【摘要】：改革開放以來,鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)迅猛發(fā)展,在一定程度上帶動(dòng)了廣大農(nóng)業(yè)地區(qū)商品經(jīng)濟(jì)的發(fā)展,加速了城市化的步伐,引起了政府和專家對(duì)鄉(xiāng)鎮(zhèn)化道路的關(guān)注和探索。特別是近年來,我國城市化過程中出現(xiàn)了一系列問題,大城市膨脹發(fā)展,城市化質(zhì)量不高,土地拋荒現(xiàn)象嚴(yán)重,農(nóng)村商品經(jīng)濟(jì)落后等,使得鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)的重要性不斷凸顯。中央政府和地方政府對(duì)鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)展的重視不斷加強(qiáng),出臺(tái)了一系列政策,采取了多種措施,推動(dòng)鄉(xiāng)鎮(zhèn)化。鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)的發(fā)展已成為我國實(shí)施城鎮(zhèn)化戰(zhàn)略的最關(guān)鍵一步,它不僅能吸納農(nóng)村剩余勞動(dòng)力,緩解大城市膨脹病;提高城鎮(zhèn)化的質(zhì)量,推動(dòng)城市化的進(jìn)程;而且能直接帶動(dòng)廣大農(nóng)業(yè)地區(qū)的發(fā)展,推動(dòng)農(nóng)村工業(yè)化進(jìn)程,解決農(nóng)業(yè)、農(nóng)村、農(nóng)民這三大攸關(guān)中國現(xiàn)代化建設(shè)成敗的根本問題。然而在這種鄉(xiāng)鎮(zhèn)化的浪潮中,很多地區(qū)的鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)展并不是平衡的,就本文研究的衡南縣松江鎮(zhèn)來說,由于地處內(nèi)陸地區(qū),經(jīng)濟(jì)發(fā)展緩慢,與周邊的云集鎮(zhèn)和車江鎮(zhèn)形成鮮明的對(duì)比。因而,本文希望就松江鎮(zhèn)這個(gè)案例,借助SWOT模型分析法,理清該鎮(zhèn)在經(jīng)濟(jì)發(fā)展過程中所面臨的優(yōu)劣勢、機(jī)遇以及挑戰(zhàn),推動(dòng)松江鎮(zhèn)經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,從而能為內(nèi)陸地區(qū)尤其是中部地區(qū)鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)的發(fā)展,探索一條符合實(shí)際的發(fā)展路子。本文在實(shí)地調(diào)查研究的基礎(chǔ)上,根據(jù)經(jīng)濟(jì)學(xué)、管理學(xué)等學(xué)科的有關(guān)理論和方法,系統(tǒng)地分析了松江鎮(zhèn)經(jīng)濟(jì)發(fā)展的現(xiàn)狀、存在問題及其原因,認(rèn)為松江鎮(zhèn)經(jīng)濟(jì)發(fā)展存在的突出問題是:城鎮(zhèn)化水平極差;村落布局分散,土地浪費(fèi)現(xiàn)象嚴(yán)重;人口素質(zhì)偏低,觀念落后;鄉(xiāng)鎮(zhèn)企業(yè)污染嚴(yán)重,危及健康。本文認(rèn)為產(chǎn)生這些問題的原因是多方面的:首先,是因?yàn)檗r(nóng)村土地利用率低下,造成人力資源的大量流失;其次,是因?yàn)檎邇A斜度不均勻,對(duì)松江鎮(zhèn)經(jīng)濟(jì)的發(fā)展支持不足;第三,是因?yàn)樗山?zhèn)市場發(fā)育不健全;第四,是因?yàn)樗山?zhèn)沒有建立經(jīng)濟(jì)發(fā)展的長效機(jī)制,只重眼前利益;第五,是因?yàn)榛A(chǔ)教育資源不公平分配,大學(xué)教育產(chǎn)業(yè)化等都制約了松江鎮(zhèn)經(jīng)濟(jì)的快速發(fā)展。因此,加快松江鎮(zhèn)經(jīng)濟(jì)發(fā)展,必須針對(duì)目前的現(xiàn)狀和存在的問題,基于SWOT分析的基礎(chǔ)上,依靠其內(nèi)部優(yōu)勢,利用外部機(jī)會(huì),克服內(nèi)部劣勢,回避外部威脅,來制定符合松江鎮(zhèn)實(shí)際情況的發(fā)展對(duì)策。本文認(rèn)為松江鎮(zhèn)通過解放思想,樹立鄉(xiāng)鎮(zhèn)經(jīng)濟(jì)發(fā)展理念,盡快加快農(nóng)業(yè)發(fā)展方式轉(zhuǎn)變,大力推進(jìn)現(xiàn)代農(nóng)業(yè);推進(jìn)土地制度的改革;加強(qiáng)鄉(xiāng)鎮(zhèn)企業(yè)的發(fā)展;推動(dòng)旅游業(yè)的繁榮,帶動(dòng)新農(nóng)村建設(shè);重視環(huán)境保護(hù),推動(dòng)可持續(xù)發(fā)展等措施,可以實(shí)現(xiàn)松江鎮(zhèn)經(jīng)濟(jì)社會(huì)的又好又快發(fā)展。
[Abstract]:Since the reform and opening up, the rapid development of township economy, to a certain extent, has led to the development of commodity economy in agricultural areas, accelerated the pace of urbanization, and caused the government and experts to pay attention to and explore the road of township.Especially in recent years, a series of problems have appeared in the process of urbanization in China, such as the expansion and development of big cities, the low quality of urbanization, the serious phenomenon of land abandonment, the backward of commodity economy in rural areas, etc., which make the importance of township economy more and more prominent.The central government and the local government pay more and more attention to the development of township economy and have issued a series of policies and taken various measures to promote the township economy.The development of township economy has become the most critical step in the implementation of urbanization strategy in China. It can not only absorb rural surplus labor, alleviate the swelling disease