【摘要】：創(chuàng)新對于一個企業(yè)或是國家來說都是至關(guān)重要的,而科技創(chuàng)新平臺成為進行科技創(chuàng)新活動非常有效的載體,因此,近年來,無論是政府或是學(xué)術(shù)界對于區(qū)域科技創(chuàng)新平臺的建設(shè)和研究越來越重視。2011年1月《山東半島藍色經(jīng)濟區(qū)發(fā)展規(guī)劃》得到國務(wù)院批準,建立山東半島藍色經(jīng)濟區(qū)從而成為我國第一個以發(fā)展海洋經(jīng)濟為重點的區(qū)域發(fā)展戰(zhàn)略。該區(qū)域以發(fā)展海洋經(jīng)濟為主,因此,提高該區(qū)域的海洋科技創(chuàng)新水平和能力,改善海洋產(chǎn)業(yè)結(jié)構(gòu)成為該區(qū)域的主要任務(wù),而建立和完善山東半島藍色經(jīng)濟區(qū)科技創(chuàng)新平臺成為提升該區(qū)域科技創(chuàng)新能力的有效途徑。 本文在此背景下,主要介紹了區(qū)域科技創(chuàng)新平臺的有關(guān)理論基礎(chǔ),總的來說,區(qū)域科技創(chuàng)新平臺主要由研發(fā)平臺、產(chǎn)業(yè)化平臺和創(chuàng)新服務(wù)平臺三個子平臺構(gòu)成,是一個涉及到政府、高校、企業(yè)和中介機構(gòu)的復(fù)雜的網(wǎng)絡(luò)化組織。接著分析了美國硅谷和日本的區(qū)域科技創(chuàng)新平臺的優(yōu)勢和經(jīng)驗借鑒,以及山東半島藍色經(jīng)濟區(qū)科技創(chuàng)新平臺建設(shè)的現(xiàn)狀和存在的問題,并結(jié)合美國、日本的經(jīng)驗和自身的問題,提出了改善藍區(qū)科技創(chuàng)新平臺運行效果的建議。 利用“三螺旋理論”和“協(xié)同創(chuàng)新理論”分析了藍區(qū)科技創(chuàng)新平臺的運行機理,認為該區(qū)域平臺是政府、高校和產(chǎn)業(yè)的三方混合組織,并從戰(zhàn)略協(xié)同、組織協(xié)同、資源協(xié)同和制度協(xié)同四個維度說明了該平臺的運行機理,最后介紹了保證藍區(qū)科技創(chuàng)新平臺健康有效運行的機制保障：組織協(xié)調(diào)機制、企業(yè)參與機制和官產(chǎn)學(xué)研合作機制。
[Abstract]:Innovation is very important for an enterprise or a country, and STI platform has become a very effective carrier for carrying out STI activities. Therefore, in recent years, Both the government and the academic circles are paying more and more attention to the construction and research of regional scientific and technological innovation platforms. In January 2011, the State Council approved the "Development Plan for the Blue Economic Zone of Shandong Peninsula". The establishment of the blue economic zone of Shandong Peninsula has thus become the first regional development strategy in China, which focuses on the development of marine economy. This region is mainly focused on the development of marine economy. Therefore, the level and ability of marine science and technology innovation in the region should be improved. Improving the marine industrial structure has become the main task of the region, and establishing and perfecting the scientific and technological innovation platform of the blue economic zone of Shandong Peninsula is an effective way to enhance the scientific and technological innovation ability of the region. In this context, this paper mainly introduces the theoretical basis of the regional sci-tech innovation platform. In general, the regional sci-tech innovation platform consists of three sub-platforms: research and development platform, industrialization platform and innovation service platform. It is a complex network organization involving government, university, enterprise and intermediary organization. Then, it analyzes the advantages and experiences of the regional science and technology innovation platform in Silicon Valley and Japan. The present situation and existing problems of the construction of scientific and technological innovation platform in the blue economic zone of Shandong Peninsula are also discussed. Combined with the experience of the United States and Japan and their own problems, the paper puts forward some suggestions for improving the operating effect of the scientific and technological innovation platform in the blue area. Based on the theory of "triple helix" and "cooperative innovation theory", this paper analyzes the operating mechanism of the blue district science and technology innovation platform, and thinks that the regional platform is a tripartite mixed organization of government, university and industry, and from the strategic coordination, the organization coordination. The operation mechanism of the platform is explained from the four dimensions of resource coordination and institutional coordination. Finally, the mechanism to ensure the healthy and effective operation of the blue area scientific and technological innovation platform is introduced: organization and coordination mechanism, enterprise participation mechanism and cooperation mechanism between government, industry, university and research.
