【摘要】：2008年全球經(jīng)濟(jì)危機(jī)爆發(fā)，波及中國東南沿海。危機(jī)過后，歐美制造業(yè)回籠，中國東南沿海實(shí)行“騰籠換鳥”，，紛紛進(jìn)行產(chǎn)業(yè)轉(zhuǎn)移和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。隨著國內(nèi)三大區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移實(shí)踐的增多，關(guān)于產(chǎn)業(yè)承接的研究成為經(jīng)濟(jì)研究者和地方政府關(guān)注的熱點(diǎn)問題。在產(chǎn)業(yè)轉(zhuǎn)移以及調(diào)結(jié)構(gòu)、轉(zhuǎn)方式的大趨勢下，如何有效承接區(qū)域產(chǎn)業(yè)轉(zhuǎn)移和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化，對理論界和政府部門來說，這是一個(gè)亟需思考的理論與現(xiàn)實(shí)問題。對于重慶市而言，若能在產(chǎn)業(yè)轉(zhuǎn)移的第四次浪潮中，抓住時(shí)機(jī)，進(jìn)行產(chǎn)業(yè)承接和產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化，則對確立重慶市的西部經(jīng)濟(jì)中心和國家五大中心城市之一的戰(zhàn)略地位具有積極的現(xiàn)實(shí)意義。 本文以配第-克拉克定律、庫茲涅茨人均收入影響論以及錢納里工業(yè)化階段理論等理論為依據(jù)，借鑒國內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的相關(guān)研究成果，采取比較分析法、理論研究與實(shí)證研究相結(jié)合等方法，系統(tǒng)分析研究了重慶承接產(chǎn)業(yè)轉(zhuǎn)移對產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的影響。首先，介紹重慶承接國內(nèi)外產(chǎn)業(yè)轉(zhuǎn)移的現(xiàn)狀，從縱橫向、內(nèi)部三個(gè)維度闡述了重慶當(dāng)前產(chǎn)業(yè)結(jié)構(gòu)的現(xiàn)狀；其次對重慶市產(chǎn)業(yè)結(jié)構(gòu)水平作了測度，從規(guī)范分析角度，分析了產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)之間的關(guān)系；再次，從實(shí)證分析角度，論證重慶承接產(chǎn)業(yè)轉(zhuǎn)移對產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的影響；最后，從重慶當(dāng)前實(shí)際出發(fā)，提出了優(yōu)化承接環(huán)境、明確承接對象、完善產(chǎn)業(yè)鏈、注重區(qū)域協(xié)調(diào)發(fā)展等促進(jìn)重慶產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化的政策建議。 與以前的研究相比，本文主要在兩個(gè)方面進(jìn)行了創(chuàng)新：一是以汽摩、鋼鐵等傳統(tǒng)制造業(yè)、以筆記本計(jì)算機(jī)為代表的信息技術(shù)產(chǎn)業(yè)為對象進(jìn)行研究，使研究緊跟時(shí)代；二是提出的對策不僅對解決重慶承接產(chǎn)業(yè)轉(zhuǎn)移與產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化有參考價(jià)值，而且對其他地區(qū)解決類似問題也有重要參考價(jià)值。本文在寫作過程中，遇到的最大困難是數(shù)據(jù)收集不全面，數(shù)據(jù)收集難度較大。
[Abstract]:The global economic crisis broke out in 2008, affecting the southeast coast of China. After the crisis, the European and American manufacturing industry returned to cage, and the southeast coast of China implemented "freeing cage for bird", and carried out industrial transfer and industrial structure upgrading one after another. With the increasing practice of industrial transfer among three regions in China, the research on industrial undertaking has become a hot issue of economic researchers and local governments. Under the general trend of industrial transfer, adjustment of structure and mode of transformation, how to effectively undertake regional industrial transfer and industrial structure optimization is a theoretical and practical problem that needs to be considered for theoretical circles and government departments. As far as Chongqing is concerned, if we can seize the opportunity in the fourth wave of industrial transfer, we can carry out industrial undertaking and industrial structure optimization. It is of positive practical significance to establish the strategic position of Chongqing's western economic center and one of the five national central cities. In this paper, based on the theory of matching Clark's law, Kuznets' per capita income influence theory and Chennari's industrialization stage theory, and referring to the relevant research results of industrial transfer and industrial structure optimization at home and abroad, the comparative analysis method is adopted. By combining theoretical research with empirical research, this paper systematically analyzes and studies the impact of industrial transfer on industrial structure optimization in Chongqing. First of all, it introduces the current situation of Chongqing's industrial transfer at home and abroad, expounds the present situation of Chongqing's current industrial structure from three dimensions of vertical and horizontal direction, secondly, measures the level of Chongqing's industrial structure, and analyzes the level of Chongqing's industrial structure from the perspective of normative analysis. This paper analyzes the relationship between industrial transfer and industrial structure; thirdly, from the perspective of empirical analysis, demonstrates the impact of industrial transfer in Chongqing on industrial structure optimization; finally, from the current reality of Chongqing, it proposes to optimize the undertaking environment. The policy suggestion of promoting the optimization of industrial structure of Chongqing is to make clear the target, perfect the industrial chain and pay attention to the coordinated development of the region. Compared with the previous research, this paper mainly carries on the innovation in two aspects: first, takes the automobile friction, the iron and steel and so on traditional manufacturing industry, takes the notebook computer as the representative information technology industry as the object carries on the research, causes the research to keep up with the times; Second, the proposed countermeasures not only have reference value for solving the industrial transfer and industrial structure optimization in Chongqing, but also have important reference value for other regions to solve similar problems. In the process of writing, the biggest difficulty is that the data collection is not comprehensive and the data collection is difficult.