of big cities, but also improve the quality of urbanization and promote the process of urbanization.Moreover, it can directly promote the development of the vast agricultural areas, promote the process of rural industrialization, and solve the fundamental problems of agriculture, rural areas and farmers, which are crucial to the success or failure of China's modernization construction.However, in this tide of township economy, the development of township economy in many areas is not balanced. As far as Songjiang Town, Hengnan County, which is studied in this paper, is concerned, because of its inland location, the economic development is slow.And the surrounding town of Yunji and Chegang Town form a sharp contrast.Therefore, this paper hopes to clarify the advantages and disadvantages, opportunities and challenges faced by Songjiang Town in the process of economic development with the help of SWOT model analysis, so as to promote the transformation of the economic development mode of Songjiang Town.Thus it can explore a practical way for the development of township economy in the inland area, especially in the central region.On the basis of field investigation and research, according to the theories and methods of economics, management and other disciplines, this paper systematically analyzes the present situation, existing problems and reasons of the economic development of Songjiang Town.It is considered that the prominent problems in the economic development of Songjiang Town are: the level of urbanization is extremely poor; the distribution of villages is scattered, the phenomenon of land waste is serious; the quality of population is on the low side and the concept is backward; the pollution of township enterprises is serious and endangering health.This paper holds that the reasons for these problems are various: first, because of the low utilization rate of rural land, resulting in a large loss of human resources; secondly, because of the uneven government policy,There is insufficient support for the economic development of Songjiang Township; third, because the market in Songjiang Town is not sound; fourth, because Songjiang Town has not established a long-term mechanism for economic development, but only focuses on immediate interests; and fifth,This is because the unfair distribution of basic education resources and the industrialization of university education restrict the rapid economic development of Songjiang Town.Therefore, to speed up the economic development of Songjiang Town, we must aim at the present situation and existing problems, based on the SWOT analysis, rely on its internal advantages, take advantage of external opportunities, overcome internal weaknesses, avoid external threats.To formulate development countermeasures in line with the actual situation of Songjiang Town.This paper holds that Songjiang Town promotes modern agriculture by emancipating the mind, setting up the concept of township economic development, speeding up the transformation of agricultural development mode as soon as possible, promoting the reform of land system, strengthening the development of township enterprises, and promoting the prosperity of tourism.Promoting the construction of new countryside, attaching importance to environmental protection, promoting sustainable development and other measures can realize the sound and rapid development of economy and society in Songjiang Town.
