【摘要】：正2016年11月9日我和林毅夫有過一次面對面的爭論。概括說,林毅夫的觀點(diǎn)是,如果沒有產(chǎn)業(yè)政策,發(fā)展中國家不可能取得成功,發(fā)達(dá)國家也不可能持續(xù)增長。他強(qiáng)調(diào)外部性和協(xié)調(diào)失靈是需要產(chǎn)業(yè)政策的兩個基本原因,提出了自己的比較優(yōu)勢戰(zhàn)略,并且進(jìn)一步為制定產(chǎn)業(yè)政策提出了六步驟甄別法。我對他的核心觀點(diǎn)都做了一些回應(yīng),認(rèn)為他的理論存在邏輯問題,我
[Abstract]:On November 9, 2016, Lin Yifu and I had a face-to-face argument. In a nutshell, Lin Yifu's view was that developing countries could not have succeeded without industrial policies. He stressed that externalities and coordination failures were the two basic reasons for the need for industrial policy, and put forward his own comparative advantage strategy.
