【摘要】：所謂產業(yè)轉移,是指一個國家或者是某一個地區(qū)的產業(yè),向另一個國家和地區(qū)轉移的過程。其產生的原因主要是因為該國家或者地區(qū)的產品需求有所變化,其原先的資源的供給無法滿足現在情況。產業(yè)轉移有利于促進資源的重新配置和優(yōu)化,從而帶動地區(qū)經濟的發(fā)展。產業(yè)轉移是一個必然的趨勢,是地區(qū)經濟發(fā)展到一定程度的結果。對于區(qū)域的內部來說,產業(yè)轉移可以有利于結構的優(yōu)化升級,有利于產業(yè)完善,提高地區(qū)經濟的質量,加速經濟的發(fā)展態(tài)勢,從而增強整個地區(qū)經濟在宏觀經濟中的競爭能力；從產業(yè)的轉出地來說,可以減少不必要的勞動力,將高能耗的污染企業(yè)轉移到其它地方,升級產業(yè),減少勞動密集型和資源密集型企業(yè)在經濟中的比重；而通過產業(yè)轉移,各個區(qū)域間可以合作,協(xié)調發(fā)展,達到雙贏局面。要想更好的實現專業(yè)轉移,就需要學習西方發(fā)達國家的先進經驗。 改革開放的步伐中,安徽的經濟得到騰飛。但是安徽要推動經濟的進一步發(fā)展,就必須進行產業(yè)轉移。目前,安徽已經確定了中部崛起戰(zhàn)略,并且以產業(yè)轉移示范區(qū)為基點,開展產業(yè)轉移。產業(yè)轉移能夠創(chuàng)造新的就業(yè)機會,提高政府的經濟收入,同時能夠優(yōu)化產業(yè)結構。安徽通過產業(yè)轉移能夠得到急需的資本,獲得技術人才,并且學習到管理經驗。在產業(yè)轉移的過程中,安徽要注意營造良好的產業(yè)承接的氛圍,有步驟、有條理的進行產業(yè)轉移。掌握產業(yè)轉移中的內在的規(guī)律,將產業(yè)轉移看作是結構調整的窗口。對于安徽來說,解決產業(yè)轉移的效率問題,如何將產業(yè)轉移和產業(yè)結構調整結合起來,都是需要重點考慮的。 本論文,從以上的認識出發(fā),通過對數據進行分析,在理論基礎上,分析產業(yè)轉移帶來的影響,發(fā)現安徽在產業(yè)轉移中存在的問題,并且就這些問題提出解決方法。筆者希望通過本論文能夠為安徽的產業(yè)機構升級,提高產業(yè)結構科學性和合理性,為安徽的經濟和社會進一步發(fā)展出謀劃策。 全文共分六章：導論是第一章的主要內容。在導論的部分,筆者介紹了本論文研究的基本背景,論文研究的意義。通過查閱和分析國內外的研究成果,學習優(yōu)秀的研究方法和思路,提出本論文自身的特色,論文的創(chuàng)新點,并且說明論文存在的不足。第二章主要是分析安徽的產業(yè)結構。其出發(fā)點主要是兩個方面。第一個方面是產業(yè)結構的現實情況,第二是方面是分析安徽產業(yè)結構的不足。第三章說明安徽省承接產業(yè)轉移的基本條件,筆者首先從安徽產業(yè)轉移的大背景出發(fā),分析產業(yè)承接的整體環(huán)境,接著分析了其承接產業(yè)轉移過程中的優(yōu)勢以及劣勢。第四章是分析安徽產業(yè)轉移帶來的影響。分析優(yōu)化升級的路徑,并且重點關注第三產業(yè)轉移的效應。在第四章中,筆者還以實證的方式進一步說明。第五章是說明安徽在進行產業(yè)轉移中存在的問題,并且針對這些問題提出自己的解決辦法。第六章說明了研究結論,并進一步進行了研究展望。
[Abstract]:Industrial transfer is the process of transferring to another country and region . The reason is that the supply of the original resources cannot meet the present situation . The industrial transfer is beneficial to promote the reconfiguration and optimization of the resources , thus driving the regional economy to develop .
From the industrial revolution , it is possible to reduce unnecessary labor force , transfer high - energy pollution enterprises to other places , upgrade industries , reduce labor - intensive and resource - intensive enterprises ' specific gravity in the economy ;
Through the industrial transfer , each region can cooperate , coordinate the development , achieve win - win situation . To better realize the professional transfer , we need to learn advanced experience of the western developed countries .

In the process of reform and opening - up , Anhui ' s economy has been taken off . But Anhui is to promote the further development of the economy , and the industrial transfer must be carried out . At present , Anhui has determined the central rise strategy and carried out the industrial transfer based on the industrial transfer demonstration area . In the process of industrial transfer , Anhui should pay attention to the establishment of a good industrial undertaking atmosphere , to obtain technical talents , and to learn the management experience . In the process of industrial transfer , Anhui should pay attention to the establishment of a good industrial undertaking atmosphere , and the industrial transfer can be regarded as a window of structural adjustment .

This paper , based on the above cognition , analyzes the data , analyzes the impact of industrial transfer on the basis of theory , and finds out the problems existing in Anhui ' s industrial transfer , and puts forward a solution to these problems .
