國內(nèi)產(chǎn)業(yè)轉(zhuǎn)移對區(qū)域碳排放差異影響研究

【摘要】:隨著全球氣候變化問題的日益凸顯、全球氣候談判歷程的不斷復雜、以及我國減排壓力的不斷加大,碳排放問題日益成為學術界關注的焦點問題之一,碳排放區(qū)域差異和區(qū)位轉(zhuǎn)移是碳排放研究中的重要議題之一。然而,近幾年來生產(chǎn)要素在區(qū)域流動更加活躍,以發(fā)達國家和地區(qū)為主的新一輪產(chǎn)業(yè)結(jié)構(gòu)調(diào)整正在全球范圍展開,產(chǎn)業(yè)轉(zhuǎn)移和資本流動呈現(xiàn)新的特點和趨勢,新一輪產(chǎn)業(yè)大規(guī)模轉(zhuǎn)移正在如火如荼地進行。本文在總結(jié)國內(nèi)外研究進展的基礎上,通過區(qū)域間投入產(chǎn)出表數(shù)據(jù),利用投入產(chǎn)出分析方法定量分析我國2002—2007年產(chǎn)業(yè)轉(zhuǎn)移及產(chǎn)業(yè)轉(zhuǎn)移所帶來的碳排放區(qū)位轉(zhuǎn)移量,并探討其對區(qū)域碳排放的影響差異,為我國區(qū)域節(jié)能減排提供了政策建議。通過本文研究得出以下主要結(jié)論: 第一,我國沿海產(chǎn)業(yè)轉(zhuǎn)移以消費驅(qū)動型為主,出口驅(qū)動下產(chǎn)業(yè)轉(zhuǎn)移比重相對較低,且整體表現(xiàn)出東部地區(qū)向其他地區(qū)轉(zhuǎn)移的空間特征,符合產(chǎn)業(yè)梯度轉(zhuǎn)移規(guī)律,其中北部沿海作為東部稍落后地區(qū)成為東部地區(qū)出口型產(chǎn)業(yè)轉(zhuǎn)移重要承接地;通過計算17個行業(yè)區(qū)域間轉(zhuǎn)移規(guī)模及空間流向,我們發(fā)現(xiàn)區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移以工業(yè)轉(zhuǎn)移為主,農(nóng)業(yè)和服務業(yè)轉(zhuǎn)移比重較小,同時,,根據(jù)我們的測算,工業(yè)轉(zhuǎn)移以東部沿海地區(qū)轉(zhuǎn)出為主,尤其是采選業(yè)、金屬冶煉及制品業(yè)、石化工業(yè)等資源能源型行業(yè)轉(zhuǎn)移量大。 第二,通過計算區(qū)域碳排放系數(shù),并與產(chǎn)業(yè)轉(zhuǎn)移量相乘,我們得出產(chǎn)業(yè)轉(zhuǎn)移帶來的碳排放區(qū)位轉(zhuǎn)移量,發(fā)現(xiàn)2002—2007年間,不管是在規(guī)模上還是在空間范圍上,我國碳排放區(qū)位轉(zhuǎn)移都發(fā)生了很大的變化。受區(qū)域間產(chǎn)業(yè)轉(zhuǎn)移的影響,碳排放區(qū)位轉(zhuǎn)移以東南沿海區(qū)域向中部地區(qū)、西北地區(qū)轉(zhuǎn)移為主,總體上碳排放空間范圍開始向西部地區(qū)延伸,分開來看,出口驅(qū)動引起的碳排放轉(zhuǎn)移增加比消費引起的碳排放轉(zhuǎn)移增加快,主要體現(xiàn)在東南沿海地區(qū)出口對中部地區(qū)碳排放的誘發(fā)作用。 第三,通過計算區(qū)域碳排放量,我們發(fā)現(xiàn)區(qū)域碳排放差異較大,東部沿海與中部地區(qū)碳排放量較大,其中,北部沿海、東部沿海和西部能源大省碳排放增加較快。因此,產(chǎn)業(yè)轉(zhuǎn)移碳轉(zhuǎn)出對東部沿海碳排放總量影響相對較小,區(qū)域碳排放壓力更多來自本土產(chǎn)業(yè)減排,北部沿海地區(qū)、南部沿海地區(qū)和中部地區(qū)等碳凈轉(zhuǎn)出區(qū)表現(xiàn)出類似特征,僅程度不同。西北地區(qū)是碳轉(zhuǎn)入最大地區(qū),外部產(chǎn)業(yè)轉(zhuǎn)移是區(qū)域碳排放的主體,產(chǎn)業(yè)轉(zhuǎn)移減排壓力遠大于本土產(chǎn)業(yè)減排,東北、京津和西南等碳凈轉(zhuǎn)入?yún)^(qū)表現(xiàn)出同樣特征,僅影響程度相對西北地區(qū)要小。 第四,通過計算產(chǎn)業(yè)轉(zhuǎn)移“碳泄漏”量,我們發(fā)現(xiàn),東部沿海產(chǎn)業(yè)轉(zhuǎn)移向中部地區(qū)、東北地區(qū)和西北地區(qū)分別泄漏了1291.71萬噸、516.33萬噸、979.88萬噸碳,其中,中部地區(qū)出現(xiàn)二次泄漏現(xiàn)象,分別向西北地區(qū)、東北地區(qū)、西南地區(qū)泄漏了710.07萬噸、-58.06萬噸、-288.86萬噸,總體碳泄漏量為363.15萬噸。因此,我國產(chǎn)業(yè)轉(zhuǎn)移存在較嚴重的“碳泄漏”現(xiàn)象,區(qū)域碳交易市場的建立迫在眉睫。
[Abstract]:With the increasing of global climate change , the complexity of the process of global climate negotiations and the increasing pressure of emission reduction in China , carbon emission has become one of the important issues in the research of carbon emission .
