【摘要】：近年來,我國全社會投資增速逐年回落,與此同時,產(chǎn)業(yè)和地區(qū)結(jié)構(gòu)的調(diào)整取得進(jìn)展。經(jīng)濟(jì)轉(zhuǎn)型面臨挑戰(zhàn),新舊動能轉(zhuǎn)化難度大,政府投資主導(dǎo)地位增強,民間投資增長動力減弱,投融資渠道不暢通,儲蓄無法有效轉(zhuǎn)化為投資,政府和企業(yè)債務(wù)規(guī)模擴大,財政金融風(fēng)險加劇。2017年的投資將維持低速增長局面,全年投資增速將低于GDP增速,固定資產(chǎn)投資率趨于下降。面對新形勢新矛盾新問題新挑戰(zhàn),投資要努力實現(xiàn)方式轉(zhuǎn)變、動能轉(zhuǎn)換與結(jié)構(gòu)優(yōu)化。
[Abstract]:In recent years, the growth rate of China's social investment has dropped year by year, at the same time, the adjustment of industrial and regional structure has made progress.Facing the challenge of economic transformation, the transformation of new and old kinetic energy is very difficult, the leading position of government investment is strengthened, the growth power of private investment is weakened, the channels of investment and financing are not open, the savings can not be effectively converted into investment, and the scale of government and enterprise debt is enlarged.Fiscal and financial risks have intensified. Investment growth will remain low in 2017, with investment growth lower than GDP growth for the full year and fixed asset investment rates falling.Facing the new situation, new contradictions, new problems and new challenges, investment should make great efforts to realize the transformation of mode, kinetic energy conversion and structural optimization.
