【摘要】：近年中國(guó)對(duì)外直接投資規(guī)模迅速擴(kuò)大,但投資區(qū)位配置、行業(yè)結(jié)構(gòu)和進(jìn)入模式不夠合理,由此帶來(lái)的逆向技術(shù)溢出效應(yīng)不夠顯著。導(dǎo)致這種現(xiàn)象的原因很多,首先是獲取OFDI逆向技術(shù)溢出效應(yīng)的源頭面臨封鎖,其次是逆向技術(shù)溢出的傳導(dǎo)機(jī)制不夠健全,再次是中國(guó)企業(yè)的技術(shù)吸收能力和自主創(chuàng)新能力較弱。為了通過(guò)對(duì)外投資促進(jìn)國(guó)內(nèi)產(chǎn)業(yè)升級(jí)和技術(shù)進(jìn)步,必須合理調(diào)整OFDI區(qū)位配置,適當(dāng)增加對(duì)發(fā)達(dá)國(guó)家投資;優(yōu)化OFDI產(chǎn)業(yè)布局,加大高新技術(shù)產(chǎn)業(yè)投資力度;抓緊培育OFDI龍頭企業(yè),構(gòu)建競(jìng)爭(zhēng)力強(qiáng)的產(chǎn)業(yè)集群;運(yùn)用靈活多樣的進(jìn)入模式,創(chuàng)建跨國(guó)研發(fā)戰(zhàn)略聯(lián)盟;增強(qiáng)企業(yè)自主創(chuàng)新能力,完善逆向技術(shù)溢出吸收機(jī)制;改善政府宏觀調(diào)控功能,大力支持技術(shù)獲取型的對(duì)外投資。
[Abstract]:In recent years, the scale of China's foreign direct investment (FDI) has expanded rapidly, but the investment location, industry structure and entry mode are not reasonable enough, and the reverse technology spillover effect is not significant enough. There are many reasons for this phenomenon, firstly, the source of obtaining OFDI reverse technology spillover is blocked, secondly, the transmission mechanism of reverse technology spillover is not perfect, and the ability of technology absorption and independent innovation of Chinese enterprises is weak. In order to promote domestic industrial upgrading and technological progress through outward investment, it is necessary to rationally adjust the OFDI location allocation, appropriately increase investment in developed countries, optimize the industrial distribution of OFDI, increase investment in high-tech industries, and pay close attention to fostering leading enterprises in OFDI. Build a competitive industrial cluster; use flexible and diverse entry mode to create transnational R & D strategic alliance; enhance the independent innovation ability of enterprises, improve the mechanism of reverse technology spillover absorption; improve the macro-control function of the government. We will vigorously support foreign investment based on technology acquisition.
