【摘要】:綠色發(fā)展是指均衡的發(fā)展、節(jié)約的發(fā)展、清潔的發(fā)展、循環(huán)的發(fā)展、安全的發(fā)展。區(qū)劃是區(qū)域管理與發(fā)展的基礎(chǔ),科學(xué)合理的區(qū)劃是實(shí)現(xiàn)經(jīng)濟(jì)社會(huì)、自然資源、生態(tài)環(huán)境三大效益有機(jī)統(tǒng)一的關(guān)鍵。如何在區(qū)劃中融入經(jīng)濟(jì)、生態(tài)、自然、資源等因素,使得區(qū)劃對(duì)區(qū)域綠色發(fā)展起到關(guān)鍵的指導(dǎo)作用是區(qū)劃研究的重點(diǎn),也是綠色發(fā)展區(qū)劃致力于解決的問(wèn)題。本文針對(duì)已有區(qū)劃綜合性較弱、重生態(tài)保護(hù)理念、輕綠色發(fā)展思路的特點(diǎn),將面臨“綠色崛起”、“生態(tài)文明先行示范區(qū)”和“生態(tài)文明試驗(yàn)區(qū)”的新形勢(shì),需實(shí)現(xiàn)從以“治山、治江、治湖、治窮”的應(yīng)急搶救型為主的生態(tài)治理模式,轉(zhuǎn)變?yōu)椤案簧健⒏凰、富民、?qiáng)生態(tài)”的減壓增效型為主的可持續(xù)發(fā)展模式的江西省作為研究區(qū)域,遵循區(qū)劃原則與理論,使用地理學(xué)綜合區(qū)劃方法,運(yùn)用GIS等技術(shù)手段,基于江西省地形、地貌、生態(tài)、農(nóng)業(yè)、林業(yè)、草業(yè)、濕地、經(jīng)濟(jì)、旅游等空間數(shù)據(jù),建立定性與定量、生態(tài)與經(jīng)濟(jì)、全面與重點(diǎn)相結(jié)合的指標(biāo)體系,評(píng)價(jià)各研究單元的發(fā)展條件與方向,科學(xué)劃分了4類(lèi)一級(jí)區(qū)、17類(lèi)二級(jí)區(qū)和51類(lèi)三級(jí)區(qū)。首次實(shí)現(xiàn)以綠色發(fā)展為目標(biāo),以縣域資源及其發(fā)展優(yōu)勢(shì)為基礎(chǔ),以各單元綠色發(fā)展途徑為出口的綠色發(fā)展區(qū)劃。區(qū)劃結(jié)果有助于明確各縣綠色發(fā)展方向,便于指導(dǎo)資源的優(yōu)化利用與產(chǎn)業(yè)的合理布局,并可為推進(jìn)江西省生態(tài)環(huán)境保護(hù)和可持續(xù)發(fā)展提供科學(xué)依據(jù)。基于區(qū)劃結(jié)果,布置適宜的發(fā)展模式。以求進(jìn)一步提高區(qū)劃結(jié)果的使用與指導(dǎo)價(jià)值,發(fā)揮區(qū)劃與模式的綜合作用。研究取得的主要成果如下:1)探索建立綠色發(fā)展區(qū)劃指標(biāo)體系:整理分析江西省地形、地貌、生態(tài)、農(nóng)業(yè)、林業(yè)、草業(yè)、濕地、經(jīng)濟(jì)、旅游等空間數(shù)據(jù),遵循定性與定量、生態(tài)與經(jīng)濟(jì)、全面與重點(diǎn)相結(jié)合的原則選取指標(biāo),最終建立了包含44項(xiàng)指標(biāo)在內(nèi)的綠色發(fā)展區(qū)劃指標(biāo)體系,指標(biāo)涵蓋江西省自然條件、社會(huì)經(jīng)濟(jì)、生態(tài)環(huán)境三方面。2)在一級(jí)區(qū)劃中,根據(jù)地形、地貌、生態(tài)條件將江西省劃分為江河源區(qū)、低山丘陵區(qū),河谷平原區(qū)及鄱陽(yáng)湖平原區(qū),有利于促進(jìn)江西省在新形勢(shì)下的戰(zhàn)略制定及流域分區(qū)管理。3)在二級(jí)區(qū)劃中,建立相應(yīng)的指標(biāo),評(píng)價(jià)各縣的發(fā)展條件,最后按照生態(tài)系統(tǒng)類(lèi)型將其劃分為農(nóng)業(yè)、林業(yè)、濕地、草地、城鎮(zhèn),這可為評(píng)價(jià)各縣的發(fā)展資源及方向提供科學(xué)依據(jù),推進(jìn)經(jīng)濟(jì)與環(huán)境保護(hù)協(xié)同發(fā)展。4)在三級(jí)區(qū)劃中,將各研究單元的生態(tài)系統(tǒng)類(lèi)型進(jìn)行細(xì)化,提出各研究單元生態(tài)與發(fā)展相結(jié)合的具體發(fā)展方向。另一方面,為充分利用江西省的綠色生態(tài)資源,科學(xué)評(píng)價(jià)了各地區(qū)的生態(tài)旅游資源,科學(xué)劃定出生態(tài)服務(wù)業(yè)重點(diǎn)發(fā)展區(qū)。5)總結(jié)和提煉農(nóng)業(yè)、林業(yè)、草業(yè)、濕地方面的典型模式,并在區(qū)劃結(jié)果基礎(chǔ)上,將其落地到具體地塊區(qū)域。實(shí)現(xiàn)模式在適宜區(qū)域的推廣應(yīng)用,進(jìn)一步提高了區(qū)劃及模式的綜合作用。
[Abstract]:Green development refers to balanced development, economical development, clean development, circular development, and safe development. Regionalization is the basis of regional management and development, and scientific and reasonable regionalization is the key to realize the organic unification of economic, social, natural resources and ecological environment benefits. How to integrate the factors of economy, ecology, nature and resources into the regionalization makes the regionalization play a key role in guiding the regional green development, which is also the key point of the regionalization research and the problem that the green development regionalization devotes to solve. In view of the characteristics of the existing regionalization, which is relatively weak in comprehensiveness, emphasis on ecological protection and light on green development, this paper will face the new situation of "green rise", "ecological civilization first demonstration area" and "ecological civilization experimental area". It is necessary to change the ecological management model from "governing mountains, rivers, lakes and poor people" to "rich mountains, rich water, rich people, rich mountains, rich water, rich people," Jiangxi