【摘要】：發(fā)達(dá)國家為發(fā)展中國家和最不發(fā)達(dá)國家提供援助的歷史可以追溯到20世紀(jì)60年代,然而關(guān)于援助效果的爭議也從未間斷。2002年以前,援助效果通常指的是援助與經(jīng)濟(jì)增長或是援助與減貧效果之間的關(guān)系。根據(jù)援助與經(jīng)濟(jì)增長(或減貧效果)之間的關(guān)系來分析援助效果可以被視為“結(jié)果導(dǎo)向型”的分析框架。 自2002年經(jīng)濟(jì)合作與發(fā)展組織下屬的發(fā)展援助委員會(Organization for Economic Co-operation and Development-Development Assistance Committee, OECD-DAC)提出援助有效性概念以來,以有效性衡量援助效果的研究日益增多。自此,出現(xiàn)了以符合《巴黎宣言》指標(biāo)為基礎(chǔ)的“過程導(dǎo)向型”分析框架。關(guān)于援助效果的分析也逐漸從“結(jié)果導(dǎo)向型”轉(zhuǎn)為了“過程導(dǎo)向型”和“結(jié)果導(dǎo)向型”并行的分析機(jī)制。在OECD-DAC援助有效性研究大力發(fā)展的同時,仍有大量學(xué)者通過實證模型來研究援助與經(jīng)濟(jì)增長或是與減貧效果之間的關(guān)系。由于援助與經(jīng)濟(jì)增長的研究較為普遍,本文將側(cè)重于研究援助與經(jīng)濟(jì)增長的關(guān)系�？偟膩碚f,本文將從兩個角度對發(fā)達(dá)國家援助的效果進(jìn)行全面分析,一方面考察發(fā)達(dá)國家援助的有效性,另一方面分析發(fā)達(dá)國家援助的經(jīng)濟(jì)效果。根據(jù)OECD-DAC的相關(guān)援助有效性議程提供的指標(biāo)援助,考察援助的有效性。另一方面,本文為衡量援助的經(jīng)濟(jì)效果,在基礎(chǔ)的經(jīng)濟(jì)增長模型中加入援助變量,借鑒藥物模型和好政策模型對基礎(chǔ)模型進(jìn)行擴(kuò)展,并最終使用該實證模型對發(fā)達(dá)國家援助的經(jīng)濟(jì)效果進(jìn)行分析。為保證結(jié)果的穩(wěn)健性,消除內(nèi)生性的影響,本文分別采取了PCSE和系統(tǒng)GMM的估計方法對本文的模型進(jìn)行估計,并得出結(jié)論,只有在政策足夠好且受援國收入較低時,援助才有可能對經(jīng)濟(jì)增長有正面影響。
[Abstract]:The history of aid provided by developed countries to developing and least developed countries dates back to the 1960s, but the controversy over aid effectiveness has never stopped. Aid effectiveness usually refers to the relationship between aid and economic growth or aid and poverty reduction. The analysis of aid effectiveness based on the relationship between aid and economic growth (or poverty reduction effect) can be regarded as a "result-oriented" analytical framework. Since the for Economic Co-operation and Development-Development Assistance Committee (OECD-DAC) of the Organization for Economic Cooperation and Development (OECD) put forward the concept of aid effectiveness in 2002, the research on measuring aid effectiveness by effectiveness has increased day by day. Since then, a "process-oriented" analytical framework based on Paris Declaration targets has emerged. The analysis of aid effectiveness has gradually changed from "result-oriented" to "process-oriented" and "result-oriented" parallel analysis mechanism. While the research on aid effectiveness of OECD-DAC develops vigorously, there are still a lot of scholars through empirical models to study the relationship between aid and economic growth or poverty reduction effect. As the research on aid and economic growth is common, this paper will focus on the relationship between aid and economic growth. On the one hand, the effectiveness of aid from developed countries, on the other hand, the economic effect of aid from developed countries. The effectiveness of the aid is examined according to the indicator aid provided by the OECD-DAC 's related aid effectiveness agenda. On the other hand, in order to measure the economic effect of aid, this paper adds aid variables to the basic economic growth model, and extends the basic model by using the drug model and the good policy model. Finally, this empirical model is used to analyze the economic effects of aid in developed countries. In order to ensure the robustness of the results and eliminate the endogenous influence, this paper estimates the model by PCSE and systematic GMM, and concludes that only if the policy is good enough and the income of the recipient is low, Aid is likely to have a positive impact on economic growth.
