鄭州航空港經(jīng)濟綜合實驗區(qū)重點產(chǎn)業(yè)培育研究

【摘要】:鄭州航空港經(jīng)濟綜合實驗區(qū)(以下簡稱鄭州航空港區(qū))自建設(shè)以來,經(jīng)濟實現(xiàn)了突飛猛進(jìn)式增長,規(guī)劃了八大產(chǎn)業(yè)園區(qū)建設(shè),以產(chǎn)業(yè)的不斷發(fā)展來支撐整個鄭州航空港區(qū)經(jīng)濟高速增長,發(fā)揮經(jīng)濟增長極作用。在全國經(jīng)濟增速放緩與鄭州航空港區(qū)產(chǎn)業(yè)發(fā)展逐漸成熟的背景下,鄭州航空港區(qū)產(chǎn)業(yè)帶動經(jīng)濟增長的態(tài)勢有所平緩,為持續(xù)性支撐鄭州航空港區(qū)經(jīng)濟發(fā)展,需對八大產(chǎn)業(yè)進(jìn)行重點選擇與培育,以挖掘出產(chǎn)業(yè)發(fā)展帶動經(jīng)濟增長潛力。為了更好選擇鄭州航空港區(qū)近期重點發(fā)展產(chǎn)業(yè),對比不同產(chǎn)業(yè)選擇方法,結(jié)合該區(qū)域產(chǎn)業(yè)特點,運用模糊評價法,構(gòu)建產(chǎn)業(yè)選擇模型,對鄭州航空港區(qū)八大產(chǎn)業(yè)進(jìn)行級別排序。根據(jù)模型結(jié)果分析得出,鄭州航空港區(qū)航空物流業(yè)、智能終端業(yè)屬于“很好”級別;電子商務(wù)業(yè)、電子信息業(yè)、精密機械業(yè)、生物醫(yī)藥業(yè)、航空制造維修業(yè)屬于“較好”級別;商務(wù)會展業(yè)屬于“一般”級別。因此,應(yīng)選擇航空物流業(yè)和智能終端業(yè)作為鄭州航空港區(qū)近期優(yōu)先重點培育的產(chǎn)業(yè)。針對航空物流業(yè)可以采用縱向、橫向和網(wǎng)狀培育模式?v向培育模式是以完善的航空物流產(chǎn)業(yè)鏈條為基礎(chǔ),產(chǎn)業(yè)鏈向上游全球航空指向性產(chǎn)品供應(yīng)商或產(chǎn)品生產(chǎn)商環(huán)節(jié)延伸,或向下游消費者環(huán)節(jié)進(jìn)行拓展;橫向培育模式是對產(chǎn)業(yè)鏈上航空物流企業(yè)這一特定環(huán)節(jié)進(jìn)行培育,拓展業(yè)務(wù)種類,引進(jìn)特色產(chǎn)品物流、國際中轉(zhuǎn)物流、航空快遞物流以及航空物流服務(wù)等企業(yè),實現(xiàn)產(chǎn)業(yè)鏈環(huán)節(jié)的橫向拓展;網(wǎng)狀培育模式是縱向培育模式和橫向培育模式的綜合體,既實現(xiàn)了產(chǎn)業(yè)鏈條向上游全球航空指向性產(chǎn)品供應(yīng)商或產(chǎn)品生產(chǎn)商環(huán)節(jié)和下游消費者環(huán)節(jié)延伸,又實現(xiàn)了產(chǎn)業(yè)鏈航空物流企業(yè)特定環(huán)節(jié)向特色產(chǎn)品物流企業(yè)、國際中轉(zhuǎn)物流企業(yè)等橫向拓展,較為完整地調(diào)整了產(chǎn)業(yè)鏈結(jié)構(gòu),形成發(fā)散型網(wǎng)狀結(jié)構(gòu)。在不同航空物流業(yè)培育模式的基礎(chǔ)上,以發(fā)展特色物流業(yè)等作為產(chǎn)業(yè)培育路徑。對于智能終端業(yè),其縱向培育模式是以完善的智能終端產(chǎn)業(yè)鏈條為基礎(chǔ),產(chǎn)業(yè)鏈向上游研發(fā)設(shè)計環(huán)節(jié)延伸,或向下游信息服務(wù)環(huán)節(jié)拓展;橫向培育模式是對整機制造這一特定產(chǎn)業(yè)鏈環(huán)節(jié)進(jìn)行培育,引進(jìn)軟件開發(fā)、外圍設(shè)備生產(chǎn)以及相關(guān)物流等企業(yè),豐富產(chǎn)業(yè)鏈特定環(huán)節(jié)的組成元素,實現(xiàn)產(chǎn)業(yè)鏈環(huán)節(jié)的橫向拓展;網(wǎng)狀培育模式是縱向培育模式和橫向培育模式的綜合體,既實現(xiàn)了產(chǎn)業(yè)鏈向上游研發(fā)設(shè)計環(huán)節(jié)延伸,或向下游信息服務(wù)環(huán)節(jié)拓展,又實現(xiàn)了產(chǎn)業(yè)鏈整機制造特定環(huán)節(jié)向軟件開發(fā)、外圍設(shè)備、相關(guān)物流拓展,完善了產(chǎn)業(yè)鏈結(jié)構(gòu),形成發(fā)散型網(wǎng)狀結(jié)構(gòu)。在不同智能終端業(yè)培育模式的基礎(chǔ)上,以加強產(chǎn)業(yè)鏈條培育等作為產(chǎn)業(yè)培育路徑。
[Abstract]:Since the construction of Zhengzhou Airport Economic Comprehensive Experimental Zone (hereinafter referred to as Zhengzhou Airport Zone), the economy has achieved rapid growth, and the construction of eight major industrial parks has been planned.The continuous development of industry to support the rapid economic growth of the entire Zhengzhou Airport area, the role of economic growth.With the national economic growth rate slowing down and the industrial development of Zhengzhou Airport area gradually maturing, the economic growth situation of Zhengzhou Airport area has been somewhat leveled down, in order to sustainably support the economic development of Zhengzhou Airport area.It is necessary to select and cultivate the eight major industries in order to excavate the potential of economic growth driven by industrial development.In order to better select the key industries of Zhengzhou Airport area in the near future, compare different industrial selection methods, combine the characteristics of industry in this region, use the fuzzy evaluation method, construct the industrial selection