【摘要】：招商引資是一項(xiàng)重要的經(jīng)濟(jì)工作,是影響區(qū)域社會(huì)發(fā)展的重要因素,也是推進(jìn)區(qū)域經(jīng)濟(jì)建設(shè)的根本途徑和重要手段。平湖市DS港區(qū)是浙江省海洋經(jīng)濟(jì)及環(huán)杭州灣產(chǎn)業(yè)帶的重要組成部分,是浙江省重點(diǎn)支持的臨港省級(jí)工業(yè)區(qū)。近年來(lái),港區(qū)招商引資雖然取得了一定的成績(jī),以液化石油氣綜合利用為主導(dǎo)的產(chǎn)業(yè)鏈也初具雛形。雖然從成立至今取得了一定的進(jìn)步,但與其他發(fā)達(dá)園區(qū)相比,在招商引資項(xiàng)目的數(shù)量和質(zhì)量上,以及經(jīng)濟(jì)效率上均存在較為明顯的差距.雖然說(shuō)造成差距的原因一方面是因?yàn)楦蹍^(qū)成立晚起步晚,但不可否認(rèn)DS港區(qū)在投資環(huán)境、政策力度上的欠缺才是造成差距的主要因素,因此港區(qū)的招商效率無(wú)法有效提高。探尋一條更加符合DS港區(qū)發(fā)展要求的高效的招商引資模式,是亟需解決的重要問(wèn)題。本文以DS港區(qū)招商引資工作作為研究的主要內(nèi)容,查閱了大量相關(guān)的文獻(xiàn),對(duì)國(guó)內(nèi)外眾多學(xué)者在招商引資方面的觀點(diǎn)進(jìn)行了深入的研究,學(xué)習(xí)并且借鑒了國(guó)內(nèi)先進(jìn)開(kāi)發(fā)區(qū)在招商引資過(guò)程中的經(jīng)驗(yàn)和方法,也探尋出了適合DS港區(qū)實(shí)際情況的產(chǎn)業(yè)鏈招商的發(fā)展模式。在對(duì)港區(qū)招商引資現(xiàn)狀分析章節(jié)中,提出了DS港區(qū)招商引資開(kāi)展中存在的問(wèn)題,并用SWOT工具對(duì)港區(qū)招商引資工作進(jìn)行了分析。在招商引資方案論證環(huán)節(jié),提出了DS港區(qū)開(kāi)展產(chǎn)業(yè)鏈招商的必要性,實(shí)證分析平湖經(jīng)濟(jì)技術(shù)開(kāi)發(fā)區(qū)的光機(jī)電及生物醫(yī)藥食品產(chǎn)業(yè)和廣州的汽車(chē)產(chǎn)業(yè)開(kāi)展產(chǎn)業(yè)鏈招商的成功手段和經(jīng)驗(yàn),并且對(duì)DS港區(qū)現(xiàn)有產(chǎn)業(yè)招商的成功案例進(jìn)行了分析和探討。在產(chǎn)業(yè)鏈招商實(shí)施建議部分,從專(zhuān)業(yè)化實(shí)施產(chǎn)業(yè)鏈招商、創(chuàng)造優(yōu)良的投資環(huán)境、注重高層次人才引進(jìn)、加強(qiáng)與其他園區(qū)的協(xié)作,走共同發(fā)展之路四個(gè)方面提出建議,進(jìn)一步明確了產(chǎn)業(yè)鏈招商的主導(dǎo)地位。本文旨在以研究和理論,促使港區(qū)開(kāi)展專(zhuān)業(yè)化的產(chǎn)業(yè)鏈招商,使港區(qū)的產(chǎn)業(yè)逐步向?qū)I(yè)化、集群化發(fā)展,是港區(qū)經(jīng)濟(jì)保持可持續(xù)、快速、健康的發(fā)展。
[Abstract]:Attracting investment is an important economic work, an important factor affecting the development of regional society, and also a fundamental way and an important means to promote regional economic construction. The DS Port area of Pinghu City is an important part of the marine economy and the industrial belt around Hangzhou Bay in Zhejiang Province. It is a provincial industrial zone supported by Zhejiang Province. In recent years, although the port district has made some achievements in attracting investment, the industrial chain dominated by the comprehensive utilization of liquefied petroleum gas (LPG) is also beginning to take shape. Although some progress has been made since its establishment, there are obvious gaps in the quantity and quality of investment attracting projects and the economic efficiency compared with other developed parks. Although the reason for the gap is on the one hand the late start of the port area, but it is undeniable that the investment environment in the DS port area, the lack of policy strength is the main factor causing the gap, so the efficiency of investment in the port area can not be effectively improved. It is an important problem to find an efficient mode of attracting investment which meets the requirements of the development of DS port area. In this paper, as the main content of the research, we have consulted a large number of relevant documents, and made a deep research on the views of many scholars at home and abroad in the aspect of attracting investment. Learn and learn from the experience and methods of the domestic advanced development zone in the process of attracting investment, and also explore the development model of the industrial chain investment which is suitable for the actual situation of DS port area. In the chapter of the analysis of the present situation of attracting investment in the port area, the problems existing in the development of the investment attraction in the DS port area are put forward, and the work of attracting investment in the port area is analyzed with the SWOT tool. In the demonstration of investment attraction scheme, the necessity of developing industrial chain investment in DS port area is put forward. This paper empirically analyzes the successful means and experiences of the Guangmechatronics and Biopharmaceutical Food Industry in Pinghu Economic and technological Development Zone and the Automobile Industry chain in Guangzhou, and analyzes and discusses the successful cases of the existing industries in the DS Port area. In the part of the suggestion of investment promotion in the industrial chain, the paper puts forward the suggestions from four aspects: professional implementation of the industry chain, creating a good investment environment, paying attention to the introduction of high-level talents, strengthening cooperation with other parks, and taking the road of common development. Further clarify the leading position of the industrial chain to attract investment. The purpose of this paper is to promote the development of the specialized industrial chain to attract investment in the port area by research and theory, and to make the industry of the port area develop gradually to specialization and cluster, which is the sustainable, rapid and healthy development of the economy of the port area.