Province, as a research area, follows the principle and theory of regionalization, uses the comprehensive regionalization method of geography, uses GIS and other technical means, based on the topography, geomorphology and ecology of Jiangxi Province. Agricultural, forestry, grassland, wetland, economy, tourism and other spatial data, the establishment of qualitative and quantitative, ecological and economic, comprehensive and integrated with the focus of the index system, evaluation of the development conditions and direction of each research unit, Scientific division is divided into 4 types of first-class areas 17-class-2-and 51-class-3-zones. It is the first time to realize the green development regionalization based on the county resources and its development advantages and the green development way of each unit as the export target for the first time. The results of regionalization are helpful to clarify the direction of green development in each county, to guide the optimal utilization of resources and the rational distribution of industry, and to provide scientific basis for the promotion of ecological environment protection and sustainable development in Jiangxi Province. Based on the results of the division, the appropriate development model is arranged. In order to further improve the use and guiding value of regionalization results, give play to the comprehensive role of regionalization and model. The main achievements of the study are as follows: 1) exploring the establishment of an index system for the division of green development: sorting and analyzing the terrain, geomorphology, ecology, agriculture, forestry, grass industry, wetland, economy, tourism and other spatial data in Jiangxi Province, following the qualitative and quantitative analysis. The index system of green development regionalization, which includes 44 indexes, is established, which covers the natural conditions and social economy of Jiangxi Province. According to the topography, geomorphology and ecological conditions, Jiangxi Province is divided into river source region, low hill region, valley plain region and Poyang lake plain area. It is beneficial to promote the strategic formulation and watershed zonation management in Jiangxi Province under the new situation. In the secondary regionalization, the corresponding indexes are established, and the development conditions of the counties are evaluated. Finally, they are divided into agriculture, forestry and wetland according to the type of ecosystem. Grassland, town, which can provide scientific basis for evaluating the development resources and direction of each county, promote the coordinated development of economy and environmental protection .4) in the three-level regionalization, the ecosystem types of each research unit can be refined. The specific development direction of the combination of ecology and development of each research unit is put forward. On the other hand, in order to make full use of the green ecological resources of Jiangxi Province, the ecotourism resources of various regions are scientifically evaluated, and the key development area of ecological service industry. 5) the typical models of agriculture, forestry, grass industry and wetland are summarized and refined. And on the basis of the results of the division, it falls to the specific block area. The extension and application of the pattern in the suitable area further improves the comprehensive function of the regionalization and the model.
