【摘要】：在當(dāng)前經(jīng)濟(jì)全球化的發(fā)展階段,技術(shù)創(chuàng)新作為經(jīng)濟(jì)和社會發(fā)展的主要驅(qū)動(dòng)力逐步取代了傳統(tǒng)的資源要素,因此,越來越多的國家重視技術(shù)創(chuàng)新,作為市場化經(jīng)濟(jì)轉(zhuǎn)型大國之一的俄羅斯也不例外。但自蘇聯(lián)解體后,俄羅斯將主要精力放在了解決領(lǐng)土紛爭、私有化、權(quán)利分配和金融改革等領(lǐng)域上,沒有對技術(shù)創(chuàng)新這個(gè)短期效應(yīng)很明顯的領(lǐng)域給予過多的關(guān)注。于是,在轉(zhuǎn)型期間,由于經(jīng)濟(jì)和社會的不穩(wěn)定性,受多方面因素的影響,導(dǎo)致轉(zhuǎn)型時(shí)期技術(shù)創(chuàng)新領(lǐng)域的發(fā)展幾經(jīng)周折,呈現(xiàn)出復(fù)雜多變的發(fā)展特征。本文遵循歷史與邏輯相統(tǒng)一的方法論原則,首先通過研究國內(nèi)外對于技術(shù)創(chuàng)新的研究進(jìn)行大體的梳理,將國內(nèi)外對于技術(shù)創(chuàng)新進(jìn)行簡單的評述,然后通過對俄羅斯轉(zhuǎn)型時(shí)期技術(shù)創(chuàng)新的基本特性與發(fā)展理論歷程、面臨問題危機(jī)及影響因素以及為了解決這些問題而進(jìn)行的政策導(dǎo)向等理路進(jìn)行深入徹底的分析,在哲學(xué)范疇內(nèi)對俄羅斯轉(zhuǎn)型時(shí)期的技術(shù)創(chuàng)新問題進(jìn)行思考。從俄羅斯轉(zhuǎn)型時(shí)期的技術(shù)創(chuàng)新的特征開始分別從價(jià)值和方法論等不同的角度進(jìn)行深入淺出的分析。整篇論文首先是研究技術(shù)創(chuàng)新的相關(guān)理論知識和俄羅斯轉(zhuǎn)型時(shí)期技術(shù)創(chuàng)新的相關(guān)問題,其次是闡述俄羅斯技術(shù)創(chuàng)新時(shí)期的經(jīng)驗(yàn)對我國的指導(dǎo)作用,進(jìn)而指出在“一帶一路”框架下中俄技術(shù)創(chuàng)新合作的領(lǐng)域選擇和對我國科技發(fā)展的啟示。這不僅有利于我們對俄羅斯科技哲學(xué)的科研事業(yè)進(jìn)行全面梳理,而且還會在中俄科技哲學(xué)對比研究中迸發(fā)出新的火花�？萍嫉陌l(fā)展關(guān)系到一個(gè)國家的命脈,所以應(yīng)該從其他國家吸取更多的好的經(jīng)驗(yàn)與模式,因地制宜的為我國科技發(fā)展所用,結(jié)合本國的國情與實(shí)地情況進(jìn)行因地制宜,本論文按照這樣的思路來完成的。
[Abstract]:In the current stage of economic globalization, technological innovation, as the main driving force of economic and social development, has gradually replaced the traditional resource elements. As a result, more and more countries attach importance to technological innovation. Russia, as one of the big countries with market-oriented economies in transition, is no exception. But since the collapse of the Soviet Union, Russia has focused on resolving territorial disputes, privatization, distribution of power and financial reform. Not much attention has been paid to the area where the short-term effects of technological innovation are obvious. As a result, during the transition period, due to economic and social instability, there are many factors, This paper follows the methodology principle of the unity of history and logic. First of all, by studying the domestic and foreign research on technological innovation, the author makes a brief comment on the technological innovation at home and abroad, and then through the basic characteristics and development theory of technological innovation in the transitional period of Russia. Faced with problems, crisis and influencing factors, as well as the policy orientation in order to solve these problems, and so on, to carry out in-depth and thorough analysis, From the point of view of the characteristics of Russian technological innovation in the period of Russian transformation, the author analyzes the problems from different angles of value and methodology respectively. The first part of this paper is to study the relevant theoretical knowledge of technological innovation and the relevant problems of technological innovation in the transitional period of Russia. Secondly, it expounds the guiding role of Russia's experience in the period of technological innovation to our country. Furthermore, it points out that under the framework of "Belt and Road", the choice of fields of Sino-Russian technological innovation cooperation and its enlightenment to the development of science and technology in China are not only conducive to our overall combing of the scientific research cause of Russian philosophy of science and technology. Moreover, a new spark will burst out in the comparative study of the philosophy of science and technology between China and Russia. The development of science and technology is related to the lifeblood of a country, so we should draw more good experiences and models from other countries and apply measures to suit local conditions for the development of science and technology in our country. According to the situation of our country and the situation in the field, this paper is completed according to this way of thinking.