model, and rank the eight major industries in Zhengzhou Airport area.According to the analysis of the model results, it is concluded that the intelligent terminal industry belongs to the "very good" class, the electronic commerce industry, the electronic information industry, the precision machinery industry, the biomedical industry, the aviation manufacturing and maintenance industry belong to the "good" level.The business exhibition industry belongs to the "general" level.Therefore, aviation logistics industry and intelligent terminal industry should be selected as the priority industries in Zhengzhou Airport area in the near future.For the aviation logistics industry, vertical, horizontal and mesh cultivation model can be adopted.The vertical cultivation model is based on the perfect aviation logistics industry chain, which extends to the upstream global aviation oriented product suppliers or product producers, or extends to the downstream consumers.The horizontal cultivation mode is to cultivate the aviation logistics enterprises in the industrial chain, to expand the business types, to introduce the characteristic product logistics, international transit logistics, air express logistics and aviation logistics service and so on.To realize the horizontal expansion of the industrial chain, the network cultivation model is the synthesis of the vertical cultivation model and the horizontal cultivation mode,It not only extends the industrial chain to the global aviation direct product supplier or product producer and the downstream consumer link, but also realizes the specific link from the industry chain aviation logistics enterprise to the characteristic product logistics enterprise.International transit logistics enterprises and other horizontal expansion, relatively complete adjustment of the industrial chain structure, forming a divergent network structure.On the basis of different cultivation models of aeronautical logistics industry, the development of characteristic logistics industry is taken as the path of industry cultivation.For the intelligent terminal industry, its longitudinal cultivation mode is based on the perfect industrial chain of intelligent terminal, which extends to the upstream R & D design link, or to the downstream information service link.The horizontal cultivation mode is to cultivate the whole machine manufacturing, which is a specific industrial chain, to introduce software development, peripheral equipment production and related logistics enterprises, to enrich the components of specific links in the industrial chain, and to realize the horizontal expansion of the industrial chain.The network cultivation model is a combination of longitudinal and horizontal cultivation models, which not only realizes the extension of the industrial chain to the upstream R & D design link, but also extends to the downstream information service link.It also realizes the development of software, peripheral equipment and related logistics, which improves the structure of industrial chain and forms a diverging network structure.On the basis of different cultivation modes of intelligent terminal industry, strengthening industry chain cultivation is taken as the path of industry cultivation.
