【摘要】：有序疏解北京非首都功能是京津冀協(xié)同發(fā)展的首要任務(wù),規(guī)劃建設(shè)河北雄安新區(qū)是深入推進(jìn)京津冀協(xié)同發(fā)展作出的一項(xiàng)重大決策部署,對(duì)于集中疏解北京非首都功能具有重大現(xiàn)實(shí)意義和深遠(yuǎn)歷史意義。在準(zhǔn)確識(shí)別北京非首都功能和前瞻分析雄安新區(qū)功能需求的基礎(chǔ),雄安新區(qū)建設(shè)北京非首都功能疏解集中承載地需要做好"七個(gè)結(jié)合",抓緊制定承接方案和配套政策,政府與市場協(xié)同發(fā)力,推進(jìn)體制機(jī)制創(chuàng)新,制定差異化的政績考核標(biāo)準(zhǔn),增強(qiáng)承接"引力",高端承接北京非首都功能疏解,推進(jìn)區(qū)域產(chǎn)業(yè)協(xié)同發(fā)展。
