【摘要】：近年來(lái)，天津各地頻頻出現(xiàn)霧霾天氣，，更加凸顯了天津產(chǎn)業(yè)結(jié)構(gòu)不合理的老問(wèn)題，使天津產(chǎn)業(yè)結(jié)構(gòu)升級(jí)成為當(dāng)務(wù)之急。之前，為了促進(jìn)天津的產(chǎn)業(yè)結(jié)構(gòu)調(diào)整升級(jí)，專(zhuān)家學(xué)者和政府的相關(guān)部門(mén)都進(jìn)行了大量的研究，也提出了許多舉措，但是通過(guò)近些年的發(fā)展來(lái)看，實(shí)施效果仍不令人滿(mǎn)意，并沒(méi)有實(shí)質(zhì)程度解決天津的產(chǎn)業(yè)結(jié)構(gòu)存在的不合理問(wèn)題。本文就試圖從一個(gè)全新的視角——區(qū)域創(chuàng)新來(lái)探討天津的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)之路，促進(jìn)天津的產(chǎn)業(yè)結(jié)構(gòu)升級(jí)。 研究區(qū)域創(chuàng)新促進(jìn)天津產(chǎn)業(yè)結(jié)構(gòu)升級(jí)之前，首先要對(duì)區(qū)域創(chuàng)新的概念內(nèi)涵進(jìn)行一個(gè)界定。以前關(guān)于區(qū)域創(chuàng)新的研究大多數(shù)關(guān)注的只是一個(gè)地區(qū)的區(qū)域創(chuàng)新發(fā)展，對(duì)區(qū)域創(chuàng)新的理解比較片面，難免會(huì)顧此失彼，產(chǎn)生偏頗的結(jié)果而對(duì)實(shí)踐的支撐力度有所下降。而本文試圖從宏觀(guān)和微觀(guān)兩個(gè)方面展開(kāi)探索，宏觀(guān)上主要是基于京津冀協(xié)同戰(zhàn)略層面進(jìn)行研究，而微觀(guān)上則就天津如何構(gòu)建區(qū)域創(chuàng)新系統(tǒng)進(jìn)行探究，試圖對(duì)區(qū)域創(chuàng)新有一個(gè)更全面的把握，以便更好地解決天津產(chǎn)業(yè)結(jié)構(gòu)方面的實(shí)際問(wèn)題。 本文的研究目的是通過(guò)一種新的思路為解決天津產(chǎn)業(yè)結(jié)構(gòu)方面的實(shí)際問(wèn)題提出對(duì)策。文章首先介紹了選題的背景及意義、研究方法與內(nèi)容以及本文的創(chuàng)新點(diǎn)與不足點(diǎn)，試圖對(duì)文章整體把握，其后對(duì)區(qū)域創(chuàng)新與產(chǎn)業(yè)結(jié)構(gòu)升級(jí)方面的理論進(jìn)行闡述和分析，為后面研究天津的實(shí)際情況提供理論依據(jù)。然后具體分析了天津的產(chǎn)業(yè)結(jié)構(gòu)現(xiàn)狀，指出存在問(wèn)題并闡述通過(guò)區(qū)域創(chuàng)新解決這些問(wèn)題的作用機(jī)制。最后對(duì)天津在區(qū)域創(chuàng)新方面的現(xiàn)狀進(jìn)行分析，有針對(duì)性地提出促進(jìn)區(qū)域創(chuàng)新，推動(dòng)天津產(chǎn)業(yè)結(jié)構(gòu)升級(jí)的對(duì)策建議。
[Abstract]:In recent years, the frequent occurrence of haze weather in various parts of Tianjin highlights the old problem of unreasonable industrial structure in Tianjin, which makes upgrading the industrial structure of Tianjin urgent.Previously, in order to promote the adjustment and upgrading of Tianjin's industrial structure, experts and scholars and relevant government departments have done a lot of research and put forward a lot of measures, but through the development of recent years, the effect of the implementation is still not satisfactory.There is no substantial degree to solve the industrial structure of Tianjin unreasonable problems.This paper attempts to explore the way of upgrading Tianjin's industrial structure from a new perspective-regional innovation, to promote the upgrading of Tianjin's industrial structure.Before studying regional innovation to promote the upgrading of Tianjin industrial structure, it is necessary to define the concept connotation of regional innovation.Most of the previous research on regional innovation only focused on the development of regional innovation in a region, the understanding of regional innovation is one-sided, it is inevitable to ignore one another, produce biased results and the strength of support to the practice has declined.This paper attempts to explore from the macro and micro aspects, mainly based on the Beijing-Tianjin-Hebei coordination strategy level, and micro-research on how to build a regional innovation system in Tianjin.This paper attempts to have a more comprehensive grasp of regional innovation in order to better solve the practical problems in Tianjin's industrial structure.The purpose of this paper is to put forward countermeasures to solve the practical problems in Tianjin's industrial structure through a new way of thinking.The paper first introduces the background and significance of the topic, the research methods and contents, as well as the innovation points and shortcomings of this paper, tries to grasp the whole of the article, and then expounds and analyzes the theory of regional innovation and industrial structure upgrading.It provides a theoretical basis for the later study of Tianjin's actual situation.Then it analyzes the present situation of Tianjin's industrial structure, points out the existing problems and expounds the mechanism of solving these problems through regional innovation.Finally, the paper analyzes the present situation of Tianjin's regional innovation, and puts forward countermeasures and suggestions to promote regional innovation and promote Tianjin's industrial structure upgrading.
