【摘要】:加快發(fā)展少數(shù)民族經(jīng)濟是新疆實現(xiàn)跨越式發(fā)展和長治久安的一大戰(zhàn)略,隨著第二次中央新疆工作座談會的召開,少數(shù)民族經(jīng)濟作為其中重要的發(fā)展主體,備受各級黨委的重視。兵、師、團各級黨委因地制宜采取多項有效措施,通過資金扶持、加強基層組織建設(shè)、提升技能素質(zhì)、強化干部人才隊伍建設(shè)等措施,幫助少數(shù)民族解決發(fā)展中存在的問題,少數(shù)民族經(jīng)濟駛?cè)氚l(fā)展的快車道。近5年來,四師71團的少數(shù)民族經(jīng)濟一直處于平穩(wěn)較快的發(fā)展狀態(tài),少數(shù)民族連隊社會面貌、群眾生產(chǎn)生活條件發(fā)生翻天覆地的變化,戶均收入也較前幾年明顯提高。但隨著團場三化建設(shè)的深入發(fā)展,少數(shù)民族家庭致富后返貧現(xiàn)象、與團場職均收入差距問題日漸突出,逐漸成為影響民族團結(jié)、制約社會和諧穩(wěn)定發(fā)展的問題。2次中央新疆工作座談會召開后,兵團黨委提出到2015年實現(xiàn)國內(nèi)生產(chǎn)總值和人均收入比2010年翻一番,到2015年實現(xiàn)國內(nèi)生產(chǎn)總值和人均收入比2010年翻一番,到2018年率先在西北地區(qū)全面建成小康社會,到2020年力爭實現(xiàn)國內(nèi)生產(chǎn)總值和人均收入比2010年翻兩番。四師黨委也根據(jù)實際每年制定少數(shù)民族家庭增收目標。團場少數(shù)民族經(jīng)濟發(fā)展這個課題正在歷經(jīng)實踐檢驗,對于新疆社會穩(wěn)定和長治久安的發(fā)展主題具有重要推動作用。本課題主要采用理論研究與實際調(diào)研結(jié)合,筆者負責(zé)71團少數(shù)民族經(jīng)濟工作,近5年來,通過實地調(diào)研團場少數(shù)民族經(jīng)濟發(fā)展數(shù)據(jù),總結(jié)經(jīng)驗、查找問題、制定政策等,能夠真實準確的把握該團少數(shù)民族經(jīng)濟工作。筆者通過對71團少數(shù)民族經(jīng)濟發(fā)展歷程的分析,考察調(diào)研71團的發(fā)展現(xiàn)狀、產(chǎn)業(yè)支柱、資源優(yōu)勢與發(fā)展?jié)摿?客觀分析了團場少數(shù)民族經(jīng)濟發(fā)展中存在的問題和瓶頸,提出了相應(yīng)的發(fā)展對策和建議,該課題的研究具有推動團場三化建設(shè)發(fā)展、促進少數(shù)民族經(jīng)濟發(fā)展、實現(xiàn)各民族“共同繁榮奮斗、共同發(fā)展富!钡臅r代意義。筆者結(jié)合四師71團實際,通過對71團少數(shù)民族家庭實地入戶調(diào)研走訪、搜集整理數(shù)據(jù)、分析總結(jié)經(jīng)驗、研究發(fā)展現(xiàn)狀,分析瓶頸問題、探索發(fā)展領(lǐng)域和路徑,提出71團少數(shù)民族經(jīng)濟跨越式發(fā)展的對策和建議,建立多層次、多元化的發(fā)展模式,通過制定保障措施、增加財政支出、轉(zhuǎn)變經(jīng)濟增長模式、發(fā)展特色優(yōu)勢產(chǎn)業(yè)、制定發(fā)展規(guī)劃和優(yōu)惠政策、建立掛鉤幫扶機制、加大社會事業(yè)投入、加強基礎(chǔ)設(shè)施建設(shè)、加強少數(shù)民族民族專業(yè)人才培訓(xùn)、提高少數(shù)民族素質(zhì)技能、提高農(nóng)牧民社會主體地位與素質(zhì)技能、大力發(fā)展民族教育、改善生態(tài)環(huán)境等措施提高71團少數(shù)民族家庭收入。
[Abstract]:Speeding up the development of ethnic minority economy is a major strategy for Xinjiang to achieve leapfrog development and lasting stability. With the convening of the second Central Xinjiang work Symposium, ethnic minority economy, as an important subject of development, has been attached great importance to by party committees at all levels. Party committees at all levels of the soldiers, divisions, and regiments have adopted a number of effective measures according to local conditions, through financial support, strengthening the building of grass-roots organizations, upgrading the quality of skills, and strengthening the building of the contingent of cadres and talented people, so as to help ethnic minorities solve problems existing in their development. The economy of ethnic minorities has entered the fast lane of development. In the past five years, the economy of ethnic minorities in the 71st regiment of the fourth Division has been in a stable and rapid state of development. The social outlook of minority companies, the production and living conditions of the masses have undergone earth-shaking changes, and the average household income has also increased significantly compared with the previous few years. However, with the further development of the construction of Tuanchang, the phenomenon of minority families returning to poverty after becoming rich, and the problem of income gap between the family and the regiment are becoming more and more prominent, which has gradually become an impact on national unity. After the convening of the second Central Xinjiang work Symposium, which restricted the harmonious and stable development of society, the party committee of the Corps proposed that the gross domestic product and per capita income should double by 2015 as compared with 2010. By 2015, the GDP and per capita income will double that of 2010, and by 2018, we will be the first to build a well-off society in Northwest China, and by 2020, we will strive to quadruple the GDP and per capita income compared with 2010. The fourth Division Party Committee also set annual income targets for ethnic minority families according to the actual situation. The subject of economic development of ethnic minorities in Tuanchang is undergoing practical tests and plays an important role in promoting the development of social stability and long-term stability in Xinjiang. This subject mainly adopts the combination of theoretical research and practical research. The author is responsible for the economic work of 71 ethnic groups. In the past five years, through the field investigation of the economic development data of ethnic minorities, the author sums up experience, finds problems, and formulates policies, etc. To be able to truly and accurately grasp the economic work of minority groups. Based on the analysis of the development course of the national minority economy in the 71st regiment, the author investigates the development status, industry pillar, resource superiority and development potential of the 71st regiment, and analyzes objectively the problems and bottlenecks existing in the development of the minority economy in the regiment. This paper puts forward the corresponding development countermeasures and suggestions. The research on this subject has the significance of promoting the development of the three modernizations of the Tuanchang, promoting the economic development of the minority nationalities, and realizing the common prosperity and struggle and the common development and prosperity of all the nationalities. Combined with the actual situation of the 71st regiment of the fourth Division, through the investigation and study of the 71 minority families in the field, the author collects and collates the data, analyzes and sums up the experience, studies the present situation of development, analyzes the bottleneck problems, and explores the development fields and paths. The paper puts forward the countermeasures and suggestions for the leap-forward development of the national minority economy of the 71st regiment, establishes a multi-level and diversified development model, increases the financial expenditure, changes the economic growth model, and develops the characteristic advantage industry through the formulation of the safeguard measures. We should formulate development plans and preferential policies, set up a mechanism for supporting and supporting people, increase investment in social undertakings, strengthen the construction of infrastructure, strengthen the training of professional personnel of ethnic minorities, and improve the quality and skills of ethnic minorities. We should improve the social status and quality of farmers and herdsmen, vigorously develop national education, improve the ecological environment and other measures to improve the income of 71 minority families.
