【摘要】：粵港澳三地協(xié)作治理由供水保障起步,實(shí)現(xiàn)了向經(jīng)貿(mào)合作、環(huán)境治理等多領(lǐng)域的拓展,并逐步搭建了以行政協(xié)議為頂層設(shè)計(jì),以合作聯(lián)席會(huì)議、專責(zé)小組為基礎(chǔ)的協(xié)作治理機(jī)制,推動(dòng)了三地的融合發(fā)展。文章在總結(jié)粵港澳三地關(guān)系與協(xié)作治理機(jī)制演進(jìn)的基礎(chǔ)上,認(rèn)為隨著《深化粵港澳合作推進(jìn)大灣區(qū)建設(shè)框架協(xié)議》的實(shí)施,粵港澳大灣區(qū)的協(xié)作治理機(jī)制建設(shè)將進(jìn)入新階段,建議加強(qiáng)區(qū)域統(tǒng)籌規(guī)劃、構(gòu)筑"四方協(xié)議+大灣區(qū)發(fā)展合作委員會(huì)+聯(lián)席會(huì)議+專項(xiàng)合作"的協(xié)作機(jī)制、完善粵港澳大灣區(qū)法治框架,以推進(jìn)粵港澳大灣區(qū)建設(shè)成為國(guó)際一流灣區(qū)。
[Abstract]:The cooperative governance of Guangdong, Hong Kong, and Macao started from the protection of water supply, realized the expansion of economic and trade cooperation, environmental governance and other fields, and gradually set up an administrative agreement as the top level design to cooperate with the joint meeting. The Task Force-based collaborative governance mechanism has promoted the integration of the three regions. On the basis of summing up the evolution of the relationship and cooperative governance mechanism between Guangdong, Hong Kong and Macao, the paper holds that with the implementation of the Framework Agreement on deepening Cooperation between Guangdong, Hong Kong and Macao to promote the Construction of the Dawan District, Guangdong-Hong Kong-Macau Greater Bay Area's cooperative governance mechanism will enter a new stage. It is suggested that the regional overall planning be strengthened, the cooperation mechanism of the Joint meeting of the Big Bay Development Cooperation Committee of the Quadripartite Agreement be constructed, and the framework of Guangdong-Hong Kong-Macau Greater Bay Area's rule of law be perfected. To promote the construction of Guangdong-Hong Kong-Macau Greater Bay Area into an international first-class Bay area.
