【摘要】：改革開(kāi)放以來(lái),我國(guó)經(jīng)濟(jì)發(fā)展獲得了巨大成就。然而伴隨著經(jīng)濟(jì)發(fā)展所帶來(lái)的是能源短缺和環(huán)境污染嚴(yán)重,能源短缺和環(huán)境污染已經(jīng)成為制約我國(guó)經(jīng)濟(jì)社會(huì)繼續(xù)發(fā)展前進(jìn)的主要因素之一。如何在保證經(jīng)濟(jì)發(fā)展的同時(shí)降低能源消耗,減少環(huán)境污染一直是社會(huì)關(guān)注的焦點(diǎn)。產(chǎn)業(yè)結(jié)構(gòu)作為經(jīng)濟(jì)發(fā)展和能源消費(fèi)的中間紐帶,學(xué)術(shù)界一直致力于通對(duì)產(chǎn)業(yè)結(jié)構(gòu)的優(yōu)化實(shí)現(xiàn)經(jīng)濟(jì)增長(zhǎng)的同時(shí),降低能耗,減少環(huán)境污染。當(dāng)下我國(guó)正處于產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)的關(guān)鍵時(shí)刻,因此,對(duì)能源約束下的產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化方向的研究就顯得至關(guān)重要。本文首先對(duì)能源約束下的產(chǎn)業(yè)結(jié)構(gòu)相關(guān)理論進(jìn)行探討,主要是詳細(xì)闡述了能源約束和產(chǎn)業(yè)結(jié)構(gòu)的概念,并且分析能源約束對(duì)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整影響和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)能源消費(fèi)的影響。其次,在分析我國(guó)產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀和能源消費(fèi)現(xiàn)狀的基礎(chǔ)上,對(duì)二者的關(guān)系進(jìn)行了實(shí)證研究。采用了時(shí)間序列方法,實(shí)證研究了能源約束對(duì)我國(guó)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的影響。采取產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)能源消費(fèi)關(guān)聯(lián)模型和通徑分析方法,實(shí)證研究了改革開(kāi)放以來(lái)我國(guó)的產(chǎn)業(yè)結(jié)構(gòu)演進(jìn)與能源消費(fèi)之間的相關(guān)性和三次產(chǎn)業(yè)結(jié)構(gòu)調(diào)整對(duì)我國(guó)能源消耗強(qiáng)度的影響路徑。然后,考慮到工業(yè)是主要的能源消耗行業(yè)。因此,本文的核心是對(duì)工業(yè)內(nèi)部結(jié)構(gòu)進(jìn)行優(yōu)化。主要是將工業(yè)劃分成24個(gè)部門,以低能耗和高產(chǎn)值為目標(biāo)函數(shù),以不增加環(huán)境污染、不減少就業(yè)等為約束條件建立投入產(chǎn)出目標(biāo)線性規(guī)劃模型,對(duì)工業(yè)內(nèi)部結(jié)構(gòu)進(jìn)行優(yōu)化。采用ling0軟件進(jìn)行模擬運(yùn)算,通過(guò)對(duì)比優(yōu)化后的產(chǎn)業(yè)結(jié)構(gòu)和優(yōu)化前的產(chǎn)業(yè)結(jié)構(gòu)來(lái)為產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化提供方向性指導(dǎo)。最后,在對(duì)以上研究的基礎(chǔ)上得出一些主要結(jié)論,據(jù)此提出一些在能源約束下產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的相關(guān)政策建議。
[Abstract]:Since the reform and opening up, China's economic development has made great achievements. However, along with the economic development, energy shortage and serious environmental pollution have become one of the main factors restricting the further development of our country's economy and society. How to reduce energy consumption and reduce environmental pollution while ensuring economic development has always been the focus of attention. As the middle link between economic development and energy consumption, the industry structure has been committed to optimize the industrial structure to achieve economic growth, reduce energy consumption and reduce environmental pollution. At present, our country is in the key moment of industrial structure optimization and upgrading. Therefore, it is very important to study the direction of industrial structure optimization under energy constraints. In this paper, the related theories of industrial structure under energy constraints are discussed, and the concepts of energy constraints and industrial structure are expounded in detail. The effects of energy constraints on industrial structure adjustment and industrial structure adjustment on energy consumption are also analyzed. Secondly, on the basis of analyzing the present situation of industrial structure and energy consumption in China, the relationship between them is studied empirically. Using time series method, this paper empirically studies the influence of energy constraints on industrial structure optimization in China. Adopting the energy consumption correlation model and path analysis method of industrial structure evolution, This paper empirically studies the correlation between industrial structure evolution and energy consumption in China since the reform and opening up and the influence of the third industrial structure adjustment on the energy consumption intensity in China. Then, consider that industry is the main energy consuming industry. Therefore, the core of this paper is to optimize the internal structure of industry. The paper mainly divides industry into 24 departments, taking low energy consumption and high output value as objective function, establishing input-output objective linear programming model with no increasing environmental pollution and reducing employment as constraint conditions, and optimizing the internal structure of industry. Ling0 software is used to simulate the optimization of industrial structure. By comparing the optimized industrial structure with the pre-optimized industrial structure, the directional guidance is provided for the optimization of industrial structure. Finally, on the basis of the above research, some main conclusions are drawn, and some policy suggestions on industrial structure optimization under energy constraints are put forward.
