【摘要】：西部大開發(fā)戰(zhàn)略實(shí)施以來,我國西部地區(qū)經(jīng)濟(jì)發(fā)展取得了前所未有的成就。生態(tài)環(huán)境是人類得以生存的基礎(chǔ),但是伴隨著西部經(jīng)濟(jì)的快速增長,環(huán)境遭到日益嚴(yán)重的破壞。而惡化的環(huán)境進(jìn)一步制約著經(jīng)濟(jì)發(fā)展,甚至?xí)a(chǎn)生諸多社會(huì)問題。面對(duì)環(huán)境系統(tǒng)失衡的嚴(yán)峻形勢(shì),“十八大”做出“大力推進(jìn)生態(tài)文明建設(shè)”戰(zhàn)略決策,這要求在追求經(jīng)濟(jì)發(fā)展的同時(shí),推進(jìn)生態(tài)環(huán)境的建設(shè)和保護(hù)。西部地區(qū)綠色經(jīng)濟(jì)發(fā)展?fàn)顩r如何,本文對(duì)考慮環(huán)境的西部經(jīng)濟(jì)績效進(jìn)行評(píng)價(jià),對(duì)西部地區(qū)經(jīng)濟(jì)、環(huán)境協(xié)調(diào)發(fā)展具有重要意義。 本文在分析西部經(jīng)濟(jì)發(fā)展和環(huán)境狀況的基礎(chǔ)上,運(yùn)用數(shù)據(jù)包絡(luò)方法,對(duì)我國西部地區(qū)2000-2012年的考慮環(huán)境因素的經(jīng)濟(jì)效率進(jìn)行橫向和縱向的全面分析,并對(duì)考慮環(huán)境前、后的西部地區(qū)經(jīng)濟(jì)效率進(jìn)行比較分析。實(shí)證分析結(jié)果表明：考慮環(huán)境因素后,西部整體經(jīng)濟(jì)效率波動(dòng)較小,貴州、甘肅、寧夏三省經(jīng)濟(jì)效率值很低,具有很大的提升空間,西部多數(shù)省份存在資本投入、能源投入冗余現(xiàn)象�？紤]環(huán)境因素的西部經(jīng)濟(jì)效率整體而言,與未考慮時(shí)的經(jīng)濟(jì)效率相比較低。最后提出了政策建議：加快產(chǎn)業(yè)升級(jí)、經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變；加強(qiáng)環(huán)境規(guī)制；提高人口素質(zhì)和資本利用水平；并針對(duì)環(huán)境、經(jīng)濟(jì)發(fā)展不協(xié)調(diào)的省(市、區(qū))給出建議。
[Abstract]:Since the implementation of the western development strategy, the economic development of the western region of our country has been hitherto unknown achievement. The ecological environment is the basis for the existence of human beings, but with the rapid growth of the western economy, the environment has been seriously damaged. The deterioration of the environment and further restricts the economic development, and will produce a lot of social problems in the face of the grim situation. The environment system imbalance, the "big eighteen" make "strategic decision to vigorously promote the construction of ecological civilization, the requirements in the pursuit of economic development, promote the construction and protection of ecological environment. The development status of green economy in the western region, this paper evaluates the economic performance taking the western environment, the western region has important economic. The significance of the coordinated development of the environment.
Based on the analysis of the western economic development and environmental conditions, the use of the DEA method, a comprehensive analysis of the horizontal and vertical to the western region of our country 2000-2012 years to consider environmental factors of economic efficiency, and to consider the environment before and after the economic efficiency of western regions in comparative analysis. The empirical results show that considering the environment after the overall economic efficiency of small fluctuations, Guizhou, Gansu, Ningxia provinces economic efficiency value is very low, has the very big promotion space, most provinces have western capital investment, energy input redundancy. Considering the overall economic efficiency of western environmental factors, and does not consider the economic efficiency is low. Finally policy recommendations: to accelerate industrial upgrading, change the mode of economic development; strengthen environmental regulation; improve the level of the quality of the population and capital; and for the environment, economic development An incongruous province (city, district) gives advice.
