【摘要】：一國(guó)的經(jīng)濟(jì)發(fā)展是一國(guó)國(guó)家安全的基礎(chǔ),經(jīng)濟(jì)安全也是國(guó)家安全體系里的基本領(lǐng)域。隨著經(jīng)濟(jì)全球化的發(fā)展,我國(guó)的國(guó)家經(jīng)濟(jì)安全面臨很大挑戰(zhàn),經(jīng)濟(jì)霸權(quán)和金融危機(jī)等給我國(guó)的經(jīng)濟(jì)安全帶來(lái)嚴(yán)重沖擊。審計(jì)一方面能很好維護(hù)經(jīng)濟(jì)秩序,保障經(jīng)濟(jì)的正常運(yùn)行,但是能否保證審計(jì)過(guò)程中獲知信息的安全,關(guān)乎國(guó)家經(jīng)濟(jì)安全。雖尚無(wú)明確的審計(jì)泄密案例出現(xiàn),但需要及早感知風(fēng)險(xiǎn),避免潛在問(wèn)題成為現(xiàn)實(shí)問(wèn)題,未雨綢繆。本文分析了審計(jì)影響國(guó)家經(jīng)濟(jì)安全的路徑,指出審計(jì)在執(zhí)業(yè)時(shí)獲取的被審企業(yè)的大量經(jīng)濟(jì)信息,一些具備戰(zhàn)略?xún)r(jià)值,且由于我國(guó)國(guó)內(nèi)企業(yè)在境外上市,導(dǎo)致經(jīng)濟(jì)信息在國(guó)際范圍內(nèi)的流動(dòng),進(jìn)一步加大了信息泄密的風(fēng)險(xiǎn),威脅到經(jīng)濟(jì)信息的安全。而經(jīng)濟(jì)信息貫穿于經(jīng)濟(jì)活動(dòng)的全過(guò)程,小則關(guān)乎企業(yè)生存,大則關(guān)乎國(guó)家的穩(wěn)定發(fā)展。本土企業(yè)經(jīng)濟(jì)信息的泄露,會(huì)導(dǎo)致外資并購(gòu)中,本土產(chǎn)業(yè)的信息不對(duì)稱(chēng)優(yōu)勢(shì)消失,在并購(gòu)中處于弱勢(shì)進(jìn)而危及到產(chǎn)業(yè)安全;銀行業(yè)的不良資產(chǎn)、資本充足率、外匯儲(chǔ)備等核心信息的泄露會(huì)影響金融機(jī)構(gòu)、股市和匯率市場(chǎng)的穩(wěn)定性,干擾金融安全;資源儲(chǔ)備、價(jià)格浮動(dòng)空間和資源戰(zhàn)略等信息的泄露,會(huì)致使資源不能穩(wěn)定供應(yīng),影響戰(zhàn)略資源安全。并指出審計(jì)在保障國(guó)家經(jīng)濟(jì)安全方面時(shí)的一些問(wèn)題,如審計(jì)雙方的經(jīng)濟(jì)信息安全意識(shí)差、審計(jì)違規(guī)帶來(lái)的契約約束力下降、特定行業(yè)高審計(jì)集中度導(dǎo)致信息主權(quán)弱化、審計(jì)行業(yè)監(jiān)管體系不完善等,得出結(jié)論審計(jì)對(duì)國(guó)家經(jīng)濟(jì)安全存在潛在威脅,需引起社會(huì)重視,并據(jù)此提出了相應(yīng)的對(duì)策和建議,以能更好的發(fā)揮審計(jì)職能,為國(guó)家經(jīng)濟(jì)的健康發(fā)展,保駕護(hù)航。
[Abstract]:A country's economic development is the foundation of a country's national security, and economic security is also a basic field in the national security system. With the development of economic globalization, China's national economic security is facing great challenges. Economic hegemony and financial crisis have brought serious impact to our country's economic security. On the one hand, audit can maintain economic order and ensure the normal operation of economy, but whether it can ensure the security of information in the audit process is related to the national economic security. Although there is no clear audit leak case, it is necessary to perceive the risk as early as possible, to avoid potential problems become a real problem, and to prepare ahead of time. This paper analyzes the path that audit affects national economic security, and points out that a large amount of economic information obtained by audit in practice is of strategic value, and because domestic enterprises are listed abroad, It leads to the flow of economic information in the international scope, which further increases the risk of information leakage and threatens the security of economic information. Economic information runs through the whole process of economic activity, small is related to the survival of enterprises, and large is related to the stable development of the country. The leakage of economic information of local enterprises will lead to the disappearance of asymmetric information advantages of local industries in foreign mergers and acquisitions, and the weakness of local industries in mergers and acquisitions, thereby endangering the safety of industries, the bad assets and capital adequacy of the banking industry, The leakage of core information, such as foreign exchange reserves, will affect the stability of financial institutions, stock markets and exchange rate markets, and interfere with financial security. Affect the security of strategic resources. It also points out some problems of auditing in safeguarding national economic security, such as the poor awareness of economic information security of both sides of audit, the decline of contract binding force brought by audit irregularities, and the weakening of information sovereignty caused by high audit concentration in specific industries. It is concluded that audit has potential threat to national economic security, which should be paid attention to by the society, and the corresponding countermeasures and suggestions are put forward in order to give full play to the audit function.
