【摘要】：本文主要研究民間投資對(duì)自然資源利用效率的影響。從以下幾個(gè)方面進(jìn)行分析:第一,對(duì)國內(nèi)外研究動(dòng)態(tài)進(jìn)行了梳理和總結(jié),在此基礎(chǔ)上提出本文要研究的內(nèi)容。第二,對(duì)民間投資和自然資源利用效率進(jìn)行概述,分析了民間投資和自然資源利用效率的現(xiàn)狀,以及兩者分別對(duì)經(jīng)濟(jì)增長的影響。第三,分析了民間投資影響自然資源利用效率的理論基礎(chǔ),主要包括公地悲劇理論、包容性增長理論、新公共管理理論和融資次序理論等四個(gè)方面。第四,分析了民間資本參與自然資源開發(fā)的條件,利用博弈理論對(duì)民間投資和自然資源利用效率之間的關(guān)系進(jìn)行了分析,并從理論上探討了民間投資對(duì)自然資源利用效率的影響,既有積極影響,也有消極影響。第五,在對(duì)自然資源利用效率進(jìn)行測度的基礎(chǔ)上,實(shí)證分析了民間投資對(duì)自然資源利用效率影響,結(jié)果表明,在全國范圍內(nèi),民間投資的增加降低了自然資源的利用效率,東部、中部和西部地區(qū)的民間投資與自然資源利用效率之間呈現(xiàn)出顯著地負(fù)相關(guān)關(guān)系,探究了形成這種現(xiàn)象的原因。并利用約束回歸模型對(duì)這一影響進(jìn)行了深入分析。第六,深入分析了不同登記注冊(cè)類型下的民間投資對(duì)自然資源利用效率的影響,并著重分析了私營投資、有限責(zé)任公司投資和股份有限公司投資等這三類投資在提高自然資源利用效率過程中所發(fā)揮的作用,結(jié)果表明,總體來看這三類民間投資并沒有顯著提高自然資源利用效率,且在大部分情況下起到了抑制作用,這一問題亟需解決。第七,在前面研究的基礎(chǔ)上,提出了引導(dǎo)民間投資提升自然資源利用效率的對(duì)策建議,主要包括以下四個(gè)方面:積極引導(dǎo)民間投資參與環(huán)境恢復(fù)治理;促進(jìn)民營企業(yè)技術(shù)進(jìn)步,提高民間投資質(zhì)量;保持公平競爭的自然資源市場環(huán)境;以民間投資推動(dòng)產(chǎn)業(yè)升級(jí),切實(shí)提高自然資源利用效率。通過上述研究,本文得出的主要結(jié)論為:目前來看,民間投資在提高自然資源利用效率方面沒有發(fā)揮有效作用,因此應(yīng)積極探索引導(dǎo)民間投資提高自然資源利用效率的路徑。
[Abstract]:This paper mainly studies the influence of private investment on the efficiency of natural resource utilization. The following aspects are analyzed: first, the domestic and foreign research trends are combed and summarized, and on the basis of this, the content of this paper is put forward. Secondly, it summarizes the private investment and natural resource utilization efficiency, analyzes the current situation of private investment and natural resource utilization efficiency, and their effects on economic growth. Thirdly, it analyzes the theoretical basis of private investment affecting the efficiency of natural resources utilization, including the tragedy of Commons theory, inclusive growth theory, new public management theory and financing order theory. Fourthly, the paper analyzes the conditions under which folk capital participates in the exploitation of natural resources, and analyzes the relationship between folk investment and natural resource utilization efficiency by using game theory. The influence of folk investment on the efficiency of natural resources utilization is discussed theoretically, which has both positive and negative effects. Fifthly, on the basis of measuring the efficiency of natural resource utilization, this paper empirically analyzes the influence of private investment on the efficiency of natural resources utilization. The results show that the increase of private investment reduces the efficiency of natural resources utilization in the whole country. There is a significant negative correlation between private investment and natural resource utilization efficiency in eastern central and western regions. The influence is analyzed by the constraint regression model. Sixth, it analyzes the impact of private investment on the efficiency of natural resource utilization under different registration types, and focuses on private investment. The role played by these three types of investments, such as limited liability company investment and joint stock limited company investment, in improving the efficiency of natural resources utilization, the results show that these three types of private investment have not significantly improved the efficiency of natural resources utilization. And in most cases played an inhibitory role, this problem needs to be resolved. Seventh, on the basis of the previous research, the paper puts forward the countermeasures and suggestions to guide private investment to improve the efficiency of natural resources utilization, mainly including the following four aspects: actively guiding private investment to participate in environmental restoration and governance; promoting the technological progress of private enterprises; To improve the quality of private investment; to maintain a fair competition of natural resources market environment; to promote industrial upgrading with private investment; to effectively improve the efficiency of natural resources utilization. The main conclusions of this paper are as follows: at present, private investment does not play an effective role in improving the efficiency of natural resources utilization, so we should actively explore ways to guide private investment to improve the efficiency of natural resources utilization.
