Pearl River Delta, but also laid the foundation for accelerating the development of the northwest of Guangdong. After several years of development, the appearance of the provincial industrial transfer park has undergone earth-shaking changes, at the same time, there are some problems that need to be solved in the cooperative construction system of the industrial transfer park. This paper briefly introduces the causes and development status of cooperative co-construction of industrial transfer parks. Through the study of cooperative co-construction system, it is concluded that most of the cooperative co-construction industrial transfer parks are not highly motivated by some of the Pearl River Delta partners. There is no consensus on the division of power and responsibility between the two sides of the cooperation, the implementation of some system partners in the Pearl River Delta is not in place, the complementary effect of resources between the two partners is not obvious, the concept of management in the northwest part of Guangdong Province lags behind, and so on. The internal system and the government promotion are analyzed in three aspects. Finally, the author puts forward the comprehensive and deep countermeasures to promote the cooperation and co-construction from the aspects of enhancing the awareness of the main body responsibility of both sides, speeding up the improvement of the internal system design, and improving the effect of government promotion and policy guidance.
