【摘要】：以經(jīng)濟衰退與宏觀經(jīng)濟不穩(wěn)定并行顯現(xiàn)為內(nèi)涵界定的俄羅斯經(jīng)濟危機,誘因來自于外部,但根源卻在內(nèi)部。經(jīng)濟危機加重了矛盾,但也催生了變革,進而迎來了轉(zhuǎn)機。俄羅斯正在走出經(jīng)濟危機狀態(tài),但并不意味同時就是在走出經(jīng)濟困局。普京政權(quán)把走出經(jīng)濟困局的主要目標設(shè)定為兩點,一是經(jīng)濟穩(wěn)定,二是經(jīng)濟增長,細化就是兩個4%,即通脹率降到4%,GDP增長率提到4%。比較而言,實現(xiàn)增長目標的難度更大,加之考慮戰(zhàn)略訴求以及現(xiàn)實迫切要求等重要因素,增長可謂是俄羅斯走出經(jīng)濟困局的關(guān)鍵。出口與投資拉動,是俄政府旨在實現(xiàn)經(jīng)濟增長的主要舉措,能否收到實效,其主要的路徑依賴在于經(jīng)濟結(jié)構(gòu)的改革和國家管理體系的重構(gòu)。本文的最后,提出了對于俄羅斯經(jīng)濟前景的基本看法。
[Abstract]:The Russian economic crisis, which is defined by the combination of economic recession and macroeconomic instability, is caused by external factors, but its root is internal. The economic crisis aggravated the contradictions, but also spawned change, and thus ushered in a turn for the better. Russia is emerging from the economic crisis, but does not mean that it is out of economic distress. The Putin regime set the main objective of getting out of the economic difficulties as two points, one is economic stability, the other is economic growth, and the second is economic growth, which means that the inflation rate is reduced to 4% and GDP growth rate is increased to 4%. By comparison, growth is more difficult to achieve, combined with important factors such as strategic demands and realistic imperatives. Growth is the key to getting Russia out of its economic woes. Export and investment are the main measures of the Russian government to achieve economic growth. The main path depends on the reform of economic structure and the reconstruction of national management system. At the end of this paper, the author puts forward some basic views on Russia's economic prospects.