First , China ' s coastal industrial transfer is mainly consumption - driven type , the proportion of industrial transfer under export drive is relatively low , and the whole shows the spatial characteristics of the transfer of the eastern region to other regions , which accords with the law of industrial gradient transfer , in which the northern coast is the important receiving place for the export - type industry in the eastern region as the eastern part of the east .
Through the calculation of the transfer size and spatial flow of the 17 industries , we find that the transfer of industrial transfer is dominated by industrial transfer , and the transfer of agricultural and service industries is relatively small . At the same time , according to our measurement , the industrial transfer is mainly carried out in the eastern coastal area , especially in the mining industry , metal smelting , production industry , petrochemical industry and other resource energy type industries .
Second , by calculating the regional carbon emission coefficient and multiplying the industrial transfer quantity , we conclude that the carbon emission region transfer quantity brought by industrial transfer has changed greatly from 2002 to 2007 .
Third , by calculating the regional carbon emission , we found that the regional carbon emission is relatively large , and the carbon emission from the east coast to the central region is relatively large . Therefore , the carbon emission from the north coast , the east coast and the western energy source is increased faster . Therefore , the regional carbon emission pressure is relatively small , the regional carbon emission pressure is more from the local industry emission reduction , the external industry transfer is the main body of the regional carbon emission , the industrial transfer emission reduction pressure is much larger than that of the local industry emission reduction , the northeast , Beijing and Tianjin and the southwest and the like carbon net transfer area shows the same characteristics , only the degree of influence is small relative to the northwest region .
Fourthly , by calculating the amount of " carbon leakage " in the industrial transfer , we found that the transfer of the eastern coastal industries to the central region , Northeast China and Northwest China respectively revealed 1291 million tons of carbon , 516.33 million tons and 979.88 million tons of carbon , respectively . In the central region , there were secondary leakage , and the total carbon leakage rate was 363,150,000 tons . Therefore , there was a serious " carbon leakage " phenomenon in China ' s industrial transfer , and the establishment of regional carbon trading market is imminent .
