【摘要】：實施"一帶一盟"戰(zhàn)略、推進國際產能合作,是我國根據全球經濟形勢深刻調整變化,統(tǒng)籌國內國際兩個大局、構建全方位開放新格局做出的重大戰(zhàn)略決策。本文在"一帶一盟"戰(zhàn)略框架下,通過深入研究當前國際產能合作在體制機制和服務體系供應、技術標準與制度環(huán)境的國際兼容性、企業(yè)合力形成、長期境外風險控制等方面面臨的問題與障礙,建議通過塑造新形勢下國際合作與投資促進體制機制、提升科學研究力度和智庫力量、加強外部共贏合作等,為傳統(tǒng)產能在更大的國際市場上發(fā)揮作用,以走出產能過剩的困境。
[Abstract]:To carry out the strategy of "one Union and one Belt" and to promote international production capacity cooperation is an important strategic decision made by our country in accordance with the profound adjustment and changes of the global economic situation, as well as the overall situation of China and the world, and the construction of a new pattern of all-round opening up. In this paper, under the strategic framework of "one Belt, one Union", through the in-depth study of the current international capacity cooperation in the supply of institutional mechanisms and service systems, the international compatibility of technical standards with the institutional environment, the enterprises have formed a joint effort. The problems and obstacles faced by long-term overseas risk control and other aspects suggest that through shaping the institutional mechanism of international cooperation and investment promotion under the new situation, we should enhance the strength of scientific research and think tanks, and strengthen win-win cooperation with the outside, etc. For traditional capacity to play a role in the larger international market, to get out of the plight of overcapacity.
